Article 1 (Purpose)
The purpose of this Ordinance is to prescribe matters necessary for restrictions on idling of motor vehicles pursuant to Article 59 of the Clean Air Conservation Act. <Amended by Ordinance No. 4695, Sep. 30, 2008>
Article 2 (Definitions)

Article 3 (Idle-Free Zones)
(1) The whole area within the jurisdiction of the Seoul Metropolitan Government shall be idle-free zones where idling is restricted (hereinafter referred to as "idle-free zone").
Article 4 (Time Limit)
(1) No motor vehicle operator shall idle for more than two minutes in an idle-free zone pursuant to Article 3 (1). <Amended by Ordinance No. 5821, Jan. 2, 2015>
Article 5 (Kinds of Restricted Motor Vehicles)
Motor vehicles defined in subparagraph 1 of Article 2 shall be subject to idling restrictions: Provided, That this shall not apply to any of the following motor vehicles: <Amended by Ordinance No. 4695, Sep. 30, 2008, Ordinance No. 4791, May 28, 2009; Ordinance No. 6911, Oct. 4, 2018>
Article 6 (Installation of Anti-Idling Devices)
(1) The Mayor may order the installation of an anti-idling device on motor vehicles prescribed by Ordinance of the Ministry of Environment, such as motor vehicles for mass transportation, to prevent air pollution and fuel loss due to idling.
Article 7 (Controlling Public Officials)
(1) The Mayor or the head of a Gu may appoint a public official working in areas relating to the environment or to traffic administration as a public official dedicated to control over restrictions on idling (hereinafter referred to as "controlling public official") to have him or her perform his or her duties of control over idling. <Amended by Ordinance No. 4695, Sep. 30, 2008; Ordinance No. 4881, Nov. 11, 2009>
Article 8 (Methods of Control)
(1) Where a controlling public official finds an idling motor vehicle in an idle-free zone, he or she shall warn its driver to stop idling. <Amended by Ordinance No. 4695, Sep. 30, 2008; Ordinance No. 4881, Nov. 11, 2009>
Article 9 (Raising Awareness and Providing Guidance)
(1) The owner or manager of a no-idle zone shall raise awareness and provide guidance to users of the relevant area about the restriction on idling.
Article 10 (Imposition of Administrative Fines)
(1) The Mayor or the head of a Gu shall impose an administrative fine of 50,000 won per violation on a person who violates this Ordinance, and collect such fine pursuant to Article 94 (4) 5 of the Act, and may reduce the amount imposed by up to 1/2 taking into account, among other things, the motive of the relevant violation and the result thereof. <Amended by Ordinance No. 4791, May 28, 2009; Ordinance No. 4881, Nov. 11, 2009; Ordinance No. 6016, Oct. 8, 2015; Ordinance No. 7217, Jul. 18, 2019>
