Article 1 (Enforcement Date) This Ordinance shall enter into force on the date of its promulgation.

Article 2 (Applicability to Dismissal of Members) The revised provision for dismissal of members shall be applied even to members commissioned in various committees, at the time when this Ordinance is promulgated. In such cases, for members commissioned before the date of promulgation of this Ordinance, an annual attendance rate from the date of promulgation shall be applied until their terms of office expire.

Article 3 (Duties of the Mayor)

Article 4 (Opening and Closure) 1. January 1, Seollal, and Chuseok
2. Every Monday (where Monday is a public holiday, the following day shall be a date of closure); or
3. Where the Mayor recognizes as necessary.

Article 5 (Fees) (2) Notwithstanding paragraph (1) above, fees may be collected from those who use it for exhibitions, performances, events, etc. planned by the Mayor or held by the venue renter: Provided, That where a person who paid the fees cancels his/her use, the fees shall be returned.
(3) The fees under paragraph (2) above may be set according to the nature, details, or scale of exhibition, performance, event, etc. through consultation of the operation advisory committee of Nodeulseom Cultural Complex under Article 14.

Article 6 (Parking Fees) (2) The criteria for charging parking fees under paragraph (1) above shall be as illustrated in [Attached Table 2]: Provided, That matters not prescribed by this Ordinance shall be governed by [Attached Table 1] of the Seoul Metropolitan Government Ordinance on the Establishment and Management of Parking Lots.

Article 7 (Prohibition of Use) 1. Person who disrupts or may disrupt the use of others; or
2. Person whom the Mayor recognizes as necessary to prohibit the use to protect facilities and works or maintain order, etc.

Article 8 (Permission for Venue Rental) (2) A venue renter shall not assign or sublet his/her rights without the prior approval of the Mayor.
(3) The Mayor may revoke the permission for venue rental or suspend its use in the following cases:
1. Where a venue renter violates the permitted purposes or fails to pay the venue rent until its designated date; or
2. Where the Mayor recognizes as necessary to restrict its use due to the safety of users and the maintenance of facilities.

Article 9 (Venue Rent) (2) The Seoul Metropolitan Government Rule on the Financial Management shall apply mutatis mutandis to matters not prescribed by this Ordinance concerning the accounting procedures, as to collection, return, etc. of the venue rent. <Amended on Sep. 30, 2021>
(3) Where a venue renter cancels a venue rental, the paid venue rent shall be returned under the venue rental terms and conditions.

Article 10 (Reduction or Exemption of Venue Rent, etc.) 1. Exempt where the Seoul Metropolitan City holds or supervises;
2. Reduce by 50% where the State or local government holds or supervises; or
3. Reduce by 50% where the Mayor recognizes as necessary for public interests, such as the promotion of culture and arts.

Article 11 (Rules to be Observed by Venue Renter)

Article 12 (Compensation and Indemnification of Damages) (2) Where the facility or equipment of the Nodeulseom Cultural Complex is damaged due to a venue renter's failure to fulfill the duty of management during a period of venue rental, the venue renter shall indemnify or restore the facility or equipment to its original state.

Article 13 (Criteria for Venue Rental, etc.)

Article 14 (Establishment and Function of the Operation Advisory Committee of Nodeulseom Cultural Complex) 1. Matters concerning the basic direction for the operation and development of the Nodeulseom Cultural Complex;
2. Matters concerning the formulation and promotion of a project plan for the Nodeulseom Cultural Complex;
3. Matters concerning the criteria for use, such as venue rent, of the Nodeulseom Cultural Complex; or
4. Other matters that the Mayor recognizes as necessary for the efficient operation and management of the Nodeulseom Cultural Complex.

Article 15 (Organization of the Committee) (1) The Committee shall be composed of 10 to 15 members, including 1 chairperson and 1 vice-chairperson.
(2) The Committee members shall be either appointed or commissioned by the Mayor from among persons that fall under any of the following subparagraphs:
1. Person with sufficient knowledge and experience in the performance planning, exhibition planning, and other specialized fields related to culture and arts;
2. Member of the Seoul Metropolitan Council recommended by the Seoul Metropolitan Council;
3. Head of division in charge of the Nodeulseom Cultural Complex;
4. Representative of a trustee of the Nodeulseom Cultural Complex; or
5. Other person recognized by the Mayor as necessary for the operation of the Nodeulseom Cultural Complex.
(3) The chairperson and the vice-chairperson shall be elected from among members.
(4) The term of office of members shall be 2 years and such members may serve consecutive terms only once: Provided, That the term of office of a supplementary member shall be the remaining term of office of the preceding member.
(5) Notwithstanding paragraph (3) above, the Mayor may dismiss a member even before his/her term of office expires under Article 8-2 of the Seoul Metropolitan Government Ordinance on the Establishment and Operation of Various Committees.

Article 16 (Duties of Chairperson, etc.) (2) The vice-chairperson shall assist the chairperson; where the chairperson cannot perform his/her duties due to unavoidable reasons, the vice-chairperson shall become the acting chairperson.

Article 17 (Meetings) (2) Where the chairperson convenes a meeting, he/she shall notify in writing each member of the date and time, place and agenda of the meeting no later than 15 days before the meeting is held. <Amended on Jul. 24, 2023>
(3) The Committee meetings shall begin when a majority of registered members are present and resolved by vote of a majority of the members present.
(4) No member shall participate in deliberations relating to matters in which he/she has an interest.

Article 18 (Allowances)

Article 19 (Entrustment of Operation and Management) (2) A party to whom the operation and management of the Nodeulseom Cultural Complex is entrusted under paragraph (1) above shall obtain approval from the Mayor for detailed provisions, such as hours of use, date of closure, permission for use and profit, and venue rental. The same shall apply where such a party intends to modify the detailed provisions.
(3) Unless stipulated by this Ordinance, matters concerning procedures, method, etc. for entrustment of the operation and management of the Nodeulseom Cultural Complex shall be governed by the Seoul Metropolitan Government Ordinance on the Private Consignment of Administrative Affairs.
