SEOUL METROPOLITAN GOVERNMENT FRAMEWORK ORDINANCE ON YOUTHS
Partial Amendment No. 7142, May. 16, 2019 Partial Amendment No. 7225, Jul. 18, 2019

Article 1 (Purpose) The purpose of this Ordinance shall ensure the opportunities of active participation of the Seoul Metropolitan Government youth in society in all fields such as politics, economies, society, and culture, and contribute to enhancement and development of rights and interests of the youth by forming the self-reliance base.

Article 1 (Purpose) The purpose of this Ordinance is to ensure that the youth of Seoul Metropolitan City have opportunities to actively participate in the society in all areas such as politics, economy, society, and culture, and contribute to the enhancement and development of the youth’s rights and interests by forming the self-reliance base.

Article 2 (Basic Ideologies) This Ordinance shall establish basic ideologies for youth to fulfill their responsibilities and obligations as members of the society, recognized as independent constituents in the society and ensured with their rights of enjoying the active life by youth themselves.

Article 2 (Basic Principle) The basic principle of this Ordinance is to help the youth meet their responsibilities and obligations as members of the society, by recognizing the youth as independent members of the society and guaranteeing them rights to actively lead their life.

Article 3 (Definitions of Terms) The definitions of terms used in this Ordinance are as follows:
1. The range of "youth" in this Ordinance shall be governed by the Special Act on the Promotion of Youth Employment (hereinafter referred to as "Act"), enforcement decree of the same Act, and other relevant statutes;
2. The term "youth policy" meanspolicy aimed at expansion of participation, enhancement of rights and interests, and development of youth in all fields such as politics, economies, society, and culture of youth;
3. The term"youth organization" means a corporation or organization, having purposes of expansion of participation, enhancement of rights and interests, and development of youth in all fields such as politics, economies, society, and culture of youth;
4. The term "youth activities" means various activities of youth or youth organizations necessary for expansion of participation, enhancement of rights and interests, and development of youth in all fields such as politics, economies, society, and culture of youth;
5. The term "youth facilities" meansfacilities established for accomplishment of purpose of youth policies by supporting youth activities and leading to voluntary participations of youth.

Article 3 (Definitions of Terms) The definitions of terms used in this Ordinance shall be as follows:
1. The scope of "youth" in this Ordinance shall be governed by the Special Act on the Promotion of Youth Employment (hereinafter referred to as the "Act"), the Enforcement Decree of the same Act, and other relevant statutes or regulations;
2. The term "youth policy" means policy aimed at the expansion of the youth’s participation, enhancement of their rights and interests, and their development in all areas such as politics, economy, society, and culture;
3. The term "youth organization" means a corporation or organization, aimed at the expansion of the youth’s participation, enhancement of their rights and interests, and their development in all areas such as politics, economy, society, and culture;
4. The term "youth activities" means various activities of the youth or youth organizations necessary for the expansion of the youth’s participation, enhancement of their rights and interests, and their development in all areas such as politics, economy, society, and culture;
5. The term "youth facilities" means facilities established for the accomplishment of the purposes of youth policies by supporting youth activities and encouraging the voluntary participation of the youth.

Article 4 (Duties of Mayor) (1) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as "Mayor") shall promote youth policies, and actively comply with the duties provided by the Act and other relevant statutes and this Ordinance.
(2) The Mayor shall endeavor to prepare political, economical, social, and cultural environment for promotion of youth policies.

Article 4 (Responsibilities of Mayor) (1) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall promote youth policies, and actively fulfill the responsibilities under the Act and other relevant statutes or regulations and this Ordinance.
(2) The Mayor shall endeavor to prepare political, economical, social, and cultural environment for the promotion of youth policies.

Article 5 (Relations with Other Ordinances) The Seoul Government shall consider the purport of this Ordinance when establishing or amending other Ordinances, and this Ordinance shall be complied therewith when the Seoul Government establishes or amends other Ordinances related to youth polices.

Article 5 (Relationship to Other Ordinances of the Seoul Metropolitan Government) The Seoul Metropolitan Government shall consider the purport of this Ordinance when establishing or amending other Ordinances of the Seoul Metropolitan Government, and this Ordinance shall be complied therewith when the Seoul Metropolitan Government establishes or amends other Ordinances of the Seoul Metropolitan Government related to youth polices.

