Article 1 (Purpose) The purpose of this Ordinance is to prescribe matters necessary for activating house repair to improve the habitat environment of low-rise residential areas in the Seoul Metropolitan Government (hereinafter referred to as the "Seoul Government") and matters for supporting the fostering of relevant house repair companies. |

The purpose of this Ordinance is to prescribe matters necessary for facilitating house repair to improve the living environment of low-rise residential areas in Seoul Metropolitan City and matters for supporting the fostering of relevant house repair companies. <Amended by Ordinance No. 7090, Mar. 28, 2019>

Article 3 (Duties, etc.) (1) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall continuously provide administrative and financial support, etc. in order to create a pleasant habitat environment for residents of low-rise residential areas.

Article 4 (Formulation of Master Plan to Support House Repair) (1) In order to improve the habitat environment of low-rise residential areas, the Mayor shall formulate a master plan to support house repair of the Seoul Government (hereinafter referred to as "master plan") on a five-yearly basis.

Article 5 (Inspection of Low-Rise Houses) (1) A managing entity may conduct regular inspections biennially from the date 20 years have elapsed since the date approval for use of the relevant building was granted.

Article 6 (Projects to Support House Repair) The Mayor may provide administrative support as well as financial support within the budget, for any of the following projects to support house repair:

Article 6 (Designation of Zones for Supporting Improvement of House Performance)
(1) The Mayor may designate as a zone for supporting the improvement of house performance any of the following areas in which low-rise houses for which at least 20 years have passed after approval for use is granted account for at least 60%, following deliberation by a local urban regeneration committee under Article 8 of the Special Act on Promotion of and Support for Urban Regeneration:

Article 7 (Establishment and Operation of System for Comprehensive Information on House Repair) By establishing a system for comprehensive information on house repair, the Mayor may provide a variety of information to residents of low-rise residential areas and house repair companies. |
Article 7 (Projects to Support House Repair)
The Mayor may provide administrative support as well as financial support for any of the following projects to support house repair, in a zone for supporting the improvement of house performance: Provided, That financial support in areas other than the zones for supporting the improvement of house performance shall be limited to loans: <Amended by Ordinance No. 7090, Mar. 28, 2019>

Article 8 (Subsidization of Construction Expenses) The Mayor may subsidize residents of low-rise residential areas with construction expenses incurred in house repair, by granting them loans within 80 percent of the construction expenses. |
Article 8 (Establishment and Operation of System for Comprehensive Information on House Repair)
By establishing a system for comprehensive information on house repair, the Mayor may provide a variety of information to residents of low-rise residential areas or house repair companies.

Article 9 (Introduction of Low-Rise Housing Traceability System) To efficiently improve housing performance and reduce expenses incurred in maintaining and managing houses, the Mayor may introduce and support a housing traceability system that encompasses new construction of houses; the time, scope, details, and expenses of house repairs; information on construction companies; changes in legal relationship, etc. |
Article 9 (Proportion of Subsidy for Construction)
(1) Where the Mayor subsidizes house repair construction pursuant to Article 7, he or she may subsidize, in whole or in part, such construction; and where the Mayor subsidizes loans, he or she may grant the loans within 80 percent of the construction expenses.

Article 10 (Support for Exemplary House Repair Companies) (1) The Mayor and the heads of Gus may select and support exemplary house repair companies to improve the habitat environment of low-rise residential areas by fostering house repair companies.

Article 11 (Financial Resources) Financial resources necessary for implementing projects to support repair of houses in low-rise residential areas may be covered from using any of the following special accounts, etc., in addition to a general account:

Article 11 (Establishment and Operation of House Repair Support Centers)
The Mayor may establish a house repair support center to provide integrated administrative services, etc. regarding house repair for the residents of low-rise residential areas.

Article 12 (Relations with other Acts) Except as otherwise expressly provided for in other Acts or ordinances concerning the implementation of projects to support house repair, this Ordinance shall govern.

(1) The Mayor and the heads of Gus may select and support exemplary house repair companies to improve the living environment of low-rise residential areas by fostering house repair companies.

Financial resources necessary for implementing projects to support house repair in low-rise residential areas may be covered from using any of the following special accounts, etc., in addition to a general account:

Article 14 (Relationship to Other Statutes or Regulations)
Except as otherwise provided in other statutes, regulations, or Ordinances of the Seoul Government concerning the implementation of projects to support house repair, this Ordinance shall govern.
