Article 1 (Purpose) The purpose of this Rule is to provide for matters delegated by the Seoul Metropolitan Government Enforcement Rule of the Framework Ordinance on Informatization and matters necessary for the implementation thereof.

Article 2 (Definitions) The definitions of terms used in this Ordinance shall be as follows: <Amended by Rule No. 3915, Jun. 20, 2013; Rule No. 4004, Dec. 30, 2014>
1. The term "head of a department in charge" means the head of any office, division or bureau of the Seoul Metropolitan Government (hereinafter referred to as the "Seoul Government"), the head of any affiliate office or agency under the jurisdiction of the Seoul Government, or the Secretary-General of the Seoul Metropolitan Council;
2. The term "head of the management department" means the Director General for Information System Planning as the head of the department responsible for promoting informatization projects of the Seoul Government.

Article 3 (Composition of Informatization Strategy Committee of Seoul Metropolitan Government) "Public officials" in Article 7 (4) of the Seoul Metropolitan Government Framework Ordinance on Informatization (hereinafter referred to as the "Ordinance") shall be the director of Planning and Coordination Office, the Director General for Information System Planning, the Chief of the Welfare Headquarters and the director of Finance Bureau. <Amended by Rule No. 3831, Dec. 29, 2011; Rule No. 3915, Jun. 20, 2013; Rule No. 4004, Dec. 30, 2014; Rule No. 4038, Jul. 1, 2015>

Article 4 (Operation of Informatization Strategy Committee of Seoul Metropolitan Government) (1) Where both the chairperson and the vice chairperson are unable to perform their duties due to unavoidable circumstances, members shall act on their behalf in the order designated by the chairperson.
(2) Where the chairperson intends to call a meeting, he/she shall notify each member of the date, venue, and agenda of the meeting by not later than seven days prior to the meeting: Provided, That this shall not apply to cases of urgency or unavoidable causes.

Article 5 (Composition and Operation of Council of Directors in Charge of Informatization) (1) The Council of Directors in Charge of Informatization (hereinafter referred to as the "Council") shall be comprised of directors in charge of informatization of the Seoul Government and autonomous Gus (hereinafter referred to as "Gus") of the Seoul Government pursuant to Article 15 of the Ordinance.
(2) The Council shall consult on the following matters:
1. Matters concerning the formulation and execution of policies related to the electronic government;
2. Matters concerning the sharing of administrative information;
3. Matters concerning an information technology architecture;
4. Matters concerning the systematic management and standardization of information resources;
5. Matters concerning electronic government projects, regional informatization projects, and the promotion of information culture and the narrowing of the information gap related to the Seoul Government, Gus and affiliated agencies;
6. Other matters the chairperson deems necessary.
(3) The director in charge of informatization of the Seoul Government shall be the chairperson of the Council.

Article 6 (Deliberation of Affairs Subject to Standardization) (1) Affairs subject to standardization under Article 24 of the Ordinance shall be those the joint utilization of which by the Seoul Government, Gus and affiliated agencies is possible.
(2) The head of a department in charge and the head of an autonomous Gu who intends to standardize affairs subject to standardization referred to in paragraph (1) shall request the head of the management department to deliberate on the standardization to ensure interoperability and to minimize personnel and expenses that might be caused by overlapped development.
(3) The head of the management department shall notify the head of a department who has requested deliberation of the results of deliberation on the standardization, and the head of the department who has requested deliberation shall reflect the results of deliberation in the standardization process.
(4) Where the head of the management department deems it necessary, he/she may request the Minister of the Interior and Safety to deliberate on standardization for the joint utilization of affairs subject to standardization nationwide. <Amended by Rule No. 4062, Jan. 14, 2016>

Article 7 (Procedures, etc. for Provision of Informatized Data) (1) Each person who intends to obtain informatized data pursuant to Article 40 of the Ordinance shall file an application for provision of informatized data in the attached Form with the Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor"). In such cases, he/she shall not apply for reproduction in the form of original public record or book, nor for provision of a computerized information file or database table itself.
(2) The Mayor shall decide whether to provide informatized data after examining the following matters and notify the applicant of his/her decision, and procedures for the provision of informatized data shall be as prescribed in the Table:
1. Whether such data invades privacy;
2. Measures for the prevention of use of such data other than its original purpose and measures for the management of security;
3. Whether it is possible to provide such requested data in terms of facility or technology.

Article 8 (Reduction of or Exemption from Fees) Where a State agency or local government requests informatized data for a public purpose pursuant to Article 42 of the Ordinance, no fees for informatized data shall be collected.
