Article 1 (Purpose) The purpose of this Ordinance shall be to enable present and future generations to enjoy a better life by saving resources and preserving the environment, as public institutions and citizens reduce the use of single-use products in response to the abrupt climate change.

Article 2 (Definitions) The terms used in this Ordinance are defined as follows:
1. The term "single-use products" refers to products under subparagraph 15 of Article 2 of the Act on the Promotion of Saving and Recycling of Resources (hereinafter referred to as the "Act"), such as cups, dishes, containers, chopsticks, which are designed to be used once for the same purpose;
2. The term "multi-use products" refers to products that could be used several times for the same purpose;
3. The term "public institutions" refers to what falls under any of the following items:
A. Main buildings, executive offices, and agencies of Seoul Metropolitan City (hereinafter referred to as the "City") under the Seoul Metropolitan Government Ordinance on the Establishment of Administrative Organizations;
B. Seoul Metropolitan Council; or
C. Local government-directly operated enterprises, public corporations, or public agencies established by the City in accordance with the Local Public Enterprises Act and institutions for which the City's mayor (hereinafter referred to as the "Mayor") acknowledges the use of single-use products shall be restricted among institutions to which investments or contributions are made in accordance with the Seoul Metropolitan Government Ordinance on the Operation of Agencies Invested or Funded by the Seoul Metropolitan Government.

Article 3 (Duties of the Mayor, etc.) (1) The Mayor shall establish and enforce policies which regard reducing the use of single-use products by public institutions and citizens.
(2) Public institutions and citizens shall actively cooperate on the City's policies to reduce the use of single-use products.
(3) The Mayor shall continue to educate and promote so that not only public institutions but also citizens may reduce the use of single-use products on a voluntary basis.

Article 4 (Establishment and Enforcement of Implementation Plan) (1) The Mayor shall establish, enforce, and evaluate an implementation plan for the reduction of the use of single-use products (hereinafter referred to as the "Implementation Plan") and reflect the result thereof in the Implementation Plan for the succeeding year.
(2) The Implementation Plan shall include the following:
1. Directives for implementing the policy to reduce the use of single-use products;
2. Matters regarding the survey under Article 5 herein;
3. Promotion and education to reduce the use of single-use products under Article 7 herein;
4. Matters regarding cooperation with relevant institutions; or
5. Other matters that the Mayor recognizes as necessary to reduce the use of single-use products.

Article 5 (Survey) (1) Every year, the Mayor may survey the rate at which single-use products are used by public institutions and disclose the results thereof online.
(2) The Mayor shall reflect on the results under paragraph (1) in evaluating the Implementation Plan under Article 4 and public institutions.

Article 6 (Restrictions, etc. on the Use of Single-Use Products) (1) Heads of public institutions shall not purchase or use single-use products in their office buildings or during indoor and outdoor meetings and events they organize.
(2) The Mayor may advise heads of institutions, organizations or districts, or not to use single-use products in any of the following cases:
1. Events or meetings held or hosted by institutions or organizations to which the City grants subsidies;
2. Events or meetings held or hosted by institutions or organizations consigned by the City;
3. Events or meetings held or hosted by heads of districts; or
4. Where the Mayor recognizes as necessary.
(3) Single-use products shall not be sold in funeral halls, sports facilities, etc. established or operated by public institutions. Citizens who use such halls, facilities, etc. shall minimize the use of single-use products. <Newly Inserted on Sep. 30, 2021>
(4) Notwithstanding paragraphs (1) through (3), where the Mayor recognizes as inevitable for public safety, disaster, etc., single-use products may be used or provided. <Amended on Sep. 30, 2021>
(5) The Mayor may cause apparatus, equipment, devices, etc. for cleaning or sterilizing multi-use products to be furnished in order to prevent sanitary problems from occurring in relation to their use. <Amended on Sep. 30, 2021>
(6) The Mayor shall advise public institutions not to compile a budget for the purchase of single-use products. <Amended on Sep. 30, 2021>

Article 7 (Education, Promotion, etc.) (1) The Mayor may promote the following projects to reduce the use of single-use products and promote the use of multi-use products:
1. Education and promotion in effect of indiscreet use of single-use products on the environment;
2. Promoting the use of multi-use products and abstaining from the use of single-use products; or
3. Other projects that the Mayor recognizes as necessary.
(2) Where private institutions or organizations promote any project falling under any of the subparagraphs of paragraph (1), the Mayor may support the project within the budget.

Article 8 (Revitalization of Public Participation) The Mayor shall encourage the citizens to voluntarily participate in civil monitoring, civil proposal, etc. and establish a system in which citizens and the government cooperate in order to strengthen the effectiveness of the policy to reduce the use of single-use products.

Article 9 (Citation) (1) The Mayor may award a citation to institutions, organizations, or individuals that markedly contribute to the policy regarding the reduction of the use of single-use products in accordance with the Seoul Metropolitan Government Ordinance on Citations.
(2) The Mayor may designate any of the following business as an outstanding circular economy business (hereinafter referred to as an "Outstanding Business");
1. Where a business place falling under Article 10(1) of the Act voluntarily reduces the use of single-use products other than the regulated items; or
2. Where a business place that does not fall under Article 10(1) of the Act voluntarily reduces the use of single-use products.
(3) The designation of Outstanding Business under paragraph (2) may be canceled in any of the following cases:
1. Where administrative fines are imposed against a violation of Article 10 of the Act; or
2. Where the Outstanding Business is not operated in accordance with its selection criteria.
(4) The Mayor may support the Outstanding Business selected in accordance with paragraph (1) with any of the following within the budget;
1. Promotion of the Outstanding Business; or
2. Other matters that the Mayor recognizes as necessary.

Article 10 (Enforcement Rules) Matters required to enforce this Ordinance shall be prescribed as rules.
