SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON JOB SUPPORT FOR MIDDLE-AGED PERSONS

Article 1 (Purpose) The purpose of this Ordinance is to improve the quality of life and social stability of middle-aged persons by expanding job creation and related opportunities for middle-aged persons through measures such as supporting employment, business start-ups, and vocational skill development training for middle-aged persons living in Seoul Metropolitan City.

Article 2 (Definitions) The terms used in this Ordinance are defined as follows:
① The term “middle-aged person” means a person who is between 40 and 65 years of age and resides in Seoul Metropolitan City (hereinafter referred to as the "Metropolitan City").
② The term “job support” means developing a variety of jobs that match the skills and aptitudes of middle-aged persons or supporting employment, business start-ups, vocational skill development training, etc.

Article 3 (Formulation of Support Plan) (1) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall formulate and implement a job support plan for middle-aged persons (hereinafter referred to as "support plan") every year to effectively support the employment of middle-aged persons.
(2) The support plan shall include the following:
1. Objective and direction of job policies for middle-aged persons;
2. The current status and prospects of employment, business start-up, and vocational skill development training of middle-aged persons;
3. Job creation support projects for middle-aged persons;
4. Measures to promote job support projects for middle-aged persons and establish a cooperative system;
5. Other matters the Mayor deems necessary.
(3) The Mayor shall evaluate the performance and outcome of the support plan every year and reflect the results in the next year’s support plan.
(4) The Mayor shall report to the Seoul Metropolitan Council competent Standing Committee upon the establishment of the support plan each year, including the implementation performance of the previous year.

Article 4 (Support Projects) (1) The Mayor may implement the following support projects to create jobs for middle-aged persons:
1. Providing counseling and information for employment;
2. Education and training to support job transfers and develop job skills;
3. Discovering job opportunities and connecting them with job seekers;
4. Business start-up counseling and training;
5. Support for business start-up funding and development of their markets;
6. Publicity on business start-up, employment support and vocational skill development training;
7. Other projects the Mayor deems necessary.
(2) The Mayor may subsidize or provide financial support within the scope of the budget for all or part of the expenses necessary to employment and business start-up related institutions, corporations, or organizations that implement projects under paragraph (1) in accordance with the Seoul Metropolitan Government Ordinance on Local Subsidy Management.

Article 5 (Cooperation with Institutions and Organizations) (1) The Mayor may cooperate with central administrative agencies, other local governments and job-related institutions and organizations (hereinafter referred to as "related organizations, etc.") to create jobs for middle-aged persons.
(2) The Mayor may conclude and agreement with related organizations to create jobs for middle-aged persons when necessary.

Article 6 (Fact-finding Research) (1) The Mayor may conduct fact-finding research every year on the status of employment and business start-ups among middle-aged persons in order to formulate a support plan in accordance with Article 3 and efficiently promote job support projects for middle-aged persons.
(2) The mayor may entrust an organization, corporation, etc. with expertise when conducting fact-finding research on the employment of middle-aged persons.

Article 7 (Promotion) The Mayor may publicize the job creation support project for middle-aged persons by cooperating with the press, institutions, organizations, etc.

Article 8 (Entrustment to the Private sector) (1) The Mayor may entrust affairs to the private sector to related organizations, Seoul Metropolitan Government-invested or -funded institutions that are performing all or part of the affairs in accordance with this Ordinance.
(2) When entrusting affairs under paragraph (1), it shall be in accordance with Seoul Metropolitan Government Ordinance on the Administrative Work To The Private Sector.

Article 9 (Enforcement Rule) Measures to enforce this Ordinance shall be prescribed by rule of the Seoul Government.