Article 6 (Master Plans concerning Youth Policies) (1) The Mayor shall establish a master plan concerning youth policies (hereinafter referred to as "master plan") every five years and implement it.
(2) A master plan under paragraph (1) shall include the followings:
1. Basic direction and promotion target of youth policies;
2. Main matters concerning youth policies:
(a) Expansion of participation in all fields such as politics, economies, society, and culture of youth;
(b) Development of abilities, etc. of youth;
(c) Expansion of employment and improvement of job quality of youth;
(d) Stability of living and improvement of living level of youth;
(e) Mitigation of debts of youth;
(f) Stability of life of youth;
(g) Activation of youth culture;
(h) Protection of youth rights;
(i) Other fields of policies deemed necessary therefor.
3. Ways to raise funds to finance and support system for promotion of youth policies;
4. Organization and operation of private and public cooperation system such as the Seoul Metropolitan Government youth policy committee;
5. Others necessary for promotion of youth policies.
(3) When the Mayor establishes and implements a master plan, he/she shall connect the plan with main policies of the SeoulGovernment.

Article 6 (Master Plan concerning Youth Policies) (1) The Mayor shall establish a master plan concerning youth policies (hereinafter referred to as "master plan") every five years and implement it.
(2) A master plan under paragraph (1) shall include the followings: <Amended by Ordinance No. 7142, May 16, 2019>
1. Basic direction-setting for and objectives of youth policies;
2. Main matters concerning youth policies:
(a) Expansion of the youth’s participation in all areas such as politics, economy, society, and culture;
(b) Development of the youth’s abilities, etc.;
(c) Expansion of youth employment and improvement of their job quality;
(d) Youth housing stability and improved living conditions;
(e) Reduction of youth debts;
(f) Stabilized youth living;
(g) Promotion of youth culture;
(h) Protection of youth rights;
(i) Improvement of youth health;
(j) Other areas of policies deemed necessary;
3. Ways to raise funds to finance and support system for the promotion of youth policies;
4. Organization and operation of private and public cooperation system such as the Seoul Metropolitan Government Youth Policy Committee;
5. Others necessary for the promotion of youth policies.
(3) When the Mayor establishes and implements a master plan, he or she shall connect the plan with main policies of the Seoul Metropolitan Government.

Article 7 (Establishment and Conduct, etc. of Implementation Plans) (1) The Mayor shall establish and conduct an implementation plan by year under the master plan established under Article 6.
(2) The Mayor shall report the implementation plan established under paragraph (1) and promotion results under the implementation plan to the youth policy committee under Article 9 every year.

Article 7 (Establishment and Execution of Implementation Plans) (1) The Mayor shall establish and execute a yearly implementation plan based on the master plan established under Article 6.
(2) The Mayor shall report an implementation plan established under paragraph (1) and performance results of the implementation plan of the previous year to the youth policy committee under Article 9 every year.

Article 8 (Research of Youth Policies, etc.) (1) The Mayor may conduct research of youth policies and basic investigation every year for establishment of youth policies which fit for the purpose of this Ordinance.
(2) The Mayor may entrust the relevant project to institutions, corporations, and organizations, etc. having professionalism or establish the research facilities of youth policies so as to perform affairs of paragraph (1).

Article 8 (Research of Youth Policies) (1) The Mayor may conduct research and basic surveys on youth policies every year to establish youth policies which fulfill the purpose of this Ordinance.
(2) The Mayor may entrust relevant projects to institutions, corporations, organizations, etc. with expertise or establish research facilities for youth policies in order to perform the affairs under paragraph (1).

