Article 1 (Purpose) The purpose of this Ordinance shall be to contribute to the improvement of the safe of use of personal mobility devices by prescribing matters necessary to settle personal mobility devices as a safe and useful means of transportation.

Article 2 (Definitions) The term "personal mobility devices" refers to a motorcycle, which weighs less than 30 kilograms, equipped with a motor that cuts out when the device reaches at or above a speed of 25 kilometers per hour, among motorcycles under subparagraph 19(B) of Article 2 of the Road Traffic Act (hereinafter referred to as the "Act"), as prescribed by subparagraph 19-2 of Article 2 of the Act. <Amended on Jan. 7, 2021>

Article 3 (Duties of the Mayor) (1) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall endeavor to promote the safety and convenience of users of personal mobility devices and prepare policies to improve conditions of use of personal mobility devices.
(2) Citizens shall endeavor to observe users' safety duties and prevent safety accidents by wearing protective equipment under the Act when using personal mobility devices. <Amended on Jan. 7, 2021>

Article 4 (Formulation, Enforcement, etc. of a Plan for Safe Use of Personal Mobility Devices) (1) A plan for safe use of personal mobility devices containing the following shall be formulated and enforced to promote the safe use of personal mobility devices by citizens:
1. Basic objectives and directions for safe use of personal mobility devices;
2. Plan to build a foundation for safe use of personal mobility devices;
3. Matters concerning programs and support for safe use of personal mobility devices;
4. Matters concerning financing and operation thereof for safe use of personal mobility devices; or
5. Other matters necessary for safe use of personal mobility devices.
(2) The Mayor shall take in advance opinions from citizens, related institutions, organizations, etc. when formulating the plan under paragraph (1) above.

Article 5 (Promotion of Programs, etc.) (1) The Mayor may promote a program to create a safe use environment of personal mobility devices.
(2) The Mayor may provide relevant corporations, organizations, etc. that promote the program under paragraph (1) above with all or part of the expenses within the scope of budgets.
(3) The Mayor may consult the heads of districts about administrative matters necessary to promote the program under paragraph (1) above. <Newly Inserted on Jul. 18, 2019>

Article 6 (Enforcement of Pilot Programs) (1) Where it is recognized as necessary for safe use of personal mobility devices, the Mayor may conduct pilot programs, such as the creation of pilot districts in Seoul Metropolitan City.
(2) The Mayor may support matters concerning administration, finances, technologies, etc. required for the pilot program under paragraph (1) above.

Article 7 (Preparation of Guidelines) The Mayor may prepare and use guidelines containing plans for safe management of personal mobility devices in order to create a safe use environment of the personal mobility devices.

Article 8 (Surveys) Where it is necessary for the promotion of matters under Articles 4 through 7, the Mayor may conduct surveys on use and safety accidents of personal mobility devices.

Article 9 (Safety Education, etc.) (1) The Mayor shall endeavor to diffuse a safe mobility culture for the prevention of safety accidents by educating and promoting the following as regards safe use of personal mobility devices:
1. Matters concerning policies to improve use conditions of personal mobility devices;
2. Matters concerning traffic rules and basic order for safe use of personal mobility devices;
3. Matters concerning riskiness of safety accidents while using personal mobility devices;
4. Matters concerning prevention of safety accidents while using personal mobility devices; or
5. Other matters necessary to improve users' awareness and diffuse a safety culture with respect to personal mobile devices.
(2) Where education and promotion are conducted with respect to the safe use of personal mobility devices, the Mayor may consign such education and promotion to specialized institutions or organizations.

Article 10 (Financial Support, etc.) (1) The Mayor shall endeavor to prepare financial measures required to enforce the policies under Article 3.
(2) The Mayor may provide relevant corporations, organizations, individuals, etc. that promote the program and education to create a safe use environment of personal mobility devices with all or part of the expenses within the scope of budgets.

Article 11 (Building of Cooperation System) The Mayor shall build a cooperation system with the central government, districts, corporations, institutions, etc. in order to create an environment for safe use of personal mobility devices.

Article 12 (Enforcement Rules) Matters required to enforce this Ordinance shall be prescribed as rules.
