SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE SUPPORT OF SMALL URBAN MANUFACTURERS

Article 1 (Purpose) The purpose of this Ordinance is to contribute to the development of citizens' economic activities by establishing a system for supporting the growth and development of small urban manufacturers and by facilitating economic activities of small urban manufacturers.

Article 2 (Definitions) The terms used in this Ordinance are defined as follows:
1. The term "small urban manufacturer" means a person who meets the following criteria:
(a) The person shall be a micro enterprise defined by Article 2 of the Act on the Protection of and Support for Micro Enterprises;
(b) The person shall be a manufacturing business, highly labor-intensive with skilled techniques and characterized by clustering in a certain area, which shall engage mainly in any of the types of business specified in Article 2 of the Enforcement Decree of the Special Act on Support for Small Urban Manufacturers;
2. The term "cluster of small urban manufacturers" means an area designated under Article 15 of the Special Act on Support for Small Urban Manufacturers.

Article 3 (Formulation of Master Plans for Supporting Small Urban Manufacturers) (1) The Mayor shall formulate and implement a master plan for supporting small urban manufacturers (hereinafter referred to as "master plan") every five years for the growth and development of small urban manufacturers.
(2) A master plan shall include the following matters:
1. Basic goals for the growth and development of small urban manufacturers and the direction in the implementation of the plan;
2. The improvement of systems and municipal ordinances for small urban manufacturers;
3. The utilization and transmission of skilled techniques of small urban manufacturers;
4. The training and supply of human resources for small urban manufacturers;
5. The diffusion of technologies of small urban manufacturers and the innovation and advancement of technologies of small urban manufacturers;
6. Assistance in developing domestic and overseas markets for products of small urban manufacturers;
7. Assistance to clusters of small urban manufacturers;
8. Other matters necessary for supporting small urban manufacturers.

Article 4 (Formulation, etc. of Implementation Plan for Supporting Small Urban Manufacturers) (1) The Mayor shall formulate an implementation plan for supporting small urban manufacturers (hereinafter referred to as "implementation plan") every year in order to implement the master plan.
(2) The Mayor may request the head of an autonomous Gu to take measures necessary for implementing an implementation plan for supporting small urban manufacturers.

Article 5 (Training Small Urban Manufacturers and Securing Human Resources) (1) The Mayor shall endeavor to train small urban manufacturers and to secure human resources.
(2) The Mayor may conduct the following programs to assist small urban manufacturers in securing good human resources: <Amended by Ordinance No. 7044, Mar. 28, 2019>
1. Educational programs for learning and upgrading skilled techniques of small urban manufacturers;
2. Programs for promoting the influx of new human resources and stabilizing employment;
3. Programs for improving the treatment and welfare of workers employed by small urban manufacturers;
4. Assistance in increasing jobs for unemployed youths under subparagraph 1 of Article 2 of the Special Act on the Promotion of Youth Employment;
5. Programs for passing down skilled techniques of retiring workers, etc. and assisting retiring workers, etc. in re-employment.

Article 6 (Guidance for Management of Small Urban Manufacturers and Assistance in Development of Technology) (1) The Mayor shall endeavor to provide guidance for the management of small urban manufacturers and the development of technology.
(2) The Mayor may render assistance in the following activities, to guide the management of small urban manufacturers and the development of technology:
1. Planning and development, and research on, programs for small urban manufacturers;
2. Counseling and guidance to improve the capability of management of small urban manufacturers and their level of technology;
3. Innovation and development of technologies of small urban manufacturers;
4. Surveys and research necessary for improving technology and productivity of small urban manufacturers.

Article 7 (Selection of Outstanding Skilled Engineers) (1) The Mayor may select outstandingly skilled engineers engaged in the business of a small urban manufacturer and may award commendations thereto.
(2) Matters necessary for the criteria and procedure for selecting outstanding skilled engineers under paragraph (1) and awarding commendations to them shall be prescribed by Rule of the Seoul Metropolitan Government.

Article 8 (Assistance in Transmitting Technologies) (1) The Mayor shall endeavor to ensure that technologies of small urban manufacturers are transmitted and developed.
(2) The Mayor may assist small urban manufacturers in passing down technologies under paragraph (1) as follows:
1. Distributing outstanding technologies and providing technical information;
2. Transmitting outstanding technologies through outstanding skilled engineers under Article 7;
3. Providing facilities and equipment for transmitting technologies;
4. Implementing programs for encouraging the persons to whom skilled technologies of small urban manufacturers are transmitted to be engaged long-term in the relevant type of job;
5. Implementing other programs the Mayor deems necessary for transmitting technologies.