Article 9 (Youth Policy Committee) (1) The Mayor shall establish the Seoul Metropolitan Government Youth Policy Committee (hereinafter referred to as "committee") for deliberation of significant matters concerning the youth policies.
(2) The committee shall deliberate the followings:
1. Matters concerning establishment and amendment of master plans and implementation plans;
2. Matters concerning inspection and evaluation of promotion results by year of implementation plans;
3. Matters concerning adjustment and cooperation of relevant projects for implementation of youth policies;
4. Other matters deemed necessary for youth policies.
(3) The committee shall be composed of 20 members or less including two chairpersons and one vice-chairperson. The chairpersons shall be the Mayor and a person elected by and from those among members appointed, and the vice-chairperson shall be an official of higher grade than a director-general in charge of youth policies.
(4) Members shall be composed of ex officio and appointed members, and ex officio members shall be officials of higher grade than director-generals of divisions related to innovation, economy, housing, welfares, and culture, etc.
(5) Appointed members shall be appointed by the Mayor from those falling under the followings, and shall include more than five persons of youth;
1. A member of the Seoul Metropolitan Council;
2. A youth having abundant experiences of activities conducted in youth organizations;
3. A person having knowledge and professionalism related to youth policies and a head of the relevant agency;
4. Other person deemed necessary for promotion of youth policies.
(6) The chairpersons shall represent the committee and administer all business affairs of the committee, and the vice-chairperson shall assist the chairpersons and conduct the duties by proxy when a chairperson may not implement the duties because of unavoidable reason.
(7) The term of a member shall be two years and reelected consecutively only once, and the term of a new member commissioned to fill a vacancy shall correspond to the remaining term of office of his/her predecessor: Provided, That the term of an official shall be the term when he/she holds office in the relevant position.
(8) The Mayor may dismiss a members if there happens the following reasons even during his/her term of office:
1. Where a member does not sincerely conduct his/her duties;
2. Where a member leaks or abuses confidentialities he/she has officially known;
3. Where a member desires resignation for personal reason such as health, etc.;
4. Where a member is deemed to be inappropriate for continuous activities.
(9) Meetings of the committee shall be held two times of regular meetings a year, otherwise the chairperson may call a meeting if he/she deems necessary and a majority of the members of the Committee shall constitute a quorum and any decision thereof shall require the concurring vote of a majority of those present.
(10) Meetings of subcommittees by policy section may be established therein for efficient implementation on operation of the committee. Matters concerning the organization and operation of the meeting of subcommittees shall be determined by the chairperson but youth shall be included when organizing the meeting of subcommittees.
(11) An executive secretary shall be assigned for processing the various affairs of the committee.
(12) Necessary matters other than as provided in this Ordinance shall be determined by the chairperson in resolution of the committee.

Article 9 (Youth Policy Committee) (1) The Mayor shall establish the Seoul Metropolitan Government Youth Policy Committee (hereinafter referred to as the “Committee") to deliberate on significant matters concerning youth policies.
(2) The Committee shall deliberate on the following matters:
1. Matters concerning establishment and amendment of master plans and implementation plans;
2. Matters concerning inspection and evaluation of yearly performance results of implementation plans;
3. Matters concerning adjustment of and cooperation in relevant projects for the implementation of youth policies;
4. Other matters deemed necessary for youth policies.
(3) The Committee shall be composed of not more than 20 members, including two chairpersons and one vice-chairperson. The chairpersons shall be the Mayor and a person elected by and from among members appointed, and the vice-chairperson shall be a public official higher than a director-general in charge of youth policies.
(4) Members shall be composed of ex officio and appointed members, and ex officio members shall be public officials higher than director-generals of divisions related to innovation, economy, housing, welfare, and culture, etc.
(5) Appointed members shall be appointed by the Mayor from among the following persons, including not less than five youth members:
1. A member of the Seoul Metropolitan Council;
2. The youth with abundant experience in youth organizations;
3. A person having knowledge and expertise in youth policies and a head of the relevant agency;
4. Other person deemed necessary for the promotion of youth policies.
(6) The chairpersons shall represent the Committee and administer all business affairs of the Committee, and the vice-chairperson shall assist the chairpersons and conduct the duties by proxy when a chairperson may not implement the duties because of unavoidable reason.
(7) The term of office of a member shall be two years and reelected consecutively only once, and the term of office of a new member commissioned to fill a vacancy shall correspond to the remaining term of office of his or her predecessor: Provided, That the term of office of an official shall be the term when he or she holds office in the relevant position.
(8) The Mayor may dismiss a members if the following reasons occur during his or her term of office:

2. Where a member leaks or abuses confidential information he or she has officially known;
3. Where a member desires resignation for personal reason such as health;
4. Where a member is deemed to be inappropriate for continuous activities.
(9) Regular meetings of the Committee shall be held two times a year, otherwise the chairpersons may call a meeting if they deem necessary and a majority of the members of the Committee shall constitute a quorum and any decision thereof shall require the concurring vote of a majority of those present.
(10) Each policy sector meeting may be established for the efficient implementation of the Committee affairs. Matters concerning the organization and operation of the sector meetings shall be determined by the chairpersons, but the youth shall be included in the organization of the sector meetings.
(11) An executive secretary shall be assigned for processing the various affairs of the committee.
(12) Except as provided in this Ordinance, matters necessary for the operation of the Committee shall be determined by the chairpersons through resolution of the Committee.

