SEOUL METROPOLITAN GOVERNMENT ENFORCEMENT RULE OF THE ORDINANCE ON THE ADVANCEMENT OF THE INTERNATIONAL CONFERENCE INDUSTRY

SEOUL METROPOLITAN GOVERNMENT ENFORCEMENT RULE OF THE ORDINANCE ON THE ADVANCEMENT OF THE INTERNATIONAL CONFERENCE INDUSTRY

Article 1 (Purpose) The purpose of this Rule is to provide for matters delegated pursuant to the Seoul Metropolitan Government Ordinance on the Advancement of the International Conference Industry and matters necessary for the enforcement thereof.

Article 2 (Public Notification) When the Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") establishes a plan for the advancement of the international conference industry pursuant to Article 3 of the Seoul Metropolitan Government Ordinance on the Advancement of the International Conference Industry, he/she shall give public notice thereof through the Seoul Metropolitan Government Official Bulletin and the Seoul Metropolitan Government Information Network (referring to the Internet network of the Seoul Metropolitan Government) during January each year.

Article 3 (Application for Assistance in Invitation or Holding of International Conference) (1) A person who intends to have assistance in inviting or holding an international conference pursuant to Article 4 of the Ordinance shall file an application with the Mayor in attached Form 1.
(2) Upon receiving an application for assistance pursuant to paragraph (1), the Mayor shall make a decision on whether to render assistance and notify the applicant of the decision within 30 days.

Article 4 (Reporting on Results of Projects) A person to whom assistance has been rendered pursuant to Article 3 (2) shall report on the results of the project and the statement of settlement of the project costs to the Mayor within one month after the completion of the assisted project.

Article 5 (Subsidization of Organization Exclusively Responsible for International Conferences) (1) If the organization exclusively responsible for international conferences intends to obtain subsidization of its operating expenses pursuant to Article 6 (1) of the Ordinance, it shall file an application with the Mayor, along with an operation plan and a calculation sheet of the expenses attached thereto.
(2) The organization exclusively responsible for international conferences with its operating expenses subsidized pursuant to paragraph (1) shall report on the results of operation and a statement of settlement of operating expenses on a quarterly basis.

Article 6 (Entrustment of Work) Pursuant to Article 7 of the Ordinance, the Mayor shall entrust the organization exclusively responsible for international conferences with the following administrative work:
1. Administrative work for applications for assistance under Article 3 and decisions thereon;
2. Administrative work for reporting results of projects and settlement of expenses under Article 4.

Article 7 (Cooperation in Work) If the head of the division responsible for the establishment of the plan for the advancement of the international conference industry under Article 2 may request the head of any other division to cooperate within him/her in inviting, holding, or supporting an international conference, if necessary.

ADDENDA <Rule No. 3428, Feb. 17, 2005>
(1) (Enforcement Date)
This Rule shall enter into force on the date of its promulgation.
(2) (Special Exception to Public Notification of Plan for Advancement of International Conference Industry)
Notwithstanding Article 2, the plan for the advancement of the international conference industry for 2005 shall be publicly notified by not later than June 2005.
(3) (Transitional Measure concerning Establishment of Organization Exclusively Responsible for International Conferences)
The Seoul Convention Bureau, an incorporated association with a permit for its establishment under Article 32 of the Civil Act, shall be deemed the organization exclusively responsible for international conferences under this Rule until the Mayor establishes the organization exclusively responsible for international conferences separately.
ADDENDUM <Rule No. 3711, Dec. 10, 2009>
This Rule shall enter into force on the date of its promulgation.
