SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON INTERNATIONAL DEVELOPMENT COOPERATION
Enactment No. 9471, Jan. 03, 2025

Article 1 (Purpose) The purpose of this Ordinance is to prescribe the matters necessary for Seoul Metropolitan Government international development cooperation under the Framework Act on International Development Cooperation so as to ensure effective achievement of the goals of its international development cooperation policy.

Article 2 (Definition) The definitions of the terms used in this Ordinance shall be as follows:
1. "Private sector" refers to a non-governmental organization such as an institution, organization, or corporation that performs international development cooperation projects and is not part of a state or local government.
2. The definitions of the terms used in this Ordinance, other than that provided in the foregoing subparagraph 1, shall be as defined in the Framework Act on International Development Cooperation.

Article 3 (Responsibilities of the Mayor) (1) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall actively promote policies and projects necessary for international development cooperation so as to ensure the continuous implementation and efficient promotion of international development cooperation.
(2) The Mayor shall make concerted efforts to enhance the effects of international development cooperation projects through an organized promotion of international development cooperation in collaboration with the relevant parts of the private sector, etc.

Article 4 (Formulation of an International Development Cooperation Implementation Plan) The Mayor shall formulate an “international development cooperation implementation plan, etc.,” including annual promotional strategies and project plans, etc. for international development cooperation.

Article 5 (Areas Eligible for International Development Cooperation) The following areas are eligible for international development cooperation projects:
1. A municipal international exchange area that is also a country eligible for external official development assistance (ODA);
2. A developing country that is not a municipal international exchange area and is included on the list of recipients of development assistance drawn up by the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD);
3. Overseas areas that are struck by an unforeseen disaster and deemed to be in need of aid;
4. Areas of overseas Koreans residence necessary for the establishment of ethnic identity;
5. Other areas deemed necessary by the Mayor.

Article 6 (Scope of International Development Cooperation Projects) The Mayor may promote the following international development cooperation projects:
1. Official development assistance projects;
2. Development consulting projects;
3. Overseas volunteer group dispatch and international talent training projects;
4. Training and education by invitation of overseas municipal public officials;
5. Expert dispatch and technical cooperation projects;
6. Humanitarian assistance;
7. Cooperative projects with international organizations, relevant domestic and foreign institutions, organizations, corporations, etc.;
8. Assistance for students and trainees from overseas municipalities (including scholarship assistance);
9. Promotion and support for policy-sharing projects with overseas municipalities;
10. Other projects deemed by the Mayor to be a part of international development cooperation.

Article 7 (Laying the Foundations for International Development Cooperation) The Mayor may promote the following projects in order to lay the foundations for international development cooperation:
1. Investigation and research on international development cooperation;
2. International exchanges of experts and information pertaining to international development cooperation;
3. Education and training aimed at fostering international development cooperation experts;
4. Public relations for the participation of corporations and citizens in international development cooperation;
5. Other matters deemed necessary to lay the foundations for international development cooperation.

Article 8 (Entrustment of Affairs) (1) The Mayor may entrust all or part of project operation affairs to public institutions, private organizations, etc. for the efficient promotion of projects under Articles 6 and 7.
(2) The Mayor, in entrusting duties as provided under the foregoing paragraph (1), may subsidize the necessary expenses within the available budget.
(3) For matters not determined in this Ordinance, the entrustment of affairs under paragraph (1) shall be handled in accordance with the Seoul Metropolitan Government Ordinance on the Entrustment of Administrative Affairs to the Private Sector.

Article 9 (Support) (1) The Mayor may provide the private sector, etc. engaged in activities that conform with the scope of projects as prescribed in Article 6 herein with the administrative and financial support necessary for international development cooperation projects.
(2) To promote the projects in paragraph (1), the Mayor may make use of the Seoul Metropolitan City International Development Fund in compliance with Article 6 of the Seoul Metropolitan Government Ordinance on the Establishment and Management of the International Development Cooperation Fund.

Article 10 (Establishment of Cooperative Systems) The Mayor shall make efforts to promote and strengthen cooperation with central government agencies, public institutions, international organizations, overseas governments and organizations, etc. for the promotion of international development cooperation.

Article 1 (Enforcement Date) This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Transitional Measures) Entrustment to the private sector and MOUs concluded under regulations in force prior to the time of enforcement of this Ordinance shall be deemed to have been concluded under this Ordinance.
