SEOUL METROPOLITAN GOVERNMENT RULE ON RECEPTION OF DISTINGUISHED FOREIGN GUESTS
Partial Amendment No. 3313, Apr. 19, 2003 Amendment of Other Laws No. 4143, Feb. 23, 2017

Article 1 (Purpose) The purpose of this Rule is to greet distinguished foreign guests in a more courteous manner by establishing administrative guidelines for the reception of distinguished foreign guests who visit the Seoul Metropolitan Government.

Article 2 (Definition of Distinguished Foreign Guests) "Distinguished foreign guest" in this Rule refers to any of the following foreigners or a person of a similar status: <Amended on Dec. 31, 1990>
1. A head of state;
2. A head of government, a speaker of parliament, or the chief justice of a supreme court;
3. A cabinet member;
4. A member of parliament;
5. A diplomatic envoy to the Republic of Korea;
6. A person who has made accomplishments in international peace-keeping efforts or cultivation of international friendship.

1. A head of state;

3. A cabinet member;
4. A member of parliament;
5. A diplomatic envoy to the Republic of Korea;
7. A person who has made accomplishments in international peace-keeping efforts or cultivation of international friendship.

Article 3 (Classification of Distinguished Foreign Guests) Distinguished foreign guests shall be classified as follows:
1. Class A: A head of state, a head of government, a cabinet member, a mayor of a major city in the world, or any other person of similar status, who pays a visit to the Seoul Metropolitan Government at the invitation of the Korean Government or the Mayor of the Seoul Metropolitan Government;
2. Class B: A foreign government official, a diplomatic envoy to Korea, or any other person of similar status, who pays a visit to the Seoul Metropolitan Government while staying in Korea on official business;
3. Class C: A visitor not falling under subparagraph 1 or 2.

Article 3 (Classification of Distinguished Foreign Guests) Distinguished foreign guests shall be classified as follows: <Amended by Rule No. 4143, Feb. 23, 2017>
1. Class A: A head of state, a head of government, a cabinet member, a mayor of a major city in the world, or any other person of similar status, who pays a visit to the Seoul Metropolitan Government at the invitation of the Korean Government or the Mayor of the Seoul Metropolitan Government;
2. Class B: A foreign government official, a diplomatic envoy to Korea, or any other person of similar status, who pays a visit to the Seoul Metropolitan Government while staying in Korea on official business;
3. Class C: A visitor not falling under subparagraph 1 or 2.

Article 4 (Guidelines for Reception) (1) Guidelines for the reception of distinguished foreign guests are as prescribed in the Table annexed hereto.
(2) With regard to a visit by a distinguished foreign guest, if the Mayor deems it necessary in light of the cause of the visit, the relationship of the visit with municipal administration, etc. the Mayor may amend or supplement the guidelines mentioned in paragraph (1). Details of such amendment or supplementation shall be made for each distinguished foreign guest.

Article 5 (Unofficial Visits of Distinguished Foreign Guests) The Mayor may apply Article 4 mutatis mutandis to the reception of a distinguished foreign guest who pays an unofficial visit to the Seoul Metropolitan Government, taking into consideration the relationship of the visit with municipal administration, etc.

Article 6 (Principle of Priority of Decisions by Central Reception Committee) If the Central Reception Committee separately establishes guidelines for the reception of a head of state who pays a visit to Korea at the President's official invitation, decisions rendered by such Committee shall take precedence over this Rule.