Article 10 (Expansion, etc. of Participation of Youth) (1) The Mayor shall endeavor to expand the participation of youth and support on learning and experiences as democratic citizens.
(2) The Mayor shall endeavor to reflect the will of youth and ensure the participation of youth in the various committees of the Seoul Metropolitan Government and the process of decision of policies.
(3) The Mayor shall prepare supportive and nurturing measures for promoting and fostering youth activities to ensure the opportunities for youth to actively participate in society and may subsidize expenses, etc. for activities within budgetary limits. <Newly Inserted by Ordinance No. 6090, Jan. 7, 2016>
(4) The supportive measures for youth activities shall include the following: <Newly Inserted by Ordinance No. 6090, Jan. 7, 2016>1. Administrative and financial support, such as the operation of education, campaigns, and programs to foster youth activities and payment of expenses;2. Standards, methods, and procedures for selecting the objective of payment for expenses to support youth activities and formulation and implementation of other necessary matters;3. Full or partial entrustment of specialized institutions, etc. with affairs to effectively implement supportive affairs for youth activities.
(5) The "Seoul Metropolitan City Youth Activity Support Center" may be established and operated to support youth activities pursuant to paragraphs (3) and (4). <Newly Inserted by Ordinance No. 6474, May 18, 2017>

Article 10 (Expansion of Youth Participation) (1) The Mayor shall endeavor to expand the youth’s participation in administration of the Seoul Metropolitan Government, take institutional measures to ensure such participation on a regular basis, and support learning and experiences as democratic citizens. <Amended by Ordinance No. 7225, Jul. 18, 2019>
(2) The Mayor may reflect the youth’s will and ensure the youth’s participation in the various committees of the Seoul Metropolitan Government and the process of decision of policies and may check and evaluate the outcomes of pursuing youth-proposed policy reflected in the administration of the Seoul Metropolitan Government. <Amended by Ordinance No. 7225, Jul. 18, 2019>
(3) The Mayor shall prepare supportive and nurturing measures for promoting and fostering youth activities to ensure the youth have opportunities to actively participate in society and may provide subsidies for the youth’s activities within budgetary limits. <Newly Inserted by Ordinance No. 6090, Jan. 7, 2016>
(4) The supportive measures for youth activities shall include the following: <Newly Inserted by Ordinance No. 6090, Jan. 7, 2016>
1. Administrative and financial support, such as the operation of education, campaigns, and programs to foster youth activities and payment of expenses;
2. Standards, methods, and procedures for selecting the objective of payment for expenses to support youth activities and formulation and implementation of other necessary matters;
3. Full or partial entrustment of specialized institutions, etc. with affairs to effectively implement supportive affairs for youth activities.
(5) The "Seoul Metropolitan City Youth Activity Support Center" may be established and operated to support youth activities pursuant to paragraphs (3) and (4). <Newly Inserted by Ordinance No. 6474, May 18, 2017>

Article 11 (Development of Abilities, etc. of Youth) (1) The Mayor shall take measures such as mitigation of education expenses and improvement of educational environment for dissolution of educational difference between youth.
(2) The Mayor shall endeavor to prepare the countermeasures for development of capabilities of youth suffered from the bottleneck of employment and social, economical, and cultural difficulties
(3) The Mayor may support on development and operation of education courses so as to forster creative and specialized excellent human resources.

Article 11 (Development of Youth Abilities) (1) The Mayor shall take measures such as reduction of education expenses and improvement of educational environment for the youth to narrow their educational differences.
(2) The Mayor shall endeavor to prepare measures for the ability development of the youth who experience hardship in finding a job, and social, economic, and cultural difficulties.
(3) The Mayor may support the development and operation of education courses so as to forster creative and professional highly-qualified human resources.

