SEOUL METROPOLITAN GOVERNMENT ENFORCEMENT RULE OF THE ORDINANCE ON AWARD OF HONORARY CITIZENSHIP
Partial Amendment No. 3855, Apr. 19, 2012 Partial Amendment No. 4320, Jan. 16, 2020

Article 1 (Purpose) The purpose of this Rule is to prescribe the matters delegated by the Seoul Metropolitan Government Ordinance on Award of Honorary Citizenship and matters necessary for the enforcement thereof. <Amended by Rule No. 3855, Apr. 19, 2012>

Article 2 (Definitions) (1) “An expatriate who renders distinguished service to Seoul Metropolitan Government administration" in Article 2 of the Seoul Metropolitan Government Ordinance on Award of Honorary Citizenship (hereinafter referred to as the "Ordinance") means any of the following persons: <Amended by Rule No. 3855, Apr. 19, 2012>
1. A person who has significantly enhanced the status of the Seoul Metropolitan Government (hereinafter referred to as the "Seoul Government") internally and externally;
2. A person who has significantly contributed to the improvement of citizens' living conditions or cultural activities;
3. A person who has significantly contributed to economic development of the Seoul Government;
4. A person who has significantly contributed to the introduction of advanced technology in a field of science or engineering.
(2) "A foreign guest" in Article 2 of the Ordinance means a foreign guest defined by Article 2 of the Seoul Metropolitan Government Rule on Reception of Foreign Guests. <Amended by Rule No. 3855, Apr. 19, 2012>
(3) "The head of a public organization" in Article 3 of the Ordinance means the head of a state agency or local government or the head of a corporation or organization the establishment of which has been authorized by the head of a state agency or local government. <Amended by Rule No. 3855, Apr. 19, 2012>

Article 2 (Definitions) (1) “An expatriate who renders distinguished service to Seoul Metropolitan Government administration" in Article 2 of the Seoul Metropolitan Government Ordinance on Award of Honorary Citizenship (hereinafter referred to as the "Ordinance") means any of the following persons: <Amended by Rule No. 3855, Apr. 19, 2012>
1. A person who has significantly enhanced the status of Seoul Metropolitan City (hereinafter referred to as the "City") internally and externally;
2. A person who has significantly contributed to the improvement of citizens' living conditions or cultural activities;
3. A person who has significantly contributed to economic development of the City;
4. A person who has significantly contributed to the introduction of advanced technology in a field of science or engineering.
(2) "A foreign guest" in Article 2 of the Ordinance means a foreign guest defined by Article 2 of the Seoul Metropolitan Government Rule on Reception of Foreign Guests. <Amended by Rule No. 3855, Apr. 19, 2012>
(3) "The head of a public organization" in Article 3 of the Ordinance means the head of a state agency or local government or the head of a corporation or organization the establishment of which has been authorized by the head of a state agency or local government. <Amended by Rule No. 3855, Apr. 19, 2012>

Article 3 (Recommendation of Candidates) A person who intends to recommend a candidate for honorary citizenship under Article 3 of the Ordinance shall submit a letter of recommendation in attached Form 1. <Amended by Rule No. 3855, Apr. 19, 2012>

Article 4 (Making of Certificates of Honorary Citizenship, etc.) (1) The sizes of a certificate of honorary citizenship, a certification of honorary citizenship, and a honorary citizenship medal under Article 5 (3) of the Ordinance are as specified in attached Tables 1 through 3. <Amended by Rule No. 3855, Apr. 19, 2012>
(2) In principle, the words in the certificate of honorary citizenship and the certification of honorary citizenship under paragraph (1) shall be written in both Korean and English but may be also written in both Korean and any foreign language other than English, if necessary. <Amended by Rule No. 3855, Apr. 19, 2012>

Article 4 (Making of Certificates of Honorary Citizenship, etc.) (1) The sizes of a certificate of honorary citizenship, an honorary citizenship card, and a honorary citizenship medal under Article 5 (3) of the Ordinance are as specified in attached Tables 1 through 3. <Amended by Rule No. 3855, Apr. 19, 2012>

Article 5 (Management of Honorary Citizens) Pursuant to Article 6 of the Ordinance, the Mayor shall enter and keep records of the award of honorary citizenship in attached Form 2. <Amended by Rule No. 3855, Apr. 19, 2012>

Article 6 (Notification of Cancellation of Honorary Citizenship) When the Mayor cancels the award of honorary citizenship under Article 7 of the Ordinance, he/she shall notify the awardee of the cancellation. <Amended by Rule No. 3855, Apr. 19, 2012>

Article 7 (Honorary Citizenship Award Committee) (1) When the Mayor appoints or commissions a person as a member of the Honorary Citizenship Award Committee under Article 8 (hereinafter referred to as the "Committee"), he/she shall present a letter of commissioning or a letter of appointment to the person in attached Form 3. <Amended by Rule No. 3855, Apr. 19, 2012>
(2) The chairperson shall represent the Committee and administer all affairs of the Committee.
(3) If the chairperson is unable to perform his/her duties due to a cause or event beyond control, an acting chairperson who shall act on behalf of the chairperson shall be elected from and among committee members.

Article 8 (Executive Secretary and Clerk) (1) The Committee shall have one executive secretary and one clerk. <Amended by Rule No. 3855, Apr. 19, 2012>
(2) The head of the division in charge shall serve as executive secretary, and the Grade-V official in charge shall serve as clerk. <Amended by Rule No. 3299, Mar. 15, 2003; Rule No. 3445, Jun. 23, 2005; Rule No. 3591, Dec. 26, 2007; Rule No. 3855, Apr. 19, 2012>
(3) The executive secretary shall execute administrative affairs of the Committee under the direction of the chairperson, and the clerk shall assist the executive secretary.

Article 9 (Operation of Meetings) (1) The Committee's meetings shall be convened by the chairperson whenever he/she deems necessary.
(2) A resolution on an item on the agenda of a meeting of the Committee shall be adopted with the attendance of a majority of current members and by affirmative votes of at least two-thirds of the members present at the meeting. <Amended by Rule No. 3855, Apr. 19, 2012>
(3) If the chairperson deems it necessary for examination, he/she may require a recommender to submit relevant documents, such as materials evidencing distinguished service of the candidate.

Article 10 (Minutes of Meeting) (1) The executive secretary of the Committee shall enter records of the following matters in the minutes of meeting and keep the minutes of meeting: <Amended by Rule No. 3855, Apr. 19, 2012>
1. The date, time, and place of meeting;
2. Names of committee members present;
3. A list and details of items on the agenda and resolutions thereon;
4. Other important matters.
(2) The executive secretary and the clerk shall affix their signatures and seals on the minutes of meeting under paragraph (1).
