SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON SUPPORT FOR YOUNG FAMILY CARERS

Article 1 (Purpose) The purpose of this Ordinance is to contribute to the stabilization of the livelihood and the improvement of welfare of young family carers by prescribing necessary measures to support young family carers in the Seoul Metropolitan Government.




Article 2 (Definition) The term “young family carer” used in this Ordinance refers to a person aged 14 to 34 who is caring for a family member who has a disability, mental or physical illness, etc. in accordance with Article 779 of the Civil Act.


Article 3 (Duties of the Mayor) (1) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall create necessary policies and conditions to enhance the stabilization of the livelihood and welfare of young family carers and shall endeavor to promote policies for this purpose.
(2) The Mayor shall establish a necessary delivery system to ensure that policies identifying and supporting young family carers are carried out efficiently and shall endeavor to secure the logistics, manpower, and budget for this purpose.




Article 4 (Relationship with Other Ordinances)



Article 5 (Formulation of Master Plan) (1) The Mayor shall formulate and implement a Seoul Metropolitan Government young family carer support master plan (hereinafter referred to as "master plan") every 5 years to stabilize the livelihood and promote the welfare of young family carers.
(2) The master plan shall include the following:
1. Basic objectives and direction for the support of young family carers;
2. Development and operation of projects and programs to support young family carers;
3. Improvement of laws and systems related to the support of young family carers;
4. Supply and deployment of human resources to support young family carers;
5. Raising funds to support young family carers;
6. Other matters deemed necessary to support young family carers.
(3) The Mayor shall develop an annual implementation plan in accordance with the master plan of paragraph (1).




Article 6 (Fact-finding Research) The Mayor may conduct fact-finding research on the living conditions of young family carers to efficiently formulate the master plan and promotion plan in accordance with Article 5 and may collect and manage statistical information necessary for support.




Article 7 (Support Projects) (1) The Mayor may promote the following support projects to improve the living stability and welfare of young family carers and their families:
1. Caregiving and household service support projects for families of young family carers;
2. Counseling as well as psychological and emotional support projects for young family carers and their families;
3. Vocational training and employment support projects for young family carers;
4. Cultural and sports activity support projects young family carers;
5. Projects to support supplies needed for family care;
6. Public relations support projects to improve awareness of young family carers;
7. Other support projects the Mayor deems necessary.
(2) The Mayor may support the necessary expenses within the scope of the budget when the autonomous Gu, related corporations or organizations, etc. promote support projects in accordance with paragraph (1).
(3) The Mayor shall continue to check the need for additional support through home visits, phone counseling, etc. after the support for young family carers and their families has ended.




Article 8 (Utilizing Civilian Experts) The Mayor may consult with relevant experts, corporations, and organizations to promote young family carer policies that require expertise.




Article 9 (Cooperation with Related Institutions and Organizations) The Mayor shall actively cooperate with central administrative agencies, local governments, relevant institutions and organizations for the effective implementation of the policy to support young family carers and may conclude agreements for cooperation if necessary.




Article 10 (Restriction on Double Assistance) Welfare services provided to young family carers and their families under this Ordinance may be restricted if they receive assistance similar to the welfare services provided for in this Ordinance in accordance with laws and other ordinances.




Article 11 (Enforcement Rule) Matters necessary for enforcing this Ordinance shall be prescribed by the rule of the Seoul Government.




ADDENDUM <Ordinance No. 8494, Oct. 17, 2022>
This Ordinance shall enter into force on the date of its promulgation.