Article 12 (Expansion of Employment, etc. of Youth) (1) The Mayor shall establish and implement countermeasures for expansion of youth employment and enhancement of job qualities in accordance to the Act.
(2) The Mayor shall take measures in strengthening of job capabilities and support on employment of job seekers for expansion of youth employment.
(3) The Mayor shall endeavor to promote and support youth employment by researching and developing youth employment index applicable to private enterprises, etc. and connecting it to public procurement, etc. achieved in the Seoul Government and City-invested and City-funded agencies.
(4) The Mayor shall take countermeasures of support on improvement of difficult start-up environment and establishment of safe base so as to foster start-up of youth.
(5) The Mayor shall take measures in improvement of employment discrimination and enhancement of job qualities for non-regular workers, and endeavor to provide relief of rights of youth workers under working conditions lacking standards prescribed by the Labor Standards Act.

Article 12 (Expansion of Youth Employment) (1) The Mayor shall establish and implement measures to expand youth employment and enhance quality of job in accordance with the Act.
(2) The Mayor shall take measures to develop job seekers’ vocational abilities and to help them find a job for the expansion of youth employment.
(3) The Mayor shall endeavor to promote and support youth employment by researching and developing youth employment index applicable to private enterprises, etc. and connecting it to public procurement, etc. done by the Seoul Metropolitan Government and City-invested and City-funded agencies.
(4) The Mayor shall take measures to help ease difficulties in building a start-up and establish a secure base, so as to nurture youth start-ups.
(5) The Mayor shall take measures to address employment discrimination against and improve job quality for temporary youth workers, and endeavor to provide remedies against the infringement of youth workers’ rights under working conditions that fail to meet the standards under the Labor Standards Act. <Amended by Ordinance No. 7046, Mar. 28, 2019>

Article 13 (Housing Stability, etc. of Youth) (1) The Mayor shall establish and implement countermeasures such as supply of public rental housing, and supplementary measures on rental deposits of housing and rent.
(2) The Mayor shall endeavor to take measures on improvement of residential environment and relieve the rights of youth living in housing which does not meet the minimum housing standard or other than housing.
(3) The Mayor shall prepare measures particularly for single-youth households in implementing paragraphs (1) and (2). <Newly Inserted by Ordinance No. 6004, Oct. 8, 2015>

Article 13 (Youth Housing Stability) (1) The Mayor shall establish and implement measures such as supply of public rental housing, and supplementary measures on rental deposits of housing and rent.
(2) The Mayor shall endeavor to take measures to improve residential environment and remedy the infringement of rights of the youth living in a house which does not meet the minimum housing standard or other residence.
(3) The Mayor shall prepare measures particularly for youth single-person households, when implementing the measures paragraphs (1) and (2). <Newly Inserted by Ordinance No. 6004, Oct. 8, 2015>

Article 14 (Reduction of Debts of Youth) (1) The Mayor shall establish and implement the countermeasures for youth who have suffered from debts and difficulties in redemption of the debts and its interest.
(2) The Mayor shall endeavor education for financial consumers and support on counselling for reasonable financial life of youth.
(3) The Mayor shall endeavor to make relief of rights of youth suffered from damages from financial practices which has violated the criteria provided in the Act on Registration of Credit Business, etc. and Protection of Finance Users and the Fair Debt Collection Practices Act.

Article 14 (Reduction of Youth Debts) (1) The Mayor shall establish and implement measures for the youth who have debts or difficulties paying off the debts and interest thereon.
(2) The Mayor shall endeavor to provide financial consumer education and counselling to help the youth live a reasonable financial life.
(3) The Mayor shall endeavor to remedy the infringement of the rights of youth debtors who have suffered from financial practices which violate the criteria provided in the Act on Registration of Credit Business and Protection of Finance Users and the Fair Debt Collection Practices Act.

Article 15 (Stabilized Living of Youth) (1) The Mayor shall actively find the factors of unstabilized living which inhibit youth development and take measures in resolving those.
(2) Measures for support on stabilized living shall include supports such as the healthcare and safety, wedding and nurseries, etc.

Article 15 (Stabilized Youth Living) (1) The Mayor shall actively find factors contributing to the youth’s unstabilized living, which stand in the way of their development, and take measures to eliminate the factors.
(2) Measures to support the youth’s stabilized living shall include support in healthcare, safety, marriage, child rearing, etc.

