Article 1 (Purpose) The purpose of this Ordinance is to help improve on the welfare of families with household member with disability by prescribing matters necessary to improve the qualify of life and lead a stable life by such families who reside in the Seoul Metropolitan City under Article 30-2 of the Act on Welfare of Persons with Disabilities.

Article 2 (Definitions) 1. The term person with disability means a person who has an address and resides in the Seoul Metropolitan City and falls under Article 2 of the Act on Welfare of Persons with Disabilities (hereinafter referred to as the Act).
2. The term family with household member with disability means a person who shares the living accommodation or residence with a person with disability under Article 779 of the Civil Act.

Article 3 (Duties of the Mayor) The Mayor of Seoul Metropolitan City (hereinafter referred to as the Mayor) shall formulate and enforce the comprehensive policy so that members of families with household member with disability could lead a stable family life.

Article 4 (Formulation of Plan for Support of Families with Household Member with Disability) (2) The Support Plan under paragraph (1) above shall include the following:
1. Goal and direction of the policy for support of families with household member with disability;
2. Development and promotion of the policy for support of families with household member with disability;
3. Building of the system to cooperate with the related agencies for support of families with household member with disability;
4. Plan for the operation of agencies that implement the project for support of families with household member with disability under Article 5; and
5. Other matters necessary to support families with household member with disability.

Article 4-2 (Support Project) 1. Project that supports the care and rest of families with household member with disability;
2. Project that improves the understanding and awareness of families with household member with disability;
3. Project that manages the cases of families with household member with disability;
4. Project to counsel and empower families with household member with disability;
5. Project that develops the program to support families with household member with disability and provides information; or
6. Other projects that the Mayor recognizes as necessary.

Article 5 (Designation, etc. of Execution Agency) (2) The Mayor may revoke the designation, where the Implementing Agency falls under any of the following subparagraphs: Provided, That the designation shall be revoked, where the Implementing Agency falls under subparagraph 1:
1. Where the Implementing Agency has obtained the designation through fraud or other improper means;
2. Where the Implementing Agency does not meet the criteria, follow the procedures, etc. for the designation under Article 30-2 (4) of the Act; or
3. Where the Implementing Agency unjustifiably fails to implement the project to support families with household member with disability.
(3) The Mayor shall hold a hearing, during which the designation shall be revoked under paragraph (2) above.

Article 5-2 (Support Center for Families with Household Member with Disability) (2) Matters concerning the establishment and operation of the Center shall be prescribed separately by the Mayor.

Article 6 (Support Committee for Families with Household Member with Disability) 1. Matters concerning the establishment and enforcement of the support plan under Article 4;
2. Matters concerning the improvement of the system to support families with household member with disability; or
3. Other matters that a chairperson recognizes as necessary to support families with household member with disability.
(2) The Committee's functions under paragraph (1) above shall be substituted with the Seoul Metropolitan City Committee for the Welfare of Persons with Disabilities under the Seoul Metropolitan Government Ordinance on the Committee for Welfare of Persons with Disabilities.

Article 7 (Building of Cooperation System) [This Article Newly Inserted on Jul. 18, 2023]
