SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE SUPPORT FOR ICE PACK RECYCLING

Article 1 (Purpose) The purpose of this Ordinance shall be to develop a recycling system of ice packs generated in Seoul Metropolitan City and build a foundation for a resource recycling society by stipulating matters concerning support for the invigoration of ice pack recycling.

Article 2 (Definitions) (1) The terms used in this Ordinance are defined as follows:
1. The term "ice packs" refers to cold reserving materials in a form of packs in which various packing materials are filled with fillings, such as water, super absorbent polymer (SAP), etc.;
2. The term "eco-friendly ice packs" refers to cold reserving materials that use, in place of SAP, water or eco-friendly refrigerants mixing water, starch, salt, etc.;
3. The term "reuse" refers to re-using recyclable resources as they are or after repairing or making them re-usable for production activities;
4. The term "ice pack recycling" means to collect and reuse ice packs.
(2) The terms other than defined by this Ordinance shall be governed by the Act on the Promotion of Saving and Recycling of Resources.

Article 3 (Duties) (1) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") may provide administrative and financial support so that the ice pack recycling invigoration project (hereinafter referred to as the "Invigoration Project") can be promoted to substantially reduce the disposal of ice packs.
(2) Business operators shall endeavor to use eco-friendly ice packs and actively cooperate on the policy for the reinvigoration of ice pack recycling, which is enforced by the Seoul Metropolitan City (hereinafter referred to as the "City").
(3) Citizens shall endeavor to control the use or disposal of ice packs in their daily lives and actively cooperate on the policy for the reinvigoration of ice pack recycling, which is enforced by the City.

Article 4 (Inducement of Ice Pack Recycling) (1) The Mayor may recommend the following to related businesses in order to promote recycling, such as collection, reuse, etc. of ice packs:
1. Use of reusable ice packs;
2. Use of eco-friendly ice packs; and
3. Other matters to induce the recycling of ice packs.
(2) The Mayor shall endeavor to provide related business, citizens, etc. with information on ice pack recycling, such as locations of ice pack collection boxes, how to collect, reuse, etc.

Article 5 (Formulation of the Project Plan, etc.) (1) The Mayor shall formulate and enforce the ice pack recycling invigoration project plan of the City (hereinafter referred to as the "Project Plan").
(2) The Project Plan shall include the following:
1. Implementation direction and objective of the invigoration project;
2. Implementation plan and performance in the previous year of the invigoration project;
3. Plan for inspection of the implementation and evaluation of the performance of the invigoration project;
4. Plan for securement of financial resources to promote the invigoration project; and
5. Other matters necessary to enhance the invigoration project.

Article 6 (Support for Project Expenses, etc.) Where the head of Gu requests the City to support the following to enforce the invigoration project, the Mayor may provide support within a budgetary limit:
1. Purchase and installation cost of ice pack collection boxes, procurement fees;
2. Expenses for management of ice packs, such as collection, cleaning, disinfection, transport, etc.;
3. Cost of various public relations of projects that invigorate and expand the recycling of ice packs; and
4. Other projects that the Mayor recognizes as necessary.

Article 7 (Inspection of Implementation, etc.) (1) The Mayor may direct and inspect the promotion status, such as inspection of the implementation of autonomous Gus in order to efficiently promote the invigoration project.
(2) An autonomous Gu that is provided with expenses of the invigoration project shall report the results of project implementation to the Mayor on a quarterly basis.

Article 8 (Reporting of Project Completion) In accordance with Article 7(2), the head of Gu shall submit, to the Mayor, a report containing the following after completing a project: implementation performance; future plan; settlement of project cost; self-evaluation; and other matters prescribed by the Mayor.

Article 9 (Citations) The Mayor may honor individuals, organizations, agencies, etc. that contribute to the invigoration of recycling, such as collection, reuse, etc. of ice packs under the Seoul Metropolitan Government Ordinance on Citations.

Article 10 (Enforcement Rules) Matters required to enforce this Ordinance shall be prescribed as rules.

This Ordinance shall enter into force on the date of its promulgation.
