SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON INTERNATIONAL COOPERATION FOR CARBON NEUTRALITY

Article 1 (Purpose) The purpose of this Ordinance shall be to stipulate matters necessary to develop a cooperation system among cities and organizations at home and abroad in order to strengthen policy measures to reduce greenhouse gases and adapt to climate crisis.


Article 2 (Definitions) The terms used in this Ordinance are defined as follows:
1. The term "climate change" refers to a change in the climate system caused by increased concentrations of greenhouse gases as a consequence of human activities, which occurs in addition to natural climate change that has been observed during a considerable period of time;
2. The term "climate crisis" refers to a state in need of a radical reduction of greenhouse gases because climate change is posing an irreversible risk to human civilization, including water deficiency, food shortage, ocean oxidization, sea level rise, ecosystem collapse as well as extreme weather conditions;
3. The term “carbon neutrality” refers to a state wherein greenhouse gases emitted, released, or leaked out into the atmosphere become net-zero as they are offset by greenhouse gas absorption elsewhere;
4. The term "international cooperation" refers to the political, technological, and financial support of the Seoul Metropolitan City (hereinafter referred to as the "City") for developing countries to realize carbon neutrality and information exchange, technological cooperation, joint investigation, research, etc. to adapt to climate crisis together with foreign cities, international organizations, etc.


Article 3 (Basic Principles) International cooperation for carbon neutrality shall be promoted in the following direction: to actively participate in an effort of the international community to limit a rise of average global temperature to 1.5℃ or less compared to that prior to industrialization in recognition that the climate crisis is a common problem for humanity; not to hinder environment and social justice in developing countries; and to foster cooperation in order to support the coping with the climate crisis.


Article 4 (Duties of the Mayor) (1) The Mayor of the City (hereinafter referred to as the "Mayor") shall actively participate in international efforts to develop a carbon neutral society and actively promote international cooperation to cope with the climate crisis with political, technological, and financial support, etc. for developing countries.
(2) The Mayor shall endeavor to collect and analyze a trend of international negotiation on carbon neutrality and policies of major cities and countries and train experts necessary therefor.


Article 5 (Promotion of International Cooperation) (1) The City shall endeavor to reinforce international cooperation by participating in information exchange, technological cooperation and standardization, joint investigation, research, etc. to cope with the climate crisis together with foreign cities, international organizations, etc. (2) The City shall endeavor to fulfill its obligations as a member of the international society by providing financial support to help developing countries cope with the climate crisis. (3) The City shall devise necessary measures, such as information provision, financial assistance, etc. so that domestic and foreign agencies, organizations, universities, etc. actively participate in the international cooperation to cope with climate crisis.


Article 6 (Compliance with International Rules) (1) The City shall establish appropriate countermeasures that will be enacted or adopted by international organizations, such as reasonable reorganization of related institutions and policies, development of a support system, etc. by collecting, investigating and analyzing the trend and information of institutions and policies for climate crisis.
(2) The City shall have citizens be able to improve their competence to cope with climate crisis by sufficiently providing citizens with trends, information, and countermeasures under paragraph (1) above.
(3) The City shall actively cooperate with the government to prepare reports under the United Nations Framework Convention on Climate Change and the Paris Agreement.


Article 7 (Support for Developing Countries to Cope with Climate Crisis) The City may promote the following projects to help developing countries cope with climate crisis:
(1) International cooperation projects for technical support, infrastructure development, greenhouse gas reduction, etc. to cope with climate crisis.
(2) Projects for technical support, investment, purchase, etc. to reduce greenhouse gases under Article 6 of the Paris Agreement;
(3) Projects for the development and expansion of carbon sink, improvement of capacity to absorb greenhouse gases.


Article 8 (Training of Experts) (1) The Mayor shall endeavor to train experts in order to promote international cooperation and comply with international rules.
(2) The Mayor may consign relevant organizations, institutions, universities, etc. with the following projects to train experts under paragraph (1) above. In such cases, the Mayor may support the necessary expenses within the scope of his/her budget:
1. Education and training of experts in international cooperation;
2. Development and operation of education and training courses for experts in international cooperation; and
3. Other projects that the Mayor recognizes as necessary for the education and training of experts.


Article 9 (Building of an International Cooperation System) The City may promote or jointly cooperate on projects with institutions, organizations, universities, international organizations, etc. at home and abroad to efficiently promote international cooperation for carbon neutrality.

This Ordinance shall enter into force on the date of its promulgation.
