SEOUL METROPOLITAN CITY ORDINANCE ON THE OPERATION AND MANAGEMENT OF SAFETY MAP FOR FIRE-FIGHTERS

Article 1 (Purposes) The purpose of this Ordinance is to protect the lives, health, and property of citizens by providing for matters concerning the efficient establishment, operation, and management of the safety map for the fire-fighters which provides all the information required for a fire-fighting squad to effectively conduct the suppression of fires and emergency rescue activities in fire, disasters, accidents, and other emergency situations.

Article 2 (Definitions) The definitions of terms used in this Ordinance shall be as follows: Provided, That terms defined in the Framework Act on Fire Services and the Framework Act on the Management of Disasters and Safety, the Enforcement Decrees of the aforesaid Acts, and the Enforcement Rules of the aforesaid Acts shall apply mutatis mutandis to terms not defined in this Ordinance:
1. The term "safety map for the fire-fighters" means a system that provides all the information necessary for fire and disaster response, including information on buildings, traffic, and geography to a fire-fighting squad rushing to the accident scene using radio networks in real time;
2. The term "authority administrator" means a person who conduct affairs to grant or revoke the authority to view or process information by connecting to the safety map for the fire-fighters, to fire-fighting officers who intend to use the safety map for the fire-fighters;
3. The term "data surveys for fire-fighting activities" means a series of activities of the Director of Fire and Disaster Headquarters or the chief of a fire station (hereinafter referred to as the "Director of Emergency Rescue and Control Group") for the prior investigation of the route for moving to fire-fighting objects, the selection of the department of fire engines, internal structure, risk factors, etc. to watch for and suppress fires, and for emergency rescue, such as lifesaving and first aid;
4. The term "fire-fighting squad" means an organization composed of fire-fighting officers to suppress fires and conduct rescue and first aid activities in fire, disasters, accidents, and other emergency situations.

Article 3 (Responsibilities and Duties of Mayor) The Mayor of Seoul Metropolitan City shall formulate administrative and financial support measures, such as the construction of all the necessary information systems, so that fire-fighting squad can effectively utilize the safety map for the fire-fighters at the disaster scene in fire, disasters, accidents, and other emergency situations.

Article 4 (Establishment of Safety Map for Fire-fighters) The safety map for the fire-fighters, including the following, shall be established: <Amended by Ordinance No. 6386, Jan. 5, 2017>
1. Building cadastral;
2. Information cards about fire-fighting activities for specific fire-fighting objects (hereinafter referred to as "fire-fighting objects") under Article 2 (1) 3 of the Act on Fire Prevention and Installation, Maintenance, and Safety Control of Fire-Fighting Systems;
3. Drawings of fire-fighting objects;
4. Information on fire suppression operations over buildings, etc. vulnerable to fire designated and managed by fire stations;
5. Information on areas to which fire engines cannot have access;
6. Information on the width of roads;
7. Information on persons vulnerable to disaster, such as persons with severe disabilities living alone;
8. Information on business establishments handling with harmful chemicals;
9. Weather information, including wind direction, wind velocity, etc.;
10. Information on business establishments used by numerous people;
11. Other matters necessary to respond to disasters.

Article 5 (Grant and Administration of Authority to Use) (1) The Director of Fire and Disaster Headquarters shall designate an authority administrator.
(2) The authority administrator shall grant authority to use the safety map for the fire-fighters by defining the range of data that can be viewed or processed by users according to the division of duties of users.
(3) Where there is a change in the allocation of duties due to changes in duties, personnel transfers, retirement, etc. of users, the authority administrator shall immediately take measures, such as changing or revoking authority to use the information system.
(4) The authority administrator shall collect opinions and suggestions from users of fire stations at least once a year, and positively reflect such opinions and suggestions in the development of and the supplement to the system of the safety map for the fire-fighters. <Newly Inserted by Ordinance No. 6461, Mar. 23, 2017>

Article 6 (Formulation of Operational Plan) (1) The Director of Fire and Disaster Headquarters shall formulate and implement a plan for the operation and management of the safety map for the fire-fighters every year so that the safety map for the fire-fighters can be operated smoothly and effectively.
(2) A plan for the operation and management under paragraph (1) shall include the following: <Amended by Ordinance No. 6386, Jan. 5, 2017; Ordinance No. 6461, Mar. 23, 2017>
1. Matters concerning manpower and organization necessary for the operation of the safety map for the fire-fighters;
2. Matters concerning the operation, maintenance, and repair, and security of the safety map for the fire-fighters;
3. Matters concerning the renewal and updating of information on the safety map for the fire-fighters;
4. Matters concerning the education of users and the improvement of performance of the safety map for the fire-fighters;
5. Matters concerning the analysis of the effectiveness of the safety map for the fire-fighters;
6. Matters concerning the efficient operation of equipment related to the safety map of the fire-fighters;
7. Other matters necessary for the operation of the safety map for the fire-fighters.

Article 7 (Meetings of Steering Committee) The Director of Fire and Disaster Headquarters may hold meetings of the steering committee on the safety map for the fire-fighters to consult on matters concerning the establishment, operation, promotion of utilization, etc. of the safety map for the fire-fighters, and to obtain advice from experts.

Article 8 (Cooperation with Information) Where necessary for the establishment and operation of the safety map for the fire-fighters under Articles 4 and 5, the Director of Fire and Disaster Headquarters may request relevant departments to provide data and information. In such cases, departments in receipt of a request for data and information shall comply with such request unless there are extenuating circumstances. <Amended by Ordinance No. 6386, Jan. 5, 2017>

Article 9 (Data Surveys) (1) The head of a fire-fighting office shall conduct data surveys on fire-fighting objects to formulate information cards about fire-fighting activities for fire-fighting objects, and enter the result thereof in the safety map for the fire-fighters.
(2) Where a fire-fighting officer implements data surveys, persons related to fire-fighting objects shall cooperate in necessary matters, such as granting access to fire-fighting objects. <Amended by Ordinance No. 6386, Jan. 5, 2017>
(3) The Regulations concerning Data Surveys for Fire-fighting Activities shall apply mutatis mutandis to matters concerning the planning related to data surveys on fire-fighting objects under paragraph (1) and the implementation of data surveys thereon. <Amended by Ordinance No. 6386, Jan. 5, 2017>

Article 10 (Security) (1) The Director of Fire and Disaster Headquarters shall assume responsibility for security on the safety map for the fire-fighters.
(2) The Director of Fire and Disaster Headquarters shall formulate measures necessary to en secure safety so that personal information managed in the safety map for the fire-fighters may not be misplaced, misappropriated, divulged, falsified
, or corrupted.

Article 11 (Enforcement Rules) Matters necessary for the enforcement of this Ordinance shall be prescribed by rule.

This Ordinance shall enter into force on the date of its promulgation.
