SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON PROMOTION OF MICE INDUSTRY

CHAPTER I GENERAL PROVISIONS Article 1 (Purpose) The purpose of this Ordinance is to contribute to facilitating the tourism industry, improving a city's brand value, creating jobs, invigorating the local economy, and enhancing the competitiveness of tourism and culture by promoting the MICE industry in Seoul Metropolitan City.

Article 2 (Definitions) (1) The terms used in this Ordinance are defined as follows:
1. The term "MICE industry" (hereinafter referred to as "MICE industry") means a new industry created from blending meetings, incentive travels, conventions, and exhibitions;
2. The term "organization dedicated to MICE" means a City-invested or City-funded organization established and operated for the purpose of developing tourism and the MICE industry.
(2) The terms used in this Ordinance, other than those referred to in paragraph (1), shall be governed by Article 2 of the International Conference Industry Promotion Act and Article 2 of the Act on the Development of Exhibition Industry.

Article 3 (Responsibilities of Mayor) (1) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall actively endeavor to expand and improve facilities, etc. related to the MICE industry for the continued growth and enhanced competitiveness of the MICE industry in Seoul Metropolitan City.
(2) The Mayor shall prepare administrative and financial support plans necessary to implement the policies under paragraph (1).

Article 4 (Relationship to Other Ordinances of the Seoul Metropolitan Government) The promotion of the MICE industry shall be governed by this Ordinance, taking precedence over other Ordinances of the Seoul Metropolitan Government.

CHAPTER II PROMOTION OF MICE INDUSTRY Article 5 (Establishment and Implementation of Master Plans to Promote MICE Industry) (1) Every five years, the Mayor shall establish and implement a master plan to promote the MICE industry in Seoul Metropolitan City (hereinafter referred to as "promotion plan") including the following matters:
1. Directions and objectives for developing the MICE industry;
2. Domestic and international conditions of the MICE industry and prospects therefor;
3. Promotion policies and implementation strategies for the MICE industry;
4. Plans to invigorate the MICE industry connected to regional strategic industries, culture, and tourism;
5. Training of specialized personnel related to the MICE industry;
6. Plans to expand facilities related to the MICE industry;
7. Matters regarding administrative and financial support;
8. Other matters regarding the promotion of the MICE industry.
(2) The Mayor shall establish and implement an annual action plan according to a promotion plan. Where the Mayor establishes an annual action plan, he or she shall evaluate the implementation progress of the previous year and reflect those results in the current action plan.
(3) If necessary to establish a plan under paragraph (1), the Mayor may entrust the relevant affairs to specialized institutions or organizations and subsidize necessary expenses within the budget.
(4) The Mayor may conduct a fact-finding survey of the MICE industry to efficiently establish and implement a promotion plan.
(5) The Mayor shall report the previous year's promotion plan, including its achievements and outcomes, to the standing committee of the Seoul Metropolitan Council by the end of February of the following year.

Article 6 (Promotion of and Support for MICE Industry) (1) The Mayor shall implement the following projects to promote the MICE industry and enhance the competitiveness thereof:
1. Research and surveys of the MICE industry;
2. Support for attraction, identification, or hosting of MICE events;
3. Domestic and international public relations for the MICE industry;
4. Participation in overseas exhibitions;
5. Education and training for specialized personnel related to the MICE industry;
6. Organization and operation of a consultative group to invigorate the MICE industry;
7. Support for the promotion of local companies related to the MICE industry;
8. Invigoration of the MICE industry connected to local culture and tourism;
9. Support for expanding and operating MICE infrastructure;
10. Other matters that the Mayor deems necessary for developing and facilitating the MICE industry.
(2) The Mayor may jointly implement or cooperate in projects in partnerships with relevant institutions through business agreements or the like, to efficiently implement the projects under paragraph (1).
(3) If necessary to efficiently implement projects under paragraph (1), the Mayor may entrust all or part of the projects to specialized institutions or organizations and subsidize necessary expenses within the budget.

Article 7 (Establishment and Operation of Organization Dedicated to Conference) (1) The Mayor may establish and operate an organization dedicated to international conferences pursuant to Article 5 (2) of the International Conference Industry Promotion Act, if necessary to efficiently perform the affairs related to the MICE industry.
(2) An organization dedicated to international conferences under paragraph (1) shall perform the following affairs:
1. Support for attracting and hosting of MICE events;
2. Domestic and international public relations for the MICE industry;
3. Support for the promotion, etc. of the MICE industry and companies;
4. Training of specialized personnel related to the MICE industry;
5. Statistics and fact-finding surveys related to the MICE industry;
6. Domestic and international cooperation related to MICE;
7. Other matters that the Mayor deems necessary for developing and facilitating the MICE industry.

Article 8 (Establishment and Operation of MICE Industry Support Center) (1) The Mayor may establish and operate the Seoul Metropolitan Government MICE Industry Support Center (hereinafter referred to as the "Support Center") to provide support for MICE companies located in Seoul.
(2) The Support Center shall perform the following functions:
1. Matters regarding management support for MICE companies;
2. Matters regarding personnel training, education, etc. of MICE companies;
3. Other matters necessary for supporting and promoting MICE companies.
(3) The Mayor may require an organization dedicated to MICE under Article 7 to operate the Support Center on his or her behalf or entrust such operation to specialized institutions.

