SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON ESTABLISHMENT AND OPERATION OF OPTIMAL GALLERY FOR THE PERSONS WITH DISABILITIES
Article 1 (Purpose)
The purpose of this Ordinance is to prescribe matters necessary for establishment and operation of a gallery for the persons with disabilities which provides them with the most suitable viewing environment in performance venues operated by Seoul Metropolitan Government (hereinafter referred to as "City"), in order to substantially guarantee the right of access to persons with disabilities under Article 4 of the Act on Guarantee of Promotion of Convenience for Persons with Disabilities, the Aged, Pregnant Women, etc.
Article 2 (Definition)
The definitions of terms used in this Ordinance shall be as below:
Article 3 (Relationship with Other Acts, Subordinate Statutes, and Ordinance)
Except for those otherwise extraordinarily provided for by other Acts, subordinate statutes and ordinance, provisions of this Ordinance shall apply concerning the establishment and operation of optimal gallery seats for disabled persons.
Article 4 (Establishment of Optimal Gallery Seats)
(1) In each performance venue, etc., at least 50% of the gallery seats prescribed by relevant Acts and subordinate statutes shall be built with the optimal gallery seats.
Article 5 (Convenience Facilities)
For disabled persons' access and convenient use of facilities, the convenience facilities provided for by the relevant Acts and subordinate statutes shall be built near the optimal gallery seats.
Article 6 (Gallery Seat for the Personnel Concerned with Disabled Person)
An operator of a performance venue, etc. or a person who is supervising the concerned event shall assign, near the optimal gallery seat for a disabled person, a gallery seat to be used by the personnel concerned with a disabled person.
Article 7 (Utilization of Optimal Gallery Seats)
The Mayor shall devise measures, etc. to induce disabled persons to actively use the optimal gallery seats.
Article 8 (Facilities Being Operated by Private Entities)
For the facilities being operated by private entities, the Mayor shall actively recommend establishment of optimal gallery seats for disabled persons.
Article 9 (Financial Support)
The Mayor may, where a performance venue, etc. within his/her jurisdiction desires to improve its facilities in accordance with the provisions under this Ordinance, fully or partially subsidize the expenses.
