Article 1 (Purpose) The purpose of this Ordinance is to contribute to the development of culture and arts and to improve the quality of cultural life of citizens by establishing the necessary matters to promote support for the cultural and artistic fields in Seoul Metropolitan City.

Article 2 (Definitions) 1. “Culture and arts” refers to culture and arts as defined in Article 2, Paragraph 1, subparagraph 1 of the Culture and Arts Promotion Act and national heritage as defined in Article 3, Paragraph 1 of the Framework Act on National Heritage.
2. “Sponsorship of culture and arts” refers to any act of voluntarily transferring, using, providing, or otherwise assisting with material or human resources for the development of culture and arts.
3. “Cultural arts sponsorship intermediary organization” refers to a non-profit corporation or organization that performs cultural arts sponsorship-related work, such as mediating or supporting cultural arts sponsorship, and is an organization pursuant to Article 5, Paragraph 1 of the Act on Revitalization of Support for Culture and Arts.

Article 3 (Duties of the Mayor) (1) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall establish necessary policies to revitalize support for the cultural and artistic community and actively encourage activities of citizens to foster a culture of support for the cultural and artistic community.
(2) The Mayor shall endeavor to expand mutual exchanges with cultural and artistic organizations, various social groups, corporations, and other corporations and organizations, and to establish a cooperative system in order to foster a culture of cultural and artistic sponsorship and to promote sponsorship.

Article 4 (Support of Expenses) (1) In order to foster cultural and artistic support, the Mayor may support the expenses necessary for the following projects within the scope of the budget.
1. Development and research of programs to promote cultural and artistic support
2. Development and promotion of programs to foster and establish cultural support and arts culture
3. Establishment of a cooperative system to promote cultural and artistic support
4. Any other matters deemed necessary to promote cultural and artistic support and foster a culture of support
(2) The procedures and methods for supporting expenses pursuant to Article 1 shall be in accordance with the Seoul Metropolitan Government Ordinance on the Management of Local Subsidies.

Article 5 (Promotion and Support of Cultural and Arts Sponsorship Intermediary Organizations) (1) The Mayor may foster and support cultural and artistic sponsorship intermediary organizations to promote cultural and artistic sponsorship.
(2) The Mayor may support all or part of the expenses necessary for the operation of a cultural arts sponsorship organization within the scope of the budget.
(3) The procedures and methods for supporting expenses pursuant to Article 2 shall be in accordance with the Seoul Metropolitan Government Ordinance on the Management of Local Subsidies.

Article 6 (Awards) The Mayor may award prizes to individuals, corporations, or organizations that participate in cultural and artistic sponsorship or have made outstanding contributions to sponsorship projects.

Article 7 (Enforcement Rule)

This Ordinance shall enter into force on the date of its promulgation.
