SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE OPERATION AND SUPPORT OF HEALTH CARE SERVICES

Article 1 (Purpose) The purpose of this Ordinance shall be to contribute to the development of a foundation upon which citizens can live healthy lives in communities by prescribing matters necessary to operate and support health care services.

Article 2 (Definitions) The terms used in this Ordinance are defined as follows:
1. The term "high health risk group" refers to citizens who shall continue to be taken care to prevent complications, such as hypertension, diabetes, etc. or who are having a hard time taking care of their health due to social and/or economic reasons, etc.
2. The term "health care services" refers to a series of activities including comprehensive health assessment, linkage of health care and welfare services, continuous management, etc. provided in cooperation with communities so that citizens belonging to the high health risk group would be able to maintain their health in the communities.

Article 3 (Duties of the Mayor) (1) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall provide health care services and secure the resources needed to promote the health care services so that the high health risk group can properly manage their health in communities.
(2) The Mayor shall cause the demands and characteristics of the high health risk group to be able to be reflected on when the health care services are provided.
(3) The Mayor shall cause the high health risk group provided with the health care services to be linked with the social security system.

Article 4 (Details of Health Care Services) (1) The health care services may be provided as an in-home service.
(2) Details of health care services shall be as follows:
1. Assess and intervene with physical, mental, and social health of the high health risk group;
2. Link health care, medical and welfare services based on the assessment under subparagraph 1 above;
3. Educate and provide information regarding personalized health care;
4. Provide education and nutrition supplements to improve nutritional status;
5. Support rehabilitation services;
6. Support the high health risk group leaving medical institutions to settle in communities; or
7. Other services that the Mayor recognizes as necessary.
(3) Detailed matters concerning the details, provision method, etc. of health care services under paragraphs (1) and (2) above shall be prescribed separately by the Mayor.

Article 5 (Creation of Health Care Environment) (1) The Mayor shall develop and operate a systematic cooperation system with health care, medical and welfare experts, related institutions, organizations, districts, etc. so that the health care services could be provided in light of the needs of the high health risk group.
(2) The Mayor may provide districts and private organizations with administrative and financial support necessary to smoothly promote the health care services.
(3) Detailed standards for execution of budgets provided under paragraph (2) above shall be prescribed separately by the Mayor.

Article 6 (Support Group) (1) The Mayor may organize and operate the Seoul Metropolitan City Health Care Support Group (hereinafter referred to as the "Support Group") to smoothly and effectively promote and operate health care services.
(2) The Mayor may consign the Support Group to nonprofit corporations (organizations) with expertise in a relevant field.
(3) Where the Mayor consign the operation of Support Group under paragraph (2) above, it shall be governed by the Seoul Metropolitan Government Ordinance on the Private Consignment of Administrative Affairs.

Article 7 (Education, Promotion, etc.) The Mayor shall conduct education and promotion necessary to improve citizens' awareness of the health care services and induce their voluntary participation and cooperation.

Article 8 (Enforcement Rules) Matters required to enforce this Ordinance shall be prescribed as rules.

This Ordinance shall enter into force on the date of its promulgation.
