Article 1 (Purpose)
The purpose of this Ordinance is to enhance the quality of citizens' life and prevent damage to ecosystems by providing for matters necessary for the prevention of light pollution and the systematic control of urban lighting in the Seoul Metropolitan City.

CHAPTER I GENERAL PROVISIONS
Article 1 (Purpose)
The purpose of this Ordinance is to improve the quality of life of citizens, protect ecosystems, and save energy, by providing for matters delegated by the Prevention of Light Pollution due to Artificial Lighting Act and other matters necessary for managing the formation of good light.

Article 3 (Metropolitan Government's Responsibilities)
(1) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the “Mayor”) shall take reasonable and comprehensive measures to prevent light pollution and conserve energy.

Article 3 (Scope of Lighting Fixtures)
This Ordinance shall apply to any of the following lighting fixtures:

Article 4 (Plans for Prevention of Light Pollution and Control of Urban Lighting)
The Mayor may formulate and implement a plan to prevent light pollution and control urban lighting (hereinafter referred to as the “light pollution prevention plan”) on a five-yearly basis, including the following matters:

Article 4 (Responsibilities and Duties of Mayor, etc.)
(1) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall formulate and implement policies on the prevention of light pollution, in consideration of local characteristics of districts under his/her jurisdiction and shall take measures, including provision of information on light pollution to the citizens of Seoul Metropolitan City (hereinafter referred to as "citizens").

Article 5 (Light Pollution Prevention Committee)
(1) The Mayor shall establish the light pollution prevention committee (hereinafter referred to as the "Committee") within the Seoul Metropolitan Government to deliberate on the following matters:

CHAPTER II FORMULATION, ETC. OF PLAN FOR PREVENTION OF LIGHT POLLUTION
Article 5 (Formulation of Plan for Prevention of Light Pollution)
(1) The Mayor shall formulate and implement a plan for the prevention of light pollution of districts under his/her jurisdiction every five years pursuant to Article 5 (1) of the Prevention of Light Pollution due to Artificial Lighting Act (hereinafter referred to as the "Act").

Article 6 (Designation of Lighting Environment Control Areas and Cancellation of Designation)
(1) The Mayor may designate lighting environment control areas as follows, in order to prevent light pollution and properly control urban lighting:

Article 6 (Good Light Committee)
(1) The Mayor shall establish the Good Light Committee of Seoul Metropolitan City (hereinafter referred to as the "Committee") to deliberate on important matters concerning the light pollution control pursuant to Article 7 (1) of the Act.

Article 7 (Lighting Plans)
(1) A person who intends to install an outdoor lighting system shall establish a lighting plan before installing lighting facilities and shall reflect standards prescribed by rules for the permission for light radiation in the lighting plan.

Article 7 (Functions of Committee)
The Committee shall deliberate on the following:

Article 8 (Standards for Installation of Lighting Fixtures)
Standards for the locations for the installation of lighting fixtures for preventing glare and light pollution caused by outdoor lighting fixtures, the angles of irradiation, the height of lamps, etc. shall be prescribed by rules.

Article 8 (Designation of Lighting Environment Management Districts)
(1) The Mayor may designate lighting environment management areas as follows, to prevent light pollution and appropriately manage urban lighting:

Article 9 (Operation of Lamps)
(1) Road lamps and security lights shall be switched on 30 minutes after sunset, and the time to switch off such lamps and lights shall be controlled comprehensively or individually 30 minutes before sunrise: Provided, That the managing authorities may adjust the time to switch on or off such lamps and lights, if it is anticipated that citizens' security is likely to be threatened due to fog, heavy rain, or any other change in weather conditions.

Article 9 (Formulation of Plans for Management of Light Environment)
(1) The Mayor shall formulate a plan for the management of light environment to manage the light environment of lighting environment management districts in an eco-friendly manner, pursuant to Article 5 of the Decree.

Article 10 (Maintenance of Uniformity Ratio of Road Lighting)
The Mayor shall endeavor to maintain a uniformity ratio of illuminance on roads for the maintenance of the comfortable environment for road traffic and the safety of drivers.

Article 10 (Exemption from Application of Permissible Levels of Light Emission)
When the Mayor determines whether to approve exemption from the application of permissible levels of light emission of lighting environment management districts pursuant to Article 6 (2) of the Decree, he/she shall submit it for deliberation by the Committee.

Article 11 (Guidance or Recommendation)
The Mayor may guide or recommend lighting installers to install lighting fixtures in accordance with the standards for the upward luminous flux ratio and the luminance on a building surface for each lighting environment control area under Article 6 (3).

Article 11 (Environmental Impact Assessments of Light Pollution, etc.)
(1) The Mayor shall conduct environmental impact assessments of light pollution pursuant to Article 16 of the Act and may seek advice on the following from experts in such cases:

Article 12 (Supportive System)
(1) The Mayor may render assistance when lighting facilities are rearranged in compliance with the provisions of this Ordinance.

CHAPTER III MANAGEMENT OF FORMATION OF GOOD LIGHT
Article 12 (Night Landscape Plans and Night Landscape Guidelines)
The Mayor shall formulate a night landscape plan and night landscape guidelines to prevent light pollution, such as glare and an intrusive light emitted from outdoor lighting fixtures, and to form good light.

Article 13 (Selection of Outstanding Scenic Lighting, etc.)
(1) The Mayor may select and award outstanding scenic lighting works.

Article 13 (Formulation, etc. of Lighting Plans)
(1) Any person who intends to install, improve, and increase lighting fixtures under subparagraphs 1 and 3 of Article 3 shall formulate a lighting plan by reflecting standards for installation and management of lighting fixtures under Article 15 of the Act, permissible levels of light emission under Article 6 (1) of the Enforcement Rules of the Act, and night landscape guidelines under Article 12, before he/she installs any lighting fixture.

Article 14 (Management of Formation of Good Light, etc.)
(1) Any person who intends to install and manage lighting fixtures in outdoor space shall observe standards for installation and management of lighting fixtures under Article 15 of the Act, permissible levels of light emissions under Article 6 (1) of the Enforcement Rules of the Act, and night landscape guidelines under Article 12, to form good light.

Article 15 (Management of Turning on and Turning off Lights)
(1) Timing for turning on lights of street lighting, security lighting in residential areas, and space lighting in parks, etc. shall be 15 minutes after sunset, and timing for turning off lights shall be 15 minutes before sunset, through integrated or individual management: Provided, That where harm to the safety of citizens is expected due to changes in weather conditions, such as fog or rainfall, a management agency may adjust timing for turning on and turning off lights.

Article 16 (Maintenance of Uniform Levels of Brightness of Street Lighting)
The Mayor shall endeavor to maintain the uniform level of brightness (referring to the uniform level of brightness distribution) of street lighting meeting standards for street lighting under the Korean Industrial Standards, for the maintenance of the ideal road traffic environment and the safety of drivers.

CHAPTER IV SUPPORT SYSTEM
Article 17 (Lighting Support Programs)
(1) The Mayor may provide administrative and financial support to persons who improve or upgrade the following lighting facilities and night landscape:

Article 18 (Selecting Winners of Good Lighting Prize and Awarding Prize, etc.)
(1) The Mayor may select a person who has made an outstanding contribution to the prevention of light pollution and the formation of excellent decorative lighting and award a Good Lighting Prize to the person.