Article 9 (Fostering and Supporting Outstanding Small Urban Manufacturers) (1) The Mayor may select small urban manufacturers who have substantial impact on the regional economy in terms of the creation of jobs, the generation of sales, etc., or who have potentials to upgrade skilled technology, and may assist them as follows:
1. Assisting in establishing a strategy for facilitating growth toward outstanding small urban manufacturers and for medium- and long-term development;
2. Dispatching experts from various fields, including technology, human resources, finance, and business management and referring small urban manufacturers to such experts;
3. Providing information for facilitating growth toward outstanding small urban manufacturers;
4. Rendering guidance and advice for developing domestic and overseas markets;
5. Implementing other programs necessary for facilitating growth toward outstanding small urban manufacturers.
(2) Matters necessary for selecting and supporting small urban manufacturers under paragraph (1) shall be prescribed by Rule of the Seoul Metropolitan Government.

Article 10 (Financial Support for Clusters of Small Urban Manufacturers) (1) The Mayor may provide funds or other necessary aid preferentially to the small urban manufacturers who are in a cluster or relocate to a cluster.
(2) The Mayor may assist small urban manufacturers preferentially by providing credit guarantees through the Seoul Credit Guarantee Foundation so that they can readily procure necessary funds in their clusters.

Article 11 (Establishment of Infrastructure in Clusters of Small Urban Manufacturers) (1) The Mayor may implement the following projects in order to develop and expand the infrastructure of clusters:
1. The installation of public waste disposal facilities;
2. The amelioration and repair of buildings, facilities, etc. for places of business, etc.;
3. The installation and amelioration of communal warehouses, educational facilities, and safety facilities for electricity, gas, fire, etc.;
4. The installation and repair of facilities for equipment for promoting convenience in the mobility of disabled persons, elderly persons, pregnant women, etc. and the use of places of business, etc., and for facilitating access to information;
5. Other projects necessary for establishing infrastructure in clusters.
(2) The Mayor may subsidize expenses incurred in developing and extending infrastructure in clusters.
(3) Matters necessary for the entities eligible for assistance in projects for establishing infrastructure in clusters, limits on such assistance, the procedure related to the assistance, etc. shall be prescribed by Rule of the Seoul Metropolitan Government.

Article 12 (Establishment and Operation of Support Center for Small Urban Manufacturers) (1) The Mayor may establish and operate a support center for small urban manufacturers (hereafter referred to as the "Support Center" in this Article) so as to render assistance necessary in the development of small urban manufacturers, the provision of technical information, etc.
(2) The Support Center shall conduct the following activities:
1. Conducting support programs, such as education and counseling for small urban manufacturers;
2. Researching and providing technical information for small urban manufacturers;
3. Providing joint services with institutions and organizations involved in providing assistance to small urban manufacturers;
4. Providing information about jobs for small urban manufacturers and referring jobs thereto;
5. Conducting other programs necessary for assisting small urban manufacturers.
(3) The Support Center shall have specialized personnel who meet the standards prescribed by Rule of the Seoul Metropolitan Government so as to conduct educational programs for small urban manufacturers and proving information to them.

Article 13 (Entrustment of Operation of Support Center) (1) The Mayor may entrust the operation of the Support Center to a corporation or organization specialized in a field related to small urban manufacturers, and the Seoul Metropolitan Government Ordinance on the Administrative Affairs to the Private Sector shall apply mutatis mutandis to such cases.
(2) Where the operation of the Center is entrusted under paragraph (1), the Mayor may subsidize necessary expenses incurred thereto, within budgetary limits.

Article 14 (Improvement of Place of Business and Working Conditions) (1) The Mayor may subsidize necessary expenses incurred in improving places of business and working conditions of small urban manufacturers.
(2) The Mayor may render assistance as necessary for measuring hazardous factors in working conditions and characteristics of work of small urban manufacturers and for improving such hazardous factors.
(3) Matters necessary for the entities eligible for assistance in projects for improving places of business and working conditions, limits on such assistance, the procedure related to the assistance, follow-up management, etc. shall be prescribed by Rule of the Seoul Metropolitan Government.

Article 15 (Assistance in Joint Projects) The Mayor may assist small urban manufacturers in executing the following projects for reducing their costs of business management and increasing sales:
1. Support projects for systemization, including the establishment of a cooperative for executing joint projects;
2. Support projects jointly executive with an organization (or corporation) formed in order to execute joint projects and small and medium enterprises;
3. Projects for developing products and designs, and for improving functions, etc.;
4. Projects for communal facilities, equipment, etc. necessary for production;
5. Projects for communal facilities, systems, etc. necessary for purchasing and logistics;
6. Projects for joint marketing, including advertising, branding, and establishing stores, etc.;
7. Other projects the Mayor deems necessary for assisting small urban manufacturers in joint projects.

Article 16 (Enhancement of Social Awareness) The Mayor shall endeavor to enhance social awareness of small urban manufacturers to promote citizens' understanding of small urban manufacturers and to diffuse social empathy for small urban manufacturers and technologies possessed thereby.

ADDENDUM
This Ordinance shall enter into force on the date of its promulgation.
