SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON JUVENILE ACTIVITY PROMOTION

Article 1 (Purpose) The purpose of this Ordinance is to provide for matters necessary to expand and proactively promote opportunities for juveniles to participate in activities so that they grow up to be world citizens by strengthening their ability to lead a self-directed life and enhancing democratic life.

Article 2 (Definitions of Terms) The definitions of terms used in this Ordinance shall be as follows:
1. "Juveniles" means juveniles under subparagraph 1 of Article 3 of the Framework Act on Juveniles;
2. "Juvenile activities" means juvenile activities under subparagraph 3 of Article 3 of the Framework Act on Juveniles;
3. "Juvenile activity facilities" means facilities under Article 10 of the Juvenile Activity Promotion Act, which are provided for juvenile activities, such as juvenile training activities, juvenile interchange activities and juvenile cultural activities.

Article 3 (Formulation, etc. of Action Plan for Promotion of Juvenile Activities) (1) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall formulate an action plan (hereinafter referred to as "action plan") for the promotion of juvenile activities every year.
(2) An action plan shall include the following:
1. Analysis and evaluation on the previous action plans;
2. Research on the promotion of juvenile activities and the formulation of a plan for the promotion thereof;
3. Implementation of surveys on demand concerning the promotion of juvenile activities;
4. Surveys on the current status of juvenile activity facilities and information management;
5. Connection among institutions and facilities related to juvenile activities and the management of support for joint projects among them;
6. Securing of organizations that support juvenile activities and the management of support therefor;
7. Matters concerning the procurement of funds for the promotion of juvenile activities;
8. Other matters deemed necessary for the promotion of juvenile activities.
(3) The Mayor shall analyze and evaluate performance achieved based on the action plan of the preceding year and report the result thereof to the competent standing committee of the Seoul Metropolitan Council. <Newly Inserted by Ordinance No. 5876, May 14, 2015>
(4) The Mayor shall reflect the result of analysis and evaluation under paragraph (3) in the action plan of the following year. <Newly Inserted by Ordinance No. 5876, May 14, 2015>

Article 4 (Seoul Municipal Youth Work Center) (1) The Mayor may establish and operate the Seoul Municipal Youth Work Center under Article 7 of the Juvenile Activity Promotion Act for the promotion of juvenile activities.
(2) The Seoul Municipal Youth Work Center shall perform the following activities:
1. Development and dissemination of programs for juvenile activities;
2. Revitalization of juvenile activities;
3. Providing information concerning juvenile activities;
4. Providing places, equipment, etc. necessary for juvenile activities;
5. Education and advertising for safe juvenile activities;
6. Support for juvenile activity festivals;
7. Other activities necessary for the promotion of juvenile activities.

Article 5 (Securing, etc. of Juvenile Activity Facilities) (1) The Mayor shall endeavor to secure facilities, such as exclusive spaces or special experience spaces, where juveniles may gain easy access at any time and enjoy leisure and experience for their balanced growth.
(2) The Mayor shall endeavor to open and utilize public facilities to secure juvenile activity facilities.

Article 6 (Creation of Juvenile Street) The Mayor may create a juvenile street so that juveniles may usually enjoy and experience activities.

Article 7 (Juvenile Activity Day) (1) The Mayor may designate Juvenile Activity Day to expand interest and participation in juvenile activities.
(2) The Mayor shall endeavor to hold events, etc. meeting the purpose of Juvenile Activity Day.

Article 8 (Financial Subsidization to Non-governmental Organizations, etc.) (1) The Mayor may subsidize expenses within the budgetary limits to corporations or organizations that implement projects to support or revitalize juvenile activities: Provided, That corporations or organizations in this Article means juvenile organizations under subparagraph 8 of Article 3 of the Framework Act on Juveniles, and non-governmental organizations under the Assistance for Non-profit, Non-governmental Organizations Act.
(2) Where any person who has received a subsidy falls under any of the following, the Mayor may require him/her to return all or some of such subsidy:
1. Where he/she uses the subsidy for the purposes other than the purpose of the subsidy;
2. Where he/she suspends the relevant project in whole or in part;
3. Where he/she is deemed to be unable to achieve the purpose of the relevant project;
4. Where he/she commits fraud or gross negligence in relation to the relevant project.

Article 9 (Establishment of Cooperation System) To revitalize juvenile activities, the Mayor shall endeavor to maintain cooperation with the Seoul Metropolitan Office of Education, autonomous Gus, schools at all levels and the private sector.

Article 10 (Enforcement Rules) Matters necessary for the enforcement of this Ordinance shall be prescribed by rule.

ADDENDUM
This Ordinance shall enter into force on the date of its promulgation.
