Article 1 (Purpose) The purpose of this Ordinance shall be to contribute to the fair and equal online lifelong education of Seoul citizens and narrow the educational gap for the vulnerable by prescribing measures to implement online lifelong education in accordance with the Lifelong Education Act.

Article 2 (Definitions) The terms used in this Ordinance are defined as follows:
1. The term "lifelong education" refers to educational activities under Article 2 (1) of the Lifelong Education Act;
2. The term "online lifelong education" refers to lifelong education provided through information and communication networks;
3. The term "online lifelong education system" refers to an information system that provides services to citizens through information and communication networks by integrating and linking various learning resources and knowledge information using digital technology;
4. The term "learning resources" refers to resources used by learners to promote learning, including various educational materials, learning content and services, and learning tools produced, owned, and managed by public institutions and private organizations;
5. The term "mentoring" refers to developing the capabilities and potential of learners (mentee) through learning guidance and emotional support from a person with experience, knowledge, and talent (mentor).

Article 3 (Relationship with Other Ordinances) Unless there are special provisions in other ordinances regarding online lifelong education, the provisions of this Ordinance shall be followed.

Article 4 (Duties of the Mayor) With regard to online lifelong education, the Mayor of Seoul Metropolitan City (hereinafter referred to as the “Mayor”) shall endeavor to provide fair and equal online lifelong education for Seoul citizens and to narrow the educational gap for the vulnerable.

Article 5 (Projects) (1) The Mayor may promote the following projects within the budget limit under Article 4:
1. Establishment, maintenance, repair, and management of an online lifelong education system for the efficient connection, utilization, and collection of learning resources for lifelong education;
2. Provision of various online education support services to narrow the educational gap for the vulnerable;
3. Provision of online services for lifelong education for each life cycle of citizens;
4. Other projects recognized by the Mayor as necessary for fair and equal online lifelong education.
(2) The Mayor may develop or rent learning content in any of the following ways within the budget to promote the project under paragraph (1):
1. Direct Development;
2. Rent of excellent learning content from corporations, institutions, organizations, etc. (hereinafter referred to as "corporations, etc.");
3. Joint development and utilization of learning content through exchanges with other corporations, etc.
(3) In order to promote the project under paragraph (1), the Mayor may subsidize part of the expenses within budgetary limits, as prescribed by Seoul Metropolitan Government Ordinance on the Management of Local Subsidies.

Article 6 (Operation of Online Lifelong Education System) (1) The Mayor shall endeavor to secure stable system quality control and appropriate quality levels, and to continuously develop services using new technologies so that citizens can conveniently use the online lifelong education system established pursuant to Article 5 (1) 1.
(2) The Mayor may process information falling under each of the following subparagraphs for the effective support of online lifelong education:
1. Various activity history information such as user basic information, structured and unstructured learning history, etc.;
2. Information such as tasks performed by users and evaluation results for those tasks;
3. Various statistics on the status of mentoring service use and information such as mentoring history and evaluation;
4. Counseling history and content information for personalized lifelong learning career design;
5. Other information necessary for the smooth operation of the online lifelong education system;
(3) Matters concerning the processing and protection of information of individuals, corporations, or organizations investigated or provided in the course of operating the online lifelong education system are subject to the Personal Information Protection Act and shall only be processed based on the relevant laws and this Ordinance.

Article 7 (Projects to Support Education for the Vulnerable) (1) Project promoted pursuant to Article 5 (1) 2 shall target children and adolescents between the ages of 6 and 24 among the following persons who are registered as residents and reside in Seoul:
1. Children and adolescents of households with a standard median income of 85% or less in accordance with Article 2, subparagraph (1)1 of the National Basic Living Security Act;
2. Children and adolescents of single-parent families who are eligible for support under Articles 5 and 5-2 of the Single-Parent Family Support Act and Article 3 of the Enforcement Decree of the Single-Parent Family Support Act;
3. Children and adolescents of multicultural families under Article 2 of the Multicultural Families Support Act;
4. Out-of-school youth under Article 2 of Act on the Support for Out-Of-School Youth;
5. Children or adolescents with at least one parent who is a North Korean defector under Article 2 (1) and Article 5 (2) of the North Korean Defectors Protection and Settlement Support Act;
6. Children and adolescents who are the third child or older of a multi-child family raising three or more children and are determined in order of children registered in the family relation register. However, in the case of remarried families, all biological children of both sides who are proven under the Resident Registration Act or Act On Registration of Family Relations shall be included in the number of children, but only if they are listed in the same household on the current resident registration;
7. Children and adolescents who fall under subparagraphs 1 and 2 of Article 3 of the Framework Act on Veterans Affairs, as well as oneself and one's spouse and children. However, for martyrs and patriots falling under subparagraphs 1 and 2 of Article 4 of the Act on the Honorable Treatment of Persons of Distinguished Service to Independence, they refer to children and adolescents corresponding to spouses, children, and grandchildren;
8. Other children and adolescents whom the Mayor recognizes as needing educational support.
(2) The content of support for persons eligible for support in paragraph (1) are as follows:
1. Course tickets and textbooks for online lifelong education system lectures;
2. Educational contents and experiential learning programs related to learning, career, schooling, employment, etc.;
3. Mentoring service for learning guidance and emotional support;
4. Other services recognized by the Mayor as necessary to bridge the educational gap for the vulnerable.
(3) Necessary matters such as support criteria, support timing, and support method for persons eligible for support in paragraph (1) shall be determined separately by the Mayor.

Article 8 (Fact-Finding Research) (1) For efficient operation of projects under Article 5 (1) and promotion of policies by collecting citizens' opinions, the Mayor may conduct fact-finding research on the current status of educational gaps among the vulnerable and citizens' online lifelong education. In this case, gender shall be considered in accordance with Article 17, paragraph (1) of the Framework Act On Gender Equality.
(2) The Mayor may entrust the fact-finding research under paragraph (1) to corporations or specialized institutions.

Article 9 (Joint Utilization and Establishment of Cooperation System) (1) The Mayor may jointly utilize learning resources possessed by government agencies, public institutions, and the private sector and promote various cooperative projects.
(2) The Mayor may support the joint use of some functions of the online lifelong education system by other local governments, public institutions, and the private sector.

Article 10 (Public Relations for Activation of Use, etc.) (1) The Mayor may promote public relations to activate the use of the online lifelong education system.
(2) The Mayor may operate special programs such as citizen participation events for the efficient promotion of public relations under Paragraph (1) and may award or give prizes to participants.

Article 11 (Commendation) The Mayor may award commendations according to the Seoul Metropolitan City Ordinance on Commendation to individuals or groups recognized for their contributions in relation to the matters set forth in this Ordinance.

Article 12 (Enforcement Rule) Measures necessary to enforce this Ordinance shall be prescribed by rule of the Seoul Government.

This Ordinance shall enter into force on the date of its promulgation.
