SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON ESTABLISHMENT AND OPERATION OF SIGN LANGUAGE INTERPRETATION CENTERS

Article 1 (Purpose) The purpose of this Ordinance is to prescribe matters concerning the establishment and operation of sign language interpretation centers (hereinafter referred to as "centers") in the Seoul Metropolitan Government pursuant to the Act on Welfare of Persons with Disabilities.

Article 2 (General Principle of Management and Operation) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") or a person to whom the management and operation (hereinafter referred to as "operation") of a sign language interpretation center is entrusted by the Mayor (hereinafter referred to as "trustee") shall manage and operate it in conformity with the purposes of its establishment.

Article 3 (Eligible Users) The persons registered as the hearing-impaired or speech-impaired in the area where a center is situated shall be eligible for preferential use of the center, but a person referred to in any of the following subparagraphs may be permitted to use a center upon receipt of a request from such person:
1. A person registered as the hearing-impaired or speech-impaired in any area adjacent to the area where the center is situated;
2. A major government office in the area, in cases where it needs to communicate, for an official purpose, with a civil petitioner with a hearing or speech impairment;
3. An ordinary individual who needs to communicate, for any other purpose, with a hearing-impaired or speech-impaired person.

Article 4 (Scope of Service) The Mayor or a trustee shall provide sign language interpretation service, as requested by individuals and public organizations, and interpretation service for enhancing rights, interests, and welfare of hearing-impaired or speech-impaired persons.

Article 5 (Organization of Centers) (1) A center shall be established in each autonomous Gu.
(2) In principle, the number of personnel in each center shall be five persons, including the head of the center and four sign language interpreters.
(3) If the Mayor deems it necessary, he/she may adjust the number of personnel of each center under paragraph (2).

Article 6 (Business of Centers) (1) The head of each center shall represent the center and administer all business affairs of the center.
(2) Sign language interpreters shall provide sign language interpretation service and develop programs for performing interpretation service.

Article 7 (Establishment and Operation of Steering Committee) (1) Each center shall establish and operate a steering committee (hereinafter referred to as the "Committee").
(2) The Committee shall be composed of not less than five but not more than ten members, including the chairperson and the head of the relevant facility.
(3) Committee members shall be appointed or commissioned by the Mayor with recommendation of the head of each facility, from among the following persons:
1. Representatives of users of the facility (or representatives of local disabled people) or representatives of guardians of users of the facility;
2. The president of the corporation (the corporation entrusted with operation);
3. Relevant public officials;
4. Other persons who have abundant expertise and experience in operation of facilities.

Article 8 (Election and Term of Office of Chairperson) (1) The chairperson of the Committee shall be elected by and from among committee members.
(2) The term of office of the chairperson and committee members shall be three years but may be renewed consecutively only once, and the term of office of a committee member commissioned to fill a vacancy shall correspond to the remaining term of office of his/her predecessor.

Article 9 (Matters subject to Deliberation by Committee) The Committee shall deliberate on the following matters:
1. Formulation and evaluation of management plans;
2. Development and evaluation of social welfare programs;
3. Improvement of working conditions of workers in each facility;
4. Improvement of the environment for use by users of each facility;
5. Cooperation between the facility and local communities;
6. Other matters tabled by the chairperson for deliberation.

Article 10 (Subsidization of Budget) The Mayor may subsidize each center for expenses incurred in establishing and operating the center.

Article 11 (Enforcement Rule) Matters necessary for the enforcement of this Ordinance shall be prescribed by rule.

ADDENDUM
This Ordinance shall enter into force on the date of its promulgation.
