Seoul Metropolitan Government Ordinance on Ensuring Convenience for Persons with Disabilities
Article 1 (Purpose) The purpose of this Ordinance is to contribute to social activity participation and welfare promotion of persons with disabilities, etc. by supporting persons with disabilities to use convenience facilities safely and conveniently in their everyday lives in accordance with the Act on the Guarantee of Convenience Promotion of Persons with Disabilities, Senior Citizens, Pregnant Women and Nursing Mothers. Article 2 (Definition) The meaning of terms used in this Ordinance shall be in accordance with Article 2 of the Act on the Guarantee of Convenience Promotion of Persons with Disabilities, Senior Citizens, Pregnant Women and Nursing Mothers (hereinafter referred to as the “Act”).
Article 3 (Duties of the Mayor)
(1) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall establish various necessary policies to ensure that persons with disabilities, etc. can safely and conveniently use facilities and equipment and access information in their daily lives.
Article 4 (Obligations of Facility Owners)
(1) Facility owners must faithfully install convenience facilities in accordance with the standards set forth in the law.
Article 5 (Checkup of Convenience Facilities)
(1) The Mayor may inspect whether the installation standards for convenient facilities under Article 8 of the Act are being followed before the facilities are completed for the objects to which convenience facilities must be installed under Article 7 of the Act.
Article 6 (Inspection of Convenience Facilities)
(1) The Mayor may conduct an on-site inspection after the preliminary inspection pursuant to Article 5 to confirm whether the obligations of the facility owner pursuant to Article 4 have been fulfilled.
Article 7 (Installation of Convenience Facilities for Hearing Impaired Persons)
(1) The Mayor shall endeavor to install convenience facilities for the hearing impaired in public facilities. However, convenience facilities may be installed by taking into account the level of use by the hearing impaired, and portable convenience facilities may be provided for joint use in public facilities.

Article 9 (Implementation of Education)
(1) When the Mayor deems it necessary to properly install convenience facilities and improve awareness of convenience facilities, they may provide training to office workers, facility owners, etc. of a certified architect or publish related materials.