Article 16 (Promotion, etc. of Youth Culture) (1) The Mayor shall take measures to promote youth culture so as to enhance the life qualities of youth.
(2) The Mayor shall endeavor to support on the creative activities of cultural and artistic youth and expand youth's enjoyment of youth culture and arts for establishment of creative youth culture.

Article 16 (Promotion of Youth Culture) (1) The Mayor shall take measures to promote the youth’s culture so as to enhance the quality of their life.
(2) The Mayor shall endeavor to help youth cultural artists to engage in creative activities and to expand opportunities for the youth to enjoy culture and arts, for the establishment of creative youth culture.

Article 17 (Protection, etc. of Rights of Youth) (1) The Mayor shall take measures on improvement of social recognition and establishment of environment so as to protect the rights of youth.
(2) The Mayor shall endeavor to conduct the education and promotion by utilizing various media and support on youth to receive education for protection of rights of youth.

Article 17 (Protection of Youth Rights) (1) The Mayor shall take measures to improve social awareness and create environments for the protection of the youth’s rights.
(2) The Mayor shall endeavor to use various media for education and PR and to help the youth receive education for the protection of the youth’s rights.

Article 18 (Establishment and Operation of Youth Hub) (1) The Mayor may establish and operate the Seoul Metropolitan Government Youth Hub (hereinafter referred to as "Youth Hub") for promotion of youth policies.
(2) Youth Hub shall conduct the following functions:
1. Establishment and implementation of plans of Youth Hub;
2. Research and inspection, collection and share of resources and information for establishment of youth policies;
3. Support of youth activities and activation of private and public cooperation for expansion of youth participation;
4. Development of capabilities of youth and conduct and support to forster youth of ability;
5. Improvement of policies of the Seoul Government and conduct of innovation projects for support on job entry such as employment and start-up of youth;
6. Support on projects of the Seoul Government for self-reliance support such as residential safety, reduction of debts and activation of cultures of youth and discovery of its innovative cases;
7. Establishment of home and abroad networks for youths and generation of its base;
8. Other projects deemed necessary for youth policies.
(3) The Mayor may operate the youth hub by entrusting the operation to a private entity under the Seoul Metropolitan Government Ordinance on the Entrustment of Administrative Work to the Private Sector.
(4) The Mayor may support on all or part of expenses within the budget if he/she entrusts the youth hub to a private entity under paragraph (3).

Article 18 (Improvement of Youth Health) (1) The Mayor shall take measures to protect and improve the youth’s physical and mental health. In such cases, priority shall be given to the youth who have difficulty in taking care of their health for social or economic reasons or for any other reason.
(2) The Mayor shall establish a cooperative system with related agencies and organizations to improve the youth’s health.

Article 19 (Establishment and Operation of Youth Facilities) (1) The Mayor may establish, operate and support on youth facilities and assist on part of expenses necessary for operation of facilities and its activities within the budget.
(2) The Mayor shall endeavor to ensure the participation of youth and free activities in the process of establishment, operation and support of the youth facilities of paragraph (1).
(3) The rate of usage charges for youth facilities established and operated by the Mayor in order to ensure various youth activities and promote the rights and interests of youth under this Ordinance shall be at least 10/1000 of the relevant property rating price under Article 22 (1) of the Public Property and Commodity Management Act and Article 14 of the Enforcement Decree of said Act. <Newly Inserted by Ordinance No. 6004, Oct. 8, 2015>
(4) Those eligible to move in the youth facilities shall be as follows: <Newly Inserted by Ordinance No. 6004, Oct. 8, 2015>1. Individuals and groups (representatives) aged between 19 and 39 years old who conduct activities in Seoul;2. Other persons deemed necessary by the Mayor to promote the rights and interests and the development of youth.

Article 19 (Establishment and Operation of Youth Hub) (1) The Mayor may establish and operate the Seoul Metropolitan Government Youth Hub (hereinafter referred to as "Youth Hub") for the promotion of youth policies.
(2) Youth Hub shall conduct the following functions:
1. Establishment and implementation of Youth Hub’s plans;
2. Research and inspection, collection and sharing of resources and information for the establishment of youth policies;
3. Support of youth activities and promotion of private and public cooperation for the expansion of the youth’s participation;
4. Development of the youth’s capabilities and conduct and support to nurture human resources;
5. Improvement of policies of the Seoul Metropolitan Government and conduct of innovation projects to support job entry such as youth employment and start-up;
6. Support of the Seoul Metropolitan Government’s projects for the youth’s self-reliance, such as housing stability, reduction of debts and culture promotion, and identification of innovation cases;
7. Establishment of home and abroad networks for the youth and establishment of its base;
8. Other projects deemed necessary for youth policies.
(3) The Mayor may operate the youth hub by entrusting the operation to a private entity under the Seoul Metropolitan Government Ordinance on Entrustment of Administrative Affairs to the Private Sector.
(4) The Mayor may support all or part of the expenses within the budget if he or she entrusts the youth hub to a private entity under paragraph (3).

