Article 1 (Purpose)
The purpose of this Ordinance is to contribute to facilitation of social participation of person with developmental disabilities, to protect their rights, and to enable them to lead their lives in a humanely dignified manner, by prescribing matters necessary for guarantee of the rights of and the support for the persons with developmental disabilities residing in Seoul Metropolitan City in accordance with the Act on Guarantee of Rights of and Support for Persons with Developmental Disabilities.

Article 3 (Mayor's Responsibility)
The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall proactively promote comprehensive policies for welfare services for persons with developmental disabilities to guarantee their rights and to support them so that they can lead their lives in a humanely dignified manner.

All citizens shall respect persons with developmental disabilities and cooperate to improve the welfare of persons with developmental disabilities based on the principle of social integration.

Article 6 (Formulation, Implementation, etc. of Master Plans)
(1) The Mayor shall formulate and implement a master plan for guarantee of the rights of persons with developmental disabilities and provision of support for them (hereinafter referred to as "master plan") every five years.

Article 6-2 (Gathering Opinions from Persons with Developmental Disabilities, etc.)
When the Mayor plans to formulate a master plan under Article 6 and promote support projects under Article 7, he/she shall gather opinions from persons with developmental disabilities, and their parents or guardians. In such cases, the persons with developmental disabilities shall be provided with sufficient opportunities to state their opinions by means of communication suitable for them.

Article 8 (Designation of and Support for Lifelong Education Centers)
(1) In order to invigorate lifelong education for persons with developmental disabilities, the Mayor may designate lifelong education centers for persons with developmental disabilities among the lifelong education centers established or planned to be established.

Article 10 (Support Centers for Persons with Developmental Disabilities)
(1) The Mayor shall, under Article 33 (2) of the Act, establish Seoul Metropolitan Government support centers for persons with developmental disabilities which take charge of the services for protecting the rights of persons with developmental disabilities, provision of counseling for persons with developmental disabilities and their family members, etc. (hereinafter referred to as "support centers"). In such cases, the Mayor may establish support centers in autonomous Gus.

Article 11 (Entrustment)
(1) The Mayor may designate a public institution and entrust it with the operation of a support center under Article 41 (2) of the Act. In such case, the support center may be operated by being integrated with a local support center for children with disabilities referred to in Article 9 of the Act on Welfare Support for Children with Disabilities.

Article 13 (Establishment of Cooperation System)
In order to provide persons with developmental disabilities with comprehensive information services, the Mayor shall establish a continuous cooperation system with the organizations and facilities related to persons with developmental disabilities, medical institutions, judicial authorities, etc.
