Seoul Metropolitan Government Ordinance on Healthy Family Support

Chapter 1. General Provisions Article 1 (Purpose)


Article 1 (Purpose) The purpose of this Ordinance is to establish an integrated support system for ensuring a healthy family life and the maintenance and development of families under the Framework Act on Healthy Families, and to contribute to a higher quality of life for family members.

Article 2 (Definitions) The definitions of terms used in this Ordinance shall be in accordance with the provisions of the Framework Act on Healthy Families (hereinafter referred to as the “Act”) and the Enforcement Decree of the same Act (hereinafter referred to as the “Decree”).

Article 2 (Definition) The definitions of the terms used in this Ordinance shall be as defined in the Framework Act on Healthy Families (hereinafter referred to as the “Act”).

Article 3 (Responsibilities of the Mayor) (1) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall establish the systems and conditions that are necessary for healthy families, and prepare and promote policies to achieve this end.
(2) The Mayor shall consider the characteristics of family members and family types in preparing the policies provided under the foregoing paragraph (1).




Article 4 Deleted <Jul. 30, 2012>

Article 4 (Implementation Plan by Year) (1) The Mayor shall formulate and implement the annual Healthy Family Implementation plan (hereinafter referred to as the “Implementation Plan”) in keeping with the Master Plans for Healthy Families provided under Article 15 of the Act.
(2) The Mayor may request the cooperation of the relevant institutions or organizations if necessary for the formulation and execution of the Implementation Plan.
(3) Any entity that has received a request for cooperation under paragraph (2) shall comply in the absence of any special or other justifiable reason.

Article 5 (Survey of Actual Status of Families) (1) The Mayor shall survey the actual status of families if necessary in order to identify the actual status of individual and family lives, and discover the levels of desire and demand for services for the realization of a healthy family, the prevention of family problems, etc.
(2) The Mayor may commission a research institution, corporation, or organization with the relevant expertise and personnel, etc. to conduct a survey on the actual status of families under paragraph (1).

Article 6 (Assistance for Healthy Families) The Mayor may provide assistance for the following matters regarding a healthy family life and the maintenance and development of families:
1. Raising of social awareness and provision of education inclusive of diverse family types;
2. Provision of assistance tailored to the needs of each type of family;
3. Provision of stronger social care assistance in response to family diversity;
4. Expansion of policies aimed at assisting the formation of gender-egalitarian family relations.

Article 7 (Establishment and Functions of Healthy Family Support Centers) (1) The Mayor shall establish and operate healthy family support centers (hereinafter referred to as the “centers”) as provided under Article 35 of the Act.
(2) The centers shall perform the following functions:
1. Development and distribution of healthy family services tailored to local communities;
2. Research for healthy family support;
3. Establishment and operation of systems of cooperation with autonomous Gu and relevant institutions;
4. The promotion and provision of information on healthy family services.
(3) The Mayor may integrate the centers and multicultural family support centers under Article 19 of the Seoul Metropolitan Government Ordinance on Support for Foreign Residents and Multicultural Families in order to establish and operate family centers.

Article 8 (Organization of the Centers) (1) Each center shall have a head and a team necessary for the provision of healthy family services.
(2) Each center shall have a steering committee on the efficient performance of services.
(3) The steering committee under paragraph (2) shall be composed of up to fifteen (15) members appointed by the Mayor from among the center head, relevant public officials, and individuals with sufficient education, expertise and experience regarding healthy families, and the chairperson of the steering committee shall be elected from among and by the members.
(4) Other matters necessary for the operation of the steering committee shall be determined by the chairperson with the Mayor’s approval.

Article 9 (Subsidization of the Centers) The Mayor may subsidize the expenses needed to establish and operate the centers within the available budget.

Article 10 (Entrustment of Center Operations) (1) To ensure the efficient operation of the centers, the Mayor may entrust their operation to a private organization specified in any of the subparagraphs of Article 6 of the Enforcement Rule of the Act.
(2) For other regulations on their entrustment and operation, the Seoul Metropolitan Government Ordinance on the Establishment and Operation of Social Welfare Facilities shall apply mutatis mutandis.




Article 11 (Set up and Functions) Chapter 3. Seoul Metropolitan City Health Family Support Center

(1) The Seoul Metropolitan City Health Family Support Center (hereinafter referred to as the “Center”) shall be established in accordance with Article 35 of the Act. <Amended on May 14, 2015 and Jan. 5, 2017>
(2) The Center shall perform the following functions. <Amended on May 14, 2015>
1. Development of healthy family education, counseling for family problems, and family life culture activities for citizens
2. Survey of needs and program development for city-level family support services
3. Provision of business support and evaluation and family-related information for autonomous Gu health family support centers
4. Other projects deemed necessary by the Seoul Metropolitan City Mayor (hereinafter referred to as “Mayor”) to provide family support services

Article 11 (Subsidization of Private Organizations, Etc.) The Mayor may subsidize all or a part of the expenses required by an institution, organization, or individual that is responsible for providing healthy family services, and/or provide support for matters necessary for the performance of their duties.

Article 12 (Organization) (1) The Center shall have a center director and the necessary teams to carry out the healthy family project, including a family counseling team, a family education team, and a family culture team.
(2) Center staff, excluding the center director, must work full-time, and there must be at least four (4) staff members. <Amended on May 14, 2015>
(3) The Mayor shall determine the qualifications and duties of the center director and staff members according to Article 1. <Amended on May 14, 2015 and Jan. 5, 2017>


Article 12 (Enforcement Rule) Matters necessary for the enforcement of this Ordinance shall be prescribed by rules of the Seoul Metropolitan Government.














Article 13 (Operating Committee) (1) If necessary for business operations of the Center, an operating Committee may be formed and operated.
(2) The Operating Committee shall be composed of no more than twelve (12) members, including the Chairperson. The Chairperson shall be the center director, and the members shall be public officials and persons with extensive knowledge and experience in relation to healthy family business, appointed by the chairperson.
(3) Other matters necessary for the operation of the Operating Committee shall be determined by the Chairperson with the approval of the Mayor. <Amended on Jan. 5, 2017>

Article 15 (Entrustment of Operations) (1) In order to operate the Center efficiently, the Mayor may entrust performance and operation to a private institution falling under any of the provisions of Article 6 of the Enforcement Decree of the Act. <Amended on May 14, 2015 and Jan. 5, 2017>
(2) The consignment period according to Paragraph 1 shall be five (5) years, but the contract may be renewed only once if deemed necessary by the Mayor. <Amended on Jul. 20, 2021>
(3) Other regulations related to civil outsourcing shall be governed by the Seoul Metropolitan Government Ordinance on the Establishment and Operation of Social Welfare Facilities. <Amended on Jan. 5, 2017 and Jul. 20, 2021>

Addenda <No. 9623, May 19, 2025>
Article 1 (Enforcement Date) This Ordinance shall enter into force on the date of its promulgation.
Article 2(Transitional Measures) Healthy family support centers established under regulations in force prior to the time of enforcement of this Ordinance shall be deemed to have been established under this Ordinance.
Article 3(Applicability) Matters on the steering committee under Article 8 (3) shall apply when commissioning its members after the enforcement of this Ordinance.
