Article 1 (Purpose) The purpose of this Ordinance shall be to contribute to improve the quality of citizens' lives by prescribing matters necessary to create an environment for safe water-related leisure activities on the Hangang River and promote water leisure activities.

Article 2 (Definitions) The terms used in this Ordinance are defined as follows:
1. The term "water-related leisure activities" refers to activities performed for hobbies, recreation, physical exercise, or education, etc. using water leisure crafts on water as stipulated by subparagraph 1 of Article 2 of the Water-related Leisure Activities Safety Act (hereinafter referred to as the "Act");
2. The term "water leisure craft" refers to a boat or craft used for water-related leisure activities, as prescribed by subparagraph 3 of Article 2 of the Act;

Article 3 (Duties of the Mayor) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall endeavor to formulate and enforce the policy necessary for the safety and promotion of water-related leisure activities on the Hangang River.

Article 4 (Formulation of Hangang River Water-related Leisure Safety Management Plans) (1) The Mayor shall formulate and enforce water-related leisure safety management plans every year under Article 29-2 of the Act for the safe management of water-related leisure activities on the Hangang River.
(2) Where necessary to formulate water-related leisure safety management plans under paragraph (1) above, the Mayor may request the related materials to relevant administrative agencies or other organizations, agencies, etc.

Article 5 (Conformance and Management of Safety of Water-related Leisure Activities on the Hangang River) (1) A person who performs water-related leisure activities on the Hangang River shall conform to the safety standards under the Act.
(2) The head of the agency that supervises the management of the Hangang River shall, in accordance with the Act, enforce the safety management of water-related leisure activities on the Hangang River and impose and collect administrative files against violations thereof.

Article 6 (Hangang River Water-related Leisure Activity Safety Council) (1) In order to establish a cooperative system for efficient safety management of water-related leisure activities on the Hangang River, the Mayor may organize and operate the Hangang River Water Leisure Activity Safety Council (hereinafter referred to as the "Council") which comprises the representatives of related administrative agencies having jurisdiction over the relevant areas and representatives of organizations, etc. under Article 29 of the Act.
(2) The organization, deliberation, etc. of the Council shall be governed by Article 19 of the Enforcement Decree of the Water-related Leisure Activities Safety Act

Article 7 (Support Project) (1) The Mayor may implement the following projects to promote water-related leisure activities on the Hangang River:
1. Support for the safety management of water-related leisure activities on the Hangang River;
2. Support for holding and participating on the Hangang River water-related leisure contest;
3. Support for the operation of various events and programs regarding water-related leisure on the Hangang River;
4. Support for development and dissemination of investigation, research, and programs regarding water-related leisure on the Hangang River; or
5. Other projects that the Mayor recognizes as necessary for the promotion of water-related leisure activities on the Hangang River.
(2) The Mayor may provide, within a budgetary limit, expenses necessary to consign tasks under paragraph (1) above with related organizations, etc.
(3) The Mayor may provide, within a budgetary limit, support for individuals, organizations, etc. performing activities under paragraph (1) above in order to promote water-related leisure activities on the Hangang River.

Article 8 (Development of Water-related Leisure Facilities on the Hangang River) The Mayor may develop water-related leisure facilities and amenities to promote water-related leisure activities on the Hangang River.

Article 9 (Education, Public Relations, etc.) The Mayor may implement education, public relations, etc. to create a safe environment for water-related leisure activities on the Hangang River and attract citizens' attention to water-related leisure on the Hangang River.

Article 10 (Enforcement Rules) Matters required to enforce this Ordinance shall be prescribed as rules.
