SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON SUPPORT FOR INSTALLATION OF FLOOD PREVENTION FACILITY
Article 1 (Purpose)
The purpose of this Ordinance is to prescribe matters necessary to support the installation of flood prevention facilities in order to protect the lives, bodies, and property of citizens from damage caused by storm and flood.
Article 2 (Definitions)
The terms used in this Ordinance are defined as follows:
Article 3 (Duties of the Mayor)
The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall endeavor to support the installation of flood prevention facilities in areas and buildings requiring flood prevention facilities in order to protect the lives, bodies, and property of citizens from storm and flood damage.
Article 4 (Relationship with Other Ordinances)
Except for cases where there are special provisions in other ordinances regarding support for the installation of flood prevention facilities, the provisions of this Ordinance shall be followed.
Article 5 (Establishment and Implementation of Support Plan)
(1) The Mayor shall establish and implement a plan to support the installation of flood prevention facilities (hereinafter referred to as "support plan") in order to protect citizens' lives, bodies, and property from storm and flood damage.
Article 6 (Fact-Finding Investigation)
(1) In order to efficiently establish and implement a support plan under Article 5, the Mayor may conduct a fact-finding investigation on the current status of areas where flood damage has occurred or is at high risk of occurrence.
Article 7 (Support for Expenses)
(1) The Mayor may subsidize a part of the cost for installing flood prevention facilities in areas where flood damage has occurred or is at high risk to the head of a district within budgetary limits.
Article 8 (Public Relations)
(1) The Mayor may recommend that owners, occupants, or managers of buildings, etc. install flood prevention facilities to prevent flood damage from storm and flood damage.
Article 9 (Establishment and Operation of Cooperation System)
The Mayor may establish and operate a cooperative system with autonomous districts and organizations specializing in natural disasters to support the installation of flood prevention facilities.