Article 9 (Training of Specialized Personnel) (1) The Mayor may train specialized personnel to develop the MICE industry and enhance the competitiveness thereof.
(2) In order to train specialized personnel related to the MICE industry in Seoul Metropolitan City (hereinafter referred to as the "Seoul Government"), the Mayor may provide education for citizens and the employees of MICE-related companies located in the City.
(3) The Mayor may provide job placement services or support internship courses to train specialized personnel under paragraph (1).

Article 10 (Appointment of Honorary Ambassadors) (1) The Mayor may commission an honorary ambassador for MICE in Seoul Metropolitan City from among highly influential and well-known persons in each area in order to facilitate the attraction of MICE events.
(2) Where a person commissioned as an honorary ambassador for MICE performs the affairs to attract MICE events, the Mayor may subsidize necessary expenses within the budget.

Article 11 (Support for Hosting MICE Events) (1) The Mayor may provide necessary administrative and financial support, such as support for rental of municipal facilities, for the successful hosting of MICE events to be held in his or her jurisdiction.
(2) In providing support under paragraph (1), the Mayor may provide preferential support to those events having a larger economic benefit, such as large-scale international conferences and incentive tourism.
(3) The methods and procedures for support under paragraph (1) shall be as prescribed by rule of the Seoul Metropolitan Government.

Article 12 (Support for Organizations Related to Seoul MICE Companies) (1) The Mayor may support the activities of organizations related to Seoul MICE companies comprised of MICE companies located in the City to enhance the competitiveness of Seoul MICE companies and establish a cooperative system among companies.
(2) The Mayor may subsidize expenses incurred in operation, such as the enhancement of networking and cooperation among Seoul MICE companies, within the budget.

Article 13 (Awards) (1) The Mayor may grant awards to MICE-related organizations, companies, individuals, etc. that greatly contribute to invigorating the local economy through the attraction and hosting of MICE events.
(2) The standards and requirements for awards and other necessary matters shall be as prescribed by rule of the Seoul Metropolitan Government.

Article 14 (International Cooperation) (1) The Mayor may implement projects for international cooperation in the area of MICE, such as information exchange with foreign cities, international institutions, etc., to strengthen the global standing of the City and develop MICE policies.

CHAPTER III THE SEOUL MICE INDUSTRY PROMOTION COMMITTEE Article 15 (Establishment of Seoul MICE Industry Promotion Committee) (1) The Mayor may establish the Seoul MICE Industry Promotion Committee (hereinafter referred to as the "Promotion Committee") to deliberate on the following to promote the MICE industry and enhance its competitiveness:
1. Matters regarding the establishment of a promotion plan under Article 5;
2. Matters regarding major policies to promote the MICE industry;
3. Matters regarding the system improvement and key issues of the MICE industry;
4. Matters regarding the expansion of the MICE infrastructure;
5. Matters regarding the operation of a dedicated organization established pursuant to Article 7;
6. Matters regarding public relations to attract MICE events;
7. Matters regarding the promotion of and support for the MICE industry under Article 6;
8. Other matters that the Mayor deems necessary for promoting the MICE industry.

Article 16 (Composition of the Promotion Committee) (1) The Promotion Committee shall consist of not more than 15 members including one chairperson and one vice chairperson.
(2) The chairperson and the vice chairperson shall be elected among and by its members.
(3) The ex officio members shall be the Deputy Mayor, Chief Officer, or Director-General in charge of the affairs regarding the promotion of the MICE industry, and commissioned members may be commissioned by the Mayor from among persons with expertise and experience in the MICE industry.
(4) The Committee shall have one executive secretary to perform its affairs and serve as the head of a division in charge of MICE affairs.

Article 17 (Duties of the Chairperson) (1) The chairperson shall represent the Committee and have general supervision and control of its affairs.
(2) Where the chairperson is unable to perform his or her duties due to any unavoidable cause, the vice chairperson shall act on behalf of the chairperson.

Article 18 (Operation of the Committee) (1) Meetings of the Committee shall be convened by the Mayor where deemed necessary.
(2) A majority of the members of the Committee shall constitute a quorum, and any decision thereof shall require the concurring vote of at least a majority of those present.
(3) Members who have any interest in a particular decision of the Committee shall not involve themselves in such decision.

Article 19 (Enforcement Rule) Matters necessary for the enforcement of this Ordinance shall be prescribed by rule of the Seoul Metropolitan Government.

ADDENDA
Article 1 (Enforcement Date)
This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Repeal of Other Ordinances of the Seoul Metropolitan Government)
The Seoul Metropolitan Government Ordinance on the Advancement of the International Conference Industry shall be repealed.
Article 3 (Transitional Measures)
Support and other acts under the previous provisions as at the time this Ordinance enters into force shall be deemed conducted under the provisions of this Ordinance.
