SEOUL METROPOLITAN CITY ORDINANCE ON ESTABLISHMENT AND OPERATION OF PUBLIC HEALTH CARE SUPPORT MISSION
Article 1 (Purposes)
This Ordinance is enacted to provide for matters necessary to operate the Public Health Care Support Mission of Seoul Metropolitan City pursuant to Article 22 of the Public Health and Medical Services Act and Article 17 of the Enforcement Rule of the aforesaid Act.
Article 2 (Establishment and Operation of Public Health Care Support Mission)
The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall establish and operate the Public Health Care Support Mission of Seoul Metropolitan City (hereinafter referred to as the "Support Mission") to conduct affairs concerning support for the formulation and implementation of policies on public health care, technical support to public health care institutions, the revitalization of networks among health care resources, etc. of Seoul Metropolitan City.
Article 3 (Functions)
The Support Mission shall conduct affairs provided for in the following subparagraphs:
Article 4 (Entrusted Operation)
(1) The Mayor may entrust the operation of the Support Mission to a public institution having expertise in public health care, such as a public health care institution, to effectively operate the Support Mission.
Article 5 (Approval of Business Plan and Reporting of Business Performance)
(1) Where the Mayor entrusts the operation of the Support Mission to a public institution, the Support Mission shall formulate a business plan for the relevant year by no later than one month before each fiscal year begins, and obtain approval of the business plan from the Mayor.
Article 6 (Conducting of Education and Training, etc.)
The Support Mission shall develop an integrated education system and administer programs on education and training intended for employees working with institutions providing public health care services.
Article 7 (Requests to Provide Cooperation regarding Data, etc.)
(1) Where necessary to support the formulation and implementation of policies on public health care, the Support Mission may request the heads of public health care institutions to provide necessary cooperation, such as relevant data.
Article 8 (Direction and Supervision)
(1) Where necessary, the Mayor may require the Support Mission to report the current status of the operation thereof, and a public official under his/her authority or a person whom he/she designates, to verify and inspect its affairs.
Article 9 (Division of Accounting)
Where the Mayor entrusts the operation of the Support Mission to a public institution pursuant to Article 4 (1), the public institution entrusted with the operation thereof shall establish a separate account for the business and operation of the Support Mission, and treat the account clearly seperately from other accounting.
Article 10 (Subsidizing Expenses)
The Mayor may subsidize expenses incurred in the operation of the Support Mission within budgetary limits.
Article 11 (Rules)
Matters necessary for the enforcement of this Ordinance shall be prescribed by the Rules.
