SEOUL METROPOLITAN CITY ORDINANCE ON SUPPORT FOR YOUTH PARENTS HOUSEHOLDS

Article 1 (Purpose) The purpose of this Ordinance is to contribute to the stabilization of livelihood and the promotion of welfare of youth parents household by prescribing measures necessary to support youth parents households.

Article 2 (Definitions) The terms used in this Ordinance are defined as follows:
1. The term "youth parents" refers to young parents who are both under the age of 24;
2. The term "youth parents household" refers to a living community in which members such as youth parents and their children share their livelihood or residence and a living unit in which the members' daily support, nurturing, protection, education, etc. are performed.

Article 3 (Duties of the Mayor) (1) The Mayor of Seoul Metropolitan City (hereinafter referred to as the “Mayor”) shall endeavor to create necessary systems and conditions for the stabilization of livelihood and the promotion of welfare of adolescent parent households.
(2) The Mayor shall ensure that youth parents households are not excluded from or discriminated against in the family-related policies promoted by the Seoul Metropolitan Government.
(3) When preparing a detailed promotion plan according to the support project under Article 9, the Mayor shall ensure that the plan provides practical help for the self-reliance of youth parents households.

Article 4 (Relationship with Other Ordinances) Unless there are special provisions in other decrees and ordinances regarding support for youth parents households, the provisions of this Ordinance shall be followed.

Article 5 (Target of Support) The target of support according to this ordinance is youth parents and their families who actually reside in Seoul with resident registration, and specific support standards shall be set separately by the Mayor in consideration of the living standards of youth parents households.

Article 6 (Establishment of Master Plan) (1) The Mayor shall establish a master plan to support youth parents households (hereinafter referred to as “master plan”) every five years in order to stabilize the livelihood and promote the welfare of youth parents households.
(2) The master plan shall include the following matters:
1. Matters concerning the basic goals and direction of support for youth parents households;
2. Matters concerning the development and operation of projects and programs to support youth parents households;
3. Matters concerning the improvement of laws and systems related to support for youth parents households;
4. Matters concerning the financial support of youth parents households;
5. Other matters necessary to support youth parents households.
(3) The Mayor shall establish an implementation plan every year according to the master plan.
(4) The Mayor shall endeavor to reflect the opinions of youth parents when establishing a master plans and implementation plan.

Article 7 (Fact-Field Research) In order to efficiently establish a master plan and implementation plan under Article 6, the Mayor may conduct fact-finding research on the living standards of youth parents households and may collect and manage statistical information necessary for support, etc.

Article 8 (Establishment and Organization of Committee) (1) The Mayor may establish and organize the Seoul Metropolitan Government youth parents Households Support Committee (hereinafter referred to as the "committee") to provide advice on support policies for youth parents households.
(2) The committee shall provide advice on the following matters:
1. Matters concerning the establishment of a master plan and implementation plan under Article 6;
2. Matters concerning the promotion of support projects under Article 9;
3. Other matters deemed necessary by the Mayor and referred to the meeting.
(3) Details regarding the composition and operation of the committee shall be determined separately by the Mayor.

Article 9 (Support Projects) (1) The Mayor may promote the following support projects for the stabilization of livelihood and welfare promotion of youth parents households:
1. Pregnancy and childbirth support projects for adolescent expectant mothers;
2. Support for learning and vocational training for youth parents;
3. Housing support project for youth parents households;
4. Legal and medical service support project for youth parents households;
5. Other support projects deemed necessary by the Mayor.
(2) The Mayor may provide financial support within budgetary limits to autonomous districts, related corporations, organizations, etc. that promote support projects under paragraph 1.
(3) The Mayor shall actively promote the support project under paragraph 1 by posting it on related Internet sites or through campaign activities so that youth parents households can easily understand it.

Article 10 (Installation and Operation of Support Center) (1) The Mayor may establish and operate the Seoul Metropolitan Government youth parents Households Support Center (hereinafter referred to as the “support center”) to support youth parents households. In this case, the function of the center may be taken over by the Healthy Family Support Center under Article 11 of Seoul Metropolitan Government Ordinance on Healthy Family Support or the Single-Parent Family Support Center under Article 10 of Seoul Metropolitan Government Ordinance on Support for Single-Parent Families.
(2) The support center performs the following functions:
1. Discovery and counseling of youth parents households;
2. Provision of education and information such as parenting to youth parents;
3. Public relations for improving awareness of youth parents households;
4. Other matters deemed necessary to support youth parents households, etc.

Article 11 (Entrustment of Affairs) (1) The Mayor may entrust all or part of the affairs to related corporations, organizations, etc., if necessary for the efficient operation of the support center under Article 10.
(2) Necessary matters, such as procedures and methods for entrusting affairs under paragraph 1, shall be in accordance with the Seoul Metropolitan Government Ordinance on the Administrative Work to the Private Sector.

Article 12 (Restriction on Double Assistance) Welfare services under this Ordinance may be restricted to youth parents households who receive support similar to the contents of welfare services set forth in this Ordinance in accordance with laws and other ordinances.

Article 13 (Establishment of Cooperation System) The Mayor shall endeavor to establish a cooperative system with related institutions and organizations for the smooth implementation of policies to support youth parents households.

Article 14 (Enforcement Rule) Matters necessary for enforcing this Ordinance shall be prescribed by rule of the Seoul Government.

ADDENDUM <Ordinance No. 8414, Apr. 28, 2022>
This Ordinance shall enter into force on the date of its promulgation.
