SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON COLLECTION OF FEES

Article 1 (Purpose)
The purpose of this Ordinance is to provide for matters necessary for administrative affairs subject to the collection of fees collected by the Seoul Metropolitan City pursuant to Articles 137 and 139 of the Local Autonomy Act and other respective Acts and subordinate statutes, the amounts of such fees, etc. <Amended on Dec. 26, 2007; Sep. 30, 2008>

Article 2 (Application)
Except as expressly provided for in any other Act, subordinate statute, or ordinance, fees collected by the Seoul Metropolitan City (hereinafter referred to as "fees") shall be collected in accordance with this Ordinance. <Amended on Sep. 30, 2008; Apr. 22, 2010>

Article 3 (Categories and Amounts)
The administrative affairs subject to the collection of fees, and the amounts of such fees are as prescribed in the attached Table.

Article 4 (Payment Methods)
Fees shall be paid by revenue stamps issued by the Seoul Metropolitan City, but fees for administrative affairs delegated to each autonomous Gu shall be paid by revenue stamps issued by each autonomous Gu: Provided, That fees may be paid by electronic currency, an electronic settlement system, or other similar means through an information and communications network for convenience in payment and may be paid in cash if there exist inevitable circumstances. <Amended on Apr. 22, 2010>

Article 5 (Time to Collect)
Fees shall be collected from an applicant as at the time the applicant files an application for handling of civil petitions, such as certification, perusal of an official record, registration, inspection, etc.

Article 6 (Exemption from Fees)
No fee shall be collected for the following matters: <Amended on Sep. 30, 2008>

1. A certificate issued where a State agency or a local government needs it for the performance of its duties;

2. A certificate applied for by a person eligible for assistance under Article 5 (1) of the National Basic Living Security Act; <Amended on Jul. 16, 2001; Sep. 30, 2008>

3. A certificate applied for by a person of distinguished services to the State under Article 6 of the Act on the Honorable Treatment and Support of Persons, etc. of Distinguished Services to the State or by the (bereaved) family of such person; <Newly Inserted on Apr. 22, 2010>

4. A certificate applied for by a person of distinguished services to independence under Article 4 of the Act on the Honorable Treatment of Persons of Distinguished Services to Independence or by the (bereaved) family of such person; <Newly Inserted on Apr. 22, 2010>

5. A certificate applied for by a war veteran under Articles 2 and 5 of the Act on Honorable Treatment of War Veterans and Establishment of Organizations; <Newly Inserted on Apr. 22, 2010>

6. A certificate applied for by a person who performed a special military mission under Article 3 of the Act on Assistance to Persons who Performed Special Military Missions and Establishment of Organizations or by the (bereaved) family of such person; <Newly Inserted on Apr. 22, 2010>

7. A certificate applied for by a person who has been determined and registered under Article 3 of the Act on Assistance, etc. to Patients Suffering from Actual or Potential Aftereffects of Defoliants; <Newly Inserted on Apr. 22, 2010>

8. A certificate applied for by a person of distinguished services to the 5&#8228;18 Democratization Movement under Article 4 of the Act on the Honorable Treatment of Persons of Distinguished Services to the 5&#8228;18 Democratization Movement or by the (bereaved) family of such person; <Newly Inserted on Apr. 22, 2010>

9. A certificate applied for by a disabled person registered under Article 32 of the Welfare of Disabled Persons Act. <Newly Inserted on Apr. 22, 2010>

Article 8 (Enforcement Rule)
Necessary matters concerning the enforcement of this Ordinance shall be prescribed by the Rules.
