Article 1 (Purpose)
The purpose of this Ordinance shall be to prescribe matters necessary to grant the Seoul Metropolitan City citizen award to individuals, organizations, etc. that substantially contribute to the development of Seoul and a sound and healthy civil society.
Article 2 (Type of Award and Number of Persons to be Awarded)
(1) The types of Seoul Metropolitan Government Citizen Award (hereinafter referred to as the "Award") are as follows: <Amended on May 14, 2015; May 19, 2016; Jan. 5, 2017; Sep. 21, 2017>
Article 3 (Award Nominees)
(1) Award nominees shall be individuals or organizations that meet the following conditions: substantially contribute to the award types under any of the subparagraphs of Article 2(1); and continue to reside or have a place of business (primary workplace) in Seoul Metropolitan City (hereinafter referred to as the "City") for 3 years or more as of the date when the recommendation of award candidates is publicly announced; Provided, That the same shall not apply, where the Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") recognizes that an award nominee has substantially contributed. <Amended on Jan. 5, 2017>
Article 4 (Method and Time of Award)
(1) Awards shall be granted once a year for each award type and the time thereof shall be as follows; Provided, That the time thereof may be changed where there are unavoidable circumstances. <Amended on Jul. 30, 2012; May 14, 2015; May 19, 2016; Jan. 5, 2017; Sep. 21, 2017>
Article 5 (Recommendation of Award Candidates, etc.)
(1) Relevant agencies, organizations, or individuals may recommend award candidates for each award type as stipulated by each subparagraph of Article 2(1). <Amended on Jan. 5, 2017>
Article 6 (Determination of Award Nominees)
(1) The Mayor shall determine award nominees from among award candidates under Article 5 through a review of the meritorious achievement review committee under Article 7. <Amended on Jan. 5, 2017>
Article 7 (Meritorious Achievement Review Committee)
(1) The Mayor shall organize and operate the meritorious achievement review committee (hereinafter referred to as the "Committee") for each award type under Article 2(1) to review meritorious achievements of award candidates; Provided, That the Committee may not be organized when the meritorious achievement is reviewed and evaluated by service agencies. <Amended on Jan. 5, 2017>
Article 8 (Meetings of the Committee)
(1) Committee meetings shall be started when a majority of members are present and resolved by vote of a majority of the members present: <Amended on Jan. 5, 2017>
Article 9 (Awards, etc.)
The Mayor may award medals, plaques, etc. to award nominees.
Article 10 (No Duplicate Awards)
(1) The award shall not be granted twice based on the same meritorious achievement.
Article 11 (Receipt of Award on Behalf of Award Nominees)
When a winner of an award dies or cannot receive in person an award due to unavoidable circumstances, his/her bereaved family members or agents may receive the award for him/her.