Article 20 (Cooperation, etc. with Relevant Institutions or Organizations) The Mayor shall actively cooperate with central administration agencies (including their affiliated agencies and agencies under their authorities). The same shall apply hereunder), self-governing provinces, relevant institutions and other organizations.

Article 20 (Establishment and Operation of Youth Facilities) (1) The Mayor may establish, operate and support youth facilities, and subsidize part of the expenses necessary for the operation of facilities and its activities within the budget.
(2) The Mayor shall endeavor to ensure the youth’s participation and free activities in the process of establishing, operating and supporting the youth facilities under paragraph (1).
(3) The rate of usage charges for youth facilities established and operated by the Mayor in order to ensure various youth activities and promote the youth’s rights and interests under this Ordinance shall be at least 10/1000 of the relevant property rating price under Article 22 (1) of the Public Property and Commodity Management Act and Article 14 of the Enforcement Decree of the same Act. <Newly Inserted by Ordinance No. 6004, Oct. 8, 2015>
(4) Those eligible to move in the youth facilities shall be as follows: <Newly Inserted by Ordinance No. 6004, Oct. 8, 2015>
1. Individuals and groups (representatives) aged between 19 and 39 who conduct activities in Seoul;
2. Other persons deemed necessary by the Mayor to promote the youth’s rights and interests and their development.

Article 21 (Administrative and Financial Support on Youth Organizations, etc.) (1) The Mayor may provide administrative and financial support to organizations or institutions, etc. which contribute to youth organizations and implementation of youth policies.
(2) Support methods, procedures, and other necessary matters under paragraph (1) shall be determined by the Seoul Metropolitan Government Ordinance on Management of Subsidies.

Article 21 (Cooperation with Relevant Institutions or Organizations) The Mayor shall actively cooperate with central administration agencies (including their affiliated agencies and agencies under their authority; hereinafter the same shall apply), autonomous Gus, relevant institutions and other organizations.

Article 3 (Transitional Measures concerning Youth Hub)
The Seoul Metropolitan Government Youth Jobs Hub, which is established under provisions of Article 11 of the Seoul Metropolitan Government Framework Ordinance on Youth Job on the date which this Ordinance enters into force, shall be operated on the basis of provisions of Article 18 of this Ordinance, and actions conducted under the previous Ordinance before this Ordinance enters into force shall be regarded as the actions under this Ordinance.

Article 2 (Transitional Measures following Change of Name of Committee)
The Employees’ Rights Protection Committee established under Article 12 of the previous Seoul Metropolitan Government Ordinance on the Protection and Furtherance of Employees’ Rights and the members thereof as at the time this Ordinance enters into force shall be deemed the Workers’ Rights Protection Committee established under the amended provisions of Article 12 of the Seoul Metropolitan Government Ordinance on the Protection and Furtherance of Workers’ Rights and the members thereof, respectively.
Article 3 (Transitional Measures following Change of Name of Employee Director System)
An employee director appointed Article 5 of the previous Seoul Metropolitan Government Ordinance on the Operation of Employee Director System as at the time this Ordinance enters into force shall be deemed a worker director appointed under the amended provisions of Article 5 of the Seoul Metropolitan Government Ordinance on the Operation of Worker Director System.
Article 4 (Transitional Measures following Change of Name of Employees’ Welfare Facilities)
The employees’ welfare facilities referred to in the attached Table that are established and operated under Article 3 of the previous Seoul Metropolitan Government Ordinance on the Establishment and Operation of Employees’ Welfare Facilities as at the time this Ordinance enters into force shall be deemed workers’ welfare facilities established and operated under the amended provisions of the Seoul Metropolitan Government Ordinance on the Establishment and Operation of Workers’ Welfare Facilities.
