Article 1 (Purpose) The purpose of this Ordinance is to prescribe matters necessary to improve the use of knowledge and information resources and to enhance members' knowledge and capability by disclosing and sharing knowledge and information generated by the Seoul Metropolitan Government, affiliated executive agencies, and entrusted agencies.

Article 2 (Definitions) The terms used in this Ordinance are defined as follows: <Amended by Ordinance No. 7156, May 16, 2019>
1. The term "executive agency" means any administrative agency, invested agency, and funded agency under the jurisdiction of the Seoul Metropolitan Government;
2. The term "invested agency" means any public corporation and public agency established by the Seoul Metropolitan Government pursuant to the Local Public Enterprises Act;
3. The term "funded agency" means any agency established and funded by the Seoul Metropolitan Government pursuant to the Act on the Operation of Institutions Provided with Investments or Funds by Local Governments;
4. The term "entrusted agency" means any legal entity, organization, agency, or individual entrusted with the authority of the Mayor of the Seoul Metropolitan Government, pursuant to the Seoul Metropolitan Government Ordinance on the Entrustment of Administrative Affairs to the Private Sector;
5. The term "knowledge and information" means any information about sciences, culture, or technologies, which is generated through education and training, research, or other projects provided or conducted by the Seoul Metropolitan Government and affiliated executive agencies, or by entrusted agencies in relation to performance of the entrusted affairs;
6. The term "member" means any public official of the Seoul Metropolitan Government and any employee of invested or funded agencies of the Seoul Metropolitan Government.

Article 3 (Basic Principles) (1) All knowledge and information held by the Seoul Metropolitan Government, affiliated executive agencies, and entrusted agencies (hereinafter referred to as the "Seoul Government and executive agencies etc.") shall be promptly disclosed via a communications network. <Amended by Ordinance No. 6386, Jan. 5, 2017>
(2) In relation to disclosure and sharing of knowledge and information, the Seoul Government and executive agencies, etc. shall give due consideration to members' easy access to, and use of, knowledge and information, and maximize the utilization of such knowledge and information. To this end, the database shall be built using the semantic network, which allows multi-level access to knowledge and information.

Article 4 (Responsibilities) (1) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall provide support and implement policy measures necessary to promote disclosure and sharing of knowledge and information resources. <Amended by Ordinance No. 6386, Jan. 5, 2017>
(2) Members shall utilize the disclosed knowledge and information for the intended purposes and fully participate in discovering and sharing knowledge and information resources.

Article 5 (Building Knowledge and Information System) The Mayor shall build a knowledge and information system to disclose and share knowledge and information efficiently, and shall constantly improve related standards and technologies to ensure better use of such knowledge and information.

Article 6 (Prior Verifications) The Mayor shall ensure that similar or redundant education and training, research, or other project is verified via the knowledge and information system before an application for the education and that training is filed or the research or other project is conducted, and shall reflect the findings of such verification in evaluation.

Article 7 (Inspections) (1) The Mayor shall regularly inspect the status of disclosure and sharing of knowledge and information and disclose the findings of such inspections to the members.
(2) The Mayor shall hear the members' opinions about disclosure and sharing of knowledge and information, and reflect such opinions.

Article 8 (Designation of Dedicated Department and Cooperation Departments) In order to perform administrative reforms efficiently through disclosure and sharing of knowledge and information, the Mayor may designate a dedicated department or cooperation department, etc., supporting the dedicated department, to manage and utilize knowledge and information resources and to perform related affairs.

Article 9 (Enforcement Rule) Matters necessary for the enforcement of this Ordinance shall be prescribed by rule of the Seoul Metropolitan Government.
