SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON STANDARDS FOR CONSTRUCTION OF UNDERGROUND PUBLIC PEDESTRIAN FACILITIES

Article 1 (Purposes) The purpose of this Ordinance is to provide for matters delegated by the Rules on Determination, Structure and Standards for Construction of Underground Public Pedestrian Facilities and matters necessary for the enforcement thereof.

Article 2 (Definitions) The definitions of terms used in this Ordinance shall be as follows:
1. The term "two or more stories" in a underground pedestrian passage means two or more stories;
2. The term "staircase connecting underground floors" means a staircase connecting underground floors in the middle of a underground pedestrian passage of two or more story structure;
3. The term "skylight" means a window on the roof of underground public pedestrian facilities for lighting and ventilation;
4. The term "floor-type public space" means an outdoor public space that is open and accessible to people at all times connected to a underground pedestrian passage.

Article 3 (Structure and Standards for Installation of Staircases in Underground Pedestrian Passage) (1) Where staircases are installed on the ground of a underground pedestrian passage pursuant to the proviso to Article 5 (3) of the Rules on Determination, Structure and Standards for Construction of Underground Public Pedestrian Facilities (hereinafter referred to as the "Rules"), staircases installed between entrances and exits of the underground passage shall not be installed at more than two places lest the staircases should interfere with refuge and safety of the users.
(2) No staircase shall be installed on the ground of a underground pedestrian passage within 10 meters from the location where a underground plaza, an entrance and exit of the underground passage, underground shopping mall or passage connecting underground floors ends.
(3) One or more of an escalator, vertical wheelchair lift or ramp shall be installed adjacent to a staircase in a underground pedestrian passage, and the total widths of each staircase, escalator, vertical wheelchair lift and ramp shall be at least the width of the underground pedestrian passage under Article 5 (2) of the Rules.
(4) When the Mayor determines types, structure, methods of installation, etc. of convenient facilities for disabled persons installed adjacent to a staircase pursuant to paragraph (3), he/she shall hear opinions of at least three experts under Article 7 (4) of the Enforcement Decree of the Act on Guarantee of Promotion of Convenience of Persons with Disabilities, the Aged, Pregnant Women, etc.
(5) A staircase, escalator, wheelchair lift, ramp, etc. installed in a underground pedestrian passage shall meet standards under attached Table 1 of the Enforcement Rules of the Act on Guarantee of Promotion of Convenience of Persons with Disabilities, the Aged, Pregnant Women, etc. so that disabled persons, senior citizens, pregnant women, etc. may move safely and conveniently.

Article 4 (Two- or More Story Structure and Standards for Construction of Underground Pedestrian Passage) (1) In principle, the structure of a underground pedestrian passage that may be constructed pursuant to the proviso to Article 5 (5) of the Rules shall be limited to two underground levels for lighting, ventilation and refuge and safety of the users: Provided, That a person who has the authority to give approval approves because the underground pedestrial passage has been planned so that it may not interfere with lighting, ventilation and refuge and safety of the users, it may be constructed in structure of below three underground levels following deliberations by the Urban Planning Committee of Seoul Metropolitan Government.
(2) Where the structure of a underground pedestrian passage is two or more stories pursuant to paragraph (1), if a staircase connecting underground floors or escalator is installed in the middle of the underground pedestrian passage, the width of the underground pedestrian passage at the location where a staircase or escalator is installed shall be at least the width under Article 5 (2) of the Rules.

Article 5 (Structure and Standards for Construction of Underground Plaza) (1) Where the structure of a underground pedestrian passage is two or more stories pursuant to Article 4, the underground plaza shall be constructed with the size of at least 10 percent of the size of the underground shopping mall on each floor.
(2) The underground plaza constructed on each floor pursuant to paragraph (1) shall be the open type plaza mutually connecting the underground plaza on each floor so that it may be a comfortable and open space.

Article 6 (Standards for Construction of Underground Shopping Mall) (1) Where the structure of a underground pedestrian passage is two or more stories pursuant to Article 4, the total sizes of stores set up in the underground shopping mall on each floor shall not be more than the total sizes of the size of the underground pedestrian passage and the size of the underground plaza on each floor.
(2) No store in the underground shopping mall under paragraph (1) shall be set up within three meters from a staircase connecting underground floors.
(3) Where an escalator is installed as a staircase connecting underground floors, no store in the underground shopping mall shall be set up within six meters from the end of the handrail.

