SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE OPERATION OF THE CITIZEN AWARD

Article 1 (Purpose) The purpose of this Ordinance shall be to prescribe matters necessary to grant the Seoul Metropolitan City citizen award to individuals, organizations, etc. that substantially contribute to the development of Seoul and a sound and healthy civil society.

Article 2 (Type of Award and Number of Persons to be Awarded) (1) The types of Seoul Metropolitan Government Citizen Award (hereinafter referred to as the "Award") are as follows: <Amended on May 14, 2015; May 19, 2016; Jan. 5, 2017; Sep. 21, 2017>
1. Seoul Metropolitan City service award
2. Seoul Metropolitan City culture award
3. Seoul Metropolitan City environment award
4. Seoul Metropolitan City welfare award
5. Seoul Metropolitan City children and youth award
6. Seoul Metropolitan City gender equality award
7. Seoul Metropolitan City traffic culture award
8. Seoul Metropolitan City architecture award
9. Seoul Metropolitan City construction award
10. Seoul Metropolitan City safety award
(2) The number of persons to be awarded for each award type as stipulated by paragraph (1) above shall be as stipulated by Attached Table 1. The detailed award types shall be determined separately by the Mayor within a limit of the number of persons to be awarded for each award type.

Article 3 (Award Nominees) (1) Award nominees shall be individuals or organizations that meet the following conditions: substantially contribute to the award types under any of the subparagraphs of Article 2(1); and continue to reside or have a place of business (primary workplace) in Seoul Metropolitan City (hereinafter referred to as the "City") for 3 years or more as of the date when the recommendation of award candidates is publicly announced; Provided, That the same shall not apply, where the Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") recognizes that an award nominee has substantially contributed. <Amended on Jan. 5, 2017>
(2) Notwithstanding paragraph (1) above, award nominees of Seoul Metropolitan City children and youth award shall be a person who continues to reside in the City for 1 year or more as of the date when the recommendation of award candidates is publicly announced and falls under any of the following: <Amended on Jan. 5, 2017>
1. For children: 7~12 years old
2. For teenagers: 13~18 years old
3. For youth: 19~24 years old

Article 4 (Method and Time of Award) (1) Awards shall be granted once a year for each award type and the time thereof shall be as follows; Provided, That the time thereof may be changed where there are unavoidable circumstances. <Amended on Jul. 30, 2012; May 14, 2015; May 19, 2016; Jan. 5, 2017; Sep. 21, 2017>
1. Seoul Metropolitan City service award: October 28
2. Seoul Metropolitan City culture award: October 20
3. Seoul Metropolitan City environment award: June 5
4. Seoul Metropolitan City welfare award
A. Welfare volunteer work, sponsor, and worker: September 7
B. Human right of the disabled: Week of the disabled (April 20–26)
5. Seoul Metropolitan City children and youth award
A. Children and teenagers: May 5
B. Youth and youth guidance: Coming-of-Age Day (third Monday in May)
6. Seoul Metropolitan City gender equality award: Women's Week (July 1–7)
7. Seoul Metropolitan City traffic culture award: October 31
8. Seoul Metropolitan City architecture award: June 18
9. Seoul Metropolitan City construction award: September 10
10. Seoul Metropolitan City safety award: October 21
(2) The Mayor may grant awards jointly with newspaper companies or broadcasting companies that understand the intent of awards and actively cooperate thereon.

Article 5 (Recommendation of Award Candidates, etc.) (1) Relevant agencies, organizations, or individuals may recommend award candidates for each award type as stipulated by each subparagraph of Article 2(1). <Amended on Jan. 5, 2017>
(2) Where an individual intends to recommend award candidates under paragraph (1) above, the following people shall sign thereon jointly:
1. Seoul Metropolitan City children and youth award: More than 30 people
2. Other award types: More than 10 people
(3) Where it is intended to award under contest notice, people who submit their works shall be regarded as award candidates notwithstanding paragraph (1) above. <Amended on Dec. 30, 2021>

Article 6 (Determination of Award Nominees) (1) The Mayor shall determine award nominees from among award candidates under Article 5 through a review of the meritorious achievement review committee under Article 7. <Amended on Jan. 5, 2017>
(2) Where there is no person qualified when determining a winner under paragraph (1) above, the Mayor may select no award nominee.

Article 7 (Meritorious Achievement Review Committee) (1) The Mayor shall organize and operate the meritorious achievement review committee (hereinafter referred to as the "Committee") for each award type under Article 2(1) to review meritorious achievements of award candidates; Provided, That the Committee may not be organized when the meritorious achievement is reviewed and evaluated by service agencies. <Amended on Jan. 5, 2017>
(2) The Committee shall be organized when meritorious achievements need to be reviewed. And the Committee shall be dissolved automatically on the day after the award for which the Committee reviews is granted. <Amended on Jan. 5, 2017>
(3) The Committee shall comprise 13 to 21 members including a chairperson. The chairperson shall be elected by mutual vote from among members who are appointed or commissioned by the Mayor from the following: In such cases, there shall be 1 member who falls under subparagraph 1 and 2 members who fall under subparagraph 2: <Amended on Jan. 5, 2017>
1. Public official concerned
2. Member of standing committee by type of awards under the Seoul Metropolitan Council; or
3. Person who the Mayor commissions from among persons with knowledge and experience in the relevant field.
(4) A chairperson shall supervise the tasks of the Committee and, when the chairperson cannot perform his/her duties, the oldest member shall become an acting chairperson. <Amended on Jan. 5, 2017>
(5) The Committee may have subcommittees, if required.

Article 8 (Meetings of the Committee) (1) Committee meetings shall be started when a majority of members are present and resolved by vote of a majority of the members present: <Amended on Jan. 5, 2017>
(2) The Committee shall review meritorious achievements of award candidates based on recommendation, report, and investigation, and may conduct field investigation, if necessary.
(3) The Mayor shall have inspectors of the City verify the meritorious achievements of award candidates who are recommended and submit the findings thereof to the Committee before the Committee starts reviewing the meritorious achievements.
(4) Where external agencies are requested to provide their service, the service outcome may substitute the verification of meritorious achievements notwithstanding paragraph (3) above. Also, the verification of meritorious achievements may be omitted for award candidates under Article 5(3). <Amended on Jan. 5, 2017>
(5) The Mayor may provide members with allowances within a budgetary limit; Provided, That the same shall not apply to members who are public officials attending in direct relation to their tasks.
(6) Other matters necessary for the operation of the Committee shall be decided by a chairperson after the Committee resolves them.

Article 9 (Awards, etc.) The Mayor may award medals, plaques, etc. to award nominees.

Article 10 (No Duplicate Awards) (1) The award shall not be granted twice based on the same meritorious achievement.
(2) One person shall not be awarded 2 or more prizes in a year.
(3) The same award shall not be granted to the same person in 3 years.

Article 11 (Receipt of Award on Behalf of Award Nominees) When a winner of an award dies or cannot receive in person an award due to unavoidable circumstances, his/her bereaved family members or agents may receive the award for him/her.
