SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE OPERATION OF ONLINE LIFELONG EDUCATION

Article 1 (Purpose)
The purpose of this Ordinance shall be to contribute to the fair and equal online lifelong education of Seoul citizens and narrow the educational gap for the vulnerable by prescribing measures to implement online lifelong education in accordance with the Lifelong Education Act.

Article 2 (Definitions)
The terms used in this Ordinance are defined as follows:

Article 3 (Relationship with Other Ordinances)
Unless there are special provisions in other ordinances regarding online lifelong education, the provisions of this Ordinance shall be followed.

Article 4 (Duties of the Mayor)
With regard to online lifelong education, the Mayor of Seoul Metropolitan City (hereinafter referred to as the “Mayor”) shall endeavor to provide fair and equal online lifelong education for Seoul citizens and to narrow the educational gap for the vulnerable.

Article 5 (Projects)
(1) The Mayor may promote the following projects within the budget limit under Article 4:

Article 6 (Operation of Online Lifelong Education System)
(1) The Mayor shall endeavor to secure stable system quality control and appropriate quality levels, and to continuously develop services using new technologies so that citizens can conveniently use the online lifelong education system established pursuant to Article 5 (1) 1.

Article 7 (Projects to Support Education for the Vulnerable)
(1) Project promoted pursuant to Article 5 (1) 2 shall target children and adolescents between the ages of 6 and 24 among the following persons who are registered as residents and reside in Seoul:

Article 8 (Fact-Finding Research)
(1) For efficient operation of projects under Article 5 (1) and promotion of policies by collecting citizens' opinions, the Mayor may conduct fact-finding research on the current status of educational gaps among the vulnerable and citizens' online lifelong education. In this case, gender shall be considered in accordance with Article 17, paragraph (1) of the Framework Act On Gender Equality.

Article 9 (Joint Utilization and Establishment of Cooperation System)
(1) The Mayor may jointly utilize learning resources possessed by government agencies, public institutions, and the private sector and promote various cooperative projects.

Article 10 (Public Relations for Activation of Use, etc.)
(1) The Mayor may promote public relations to activate the use of the online lifelong education system.

Article 11 (Commendation)
The Mayor may award commendations according to the Seoul Metropolitan City Ordinance on Commendation to individuals or groups recognized for their contributions in relation to the matters set forth in this Ordinance.

Article 12 (Enforcement Rule)
Measures necessary to enforce this Ordinance shall be prescribed by rule of the Seoul Government.