Article 7 (Structure and Standards for Construction of Entrances and Exits of Underground Passage) (1) Where the structure of a underground pedestrian passage is two or more stories pursuant to Article 4, the inside distance between entrances and exits of the underground pedestrian passage shall be within 90 meters.
(2) Staircases directly connected installed on underground levels shall be planned and installed adjacent to entrances and exits of the underground pedestrian passage connected to the ground for refuge and safety of the users.

Article 8 (Structure and Standards for Construction of Passages Connecting Underground Floors) (1) Where a passage connecting underground floors is constructed in a contrary direction to a underground pedestrian passage pursuant to Article 9 (2) of the Rules, the minimum width of the passage connecting underground floors shall be at least 4.5 meters.
(2) Where the structure of a underground pedestrian passage is two or more stories pursuant to Article 4, a passage connecting underground floors which connects a underground pedestrian passage below two underground levels to underground floors of adjacent buildings shall be constructed in structure connected to staircases directly connected to the ground of adjacent buildings.

Article 9 (Structure and Standards for Construction of Skylight) (1) Where the structure of a underground pedestrian passage is two or more stories pursuant to Article 4, a skylight necessary for lighting, ventilation and smoke emission shall be constructed with the size of at least two percent of the size of a underground shopping mall in an open type at the same location of each floor of the underground public pedestrian facilities: Provided, That where it is difficult or unreasonable to construct a skylight, etc. below two underground levels, it may be constructed by being added to the size of a skylight in one underground level following deliberations by the Urban Planning Committee of Seoul Metropolitan Government.
(2) Where it is difficult to construct a skylight under Article 10 of the Rules due to topographic conditions, a skylight or floor-type public space may be constructed by the following means:
1. A skylight, etc. shall be constructed by utilizing available space on the road, such as a traffic island;
2. A skylight, etc. shall be constructed by utilizing public space, etc. on land adjacent to a underground pedestrian passage.
(3) Where a skylight, etc. is constructed by utilizing a pedestrian sidewalk and public space on the adjacent land which is not the upper part of underground public pedestrian facilities, natural lighting shall be secured for the underground plaza, etc. at least 80 percent of Korean Industrial Standards for illumination through the active daylighting system, etc.

Article 10 (Types and Standards for Installation of Ancillary Facilities) Where the structure of a underground pedestrian passage is two or more stories, types and standards for construction of ancillary facilities that should be constructed in underground public pedestrian facilities shall be as follows:
1. Facilities for lighting, ventilation, and refuge and safety of a underground pedestrian passage shall be installed in compliance with the Indoor Air Quality Control in Publicly Used Facilities, etc. Act, the Installation, Maintenance, and Safety Control of Fire-Fighting Systems Act, the Rules on Standards for Facilities, etc. of Buildings and the Rules on Standards for Refuge and Fire-fighting Structure, etc. of Buildings;
2. Performance-oriented design provided by the Fire-Fighting System Installation Business Act shall be drawn for fire-fighting system in order to secure fire and refuge safety of the users;
3. An elevator for disabled persons shall be installed pursuant to Article 2 of the Enforcement Rule of the Act on Guarantee of Promotion of Convenience of Persons with Disabilities, the Aged, Pregnant Women, etc. so that disabled persons, etc. may conveniently move to other floors: Provided, That one elevator for eight disabled passengers shall be installed in case of the underground shopping mall the floor area of which is 3,000 square meters or less, and where the floor area exceeds 3,000 square meters, one additional elevator (an elevator for 16 passengers shall be regarded as two elevators) shall be installed for each 2,000 square meters over 3,000 square meters;
4. For the convenience of visually impaired persons and hearing-impaired persons in the use of facilities, at least one guideboard with braille letters, tactual map guideboard, voice information device or other guide signal device shall be installed on each floor;
5. Exits signs, aisle signs, etc. for visually impaired persons and alarm devices, etc. for hearing-impaired persons shall be installed on each floor so that visually impaired persons and hearing-impaired persons may escape in case of emergency;
6. A resting room shall be installed on each floor in consideration of structure, the quality of material, etc. so that pregnant women and infants may take a rest conveniently and safely; and
7. Standards for flood control for flood prevention in underground public pedestrian facilities shall be as provided by Standards for Flood Control for Flood Prevention of Underground Space.
