Article 1 (Purpose) The purpose of this Ordinance is to contribute to the establishment of a foundation for international cultural exchange and the promotion of mutual cultural understanding by regulating matters delegated by the International Cultural Exchange Promotion Act and matters necessary for the promotion of international cultural exchange in Seoul Metropolitan City.

Article 2 (Definitions) The term “international cultural exchange” used in this Ordinance shall be in accordance with Article 2 of the International Cultural Exchange Promotion Act (hereinafter referred to as the “Act”).

Article 3 (Responsibilities of the Mayor) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall establish and implement comprehensive policies to promote international cultural exchange and prepare administrative and financial support measures necessary for promoting international cultural exchange.

Article 4 (Establishment and Implementation of a Promotion Plan) The Mayor shall establish and implement the Seoul Metropolitan City International Cultural Exchange Promotion Plan (hereinafter referred to as the “promotion plan”) annually pursuant to Article 7 of the Act.

Article 5 (Setting up of a Council on International Cultural Exchange, Etc.) (1) The Mayor may establish the Seoul Metropolitan City Council on International Cultural Exchanges (hereinafter referred to as the “Council”) to discuss the promotion of international cultural exchanges.
(2) The Council shall deliberate on the following matters.
1. Matters concerning the establishment and enforcement of the promotion plan
2. Matters concerning cooperation, division of roles, and coordination related to the international cultural exchange policy of Seoul Metropolitan City (hereinafter referred to as the “City”)
3. Other matters deemed necessary by the Chairperson of the Council to promote international cultural exchange in the City and submitted to a meeting
(3) The Council shall be composed of no more than twenty (20) members, including one (1) Chairperson.
(4) The members of the Council shall be appointed or commissioned by the Mayor from among the following persons.
1. Public official in charge of international cultural exchange in a city or autonomous Gu
2. Experts and international cultural exchange officials with extensive knowledge and experience in international cultural exchange in the city
(5) The term of office of the commissioned members shall be two (2) years, and they may be re-commissioned only once. However, the term of office of a supplementary member shall be the remaining term of office of the predecessor. <Amended on Dec. 29, 2023>
(6) Except for what is stipulated in this Ordinance regarding the composition and operation of the Council, the Seoul Metropolitan Government Ordinance on the Establishment and Operation of Various Committees shall apply. <Amended on Dec. 31, 2020>

Article 6 (Projects) 1. Projects to establish a foundation for promoting international cultural exchange
2. Projects to promote international cultural exchange between an autonomous Gu and the private sector
3. Projects to train professionals to promote international cultural exchange
4. Distribution projects of information related to international cultural exchange
5. Other projects recognized or deemed necessary by the Mayor to promote international cultural exchange

Article 7 (Training of Specialized Human Resources) (1) The Mayor shall establish necessary policies to foster specialized human resources related to international cultural exchange.
(2) The Mayor may implement the following projects to support education, training, research, and other activities of professionals related to international cultural exchange.
1. Support for the development of programs and teaching materials necessary for training specialized human resources
2. Support for education, training, research, etc. necessary for training specialized human resources
3. Other support projects recognized or deemed necessary by the Mayor for training specialized human resources

Article 8 (Support for Expenses) 1. Research and academic projects and activities of related organizations and academic societies to promote international cultural exchange
2. Maintenance and management of related facilities for promoting international cultural exchange
3. Other projects and activities deemed necessary by the Mayor to promote international cultural exchange

This Ordinance shall enter into force on the date of its promulgation.
