SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON TOUR ACTIVITY SUPPORT FOR TOURISM VULNERABLE GROUPS

Article 1 (Purpose) The purpose of this Ordinance shall be to contribute to the promotion of the tourism welfare of tourism-vulnerable groups by prescribing measures necessary to expand travel opportunities and to encourage tour activities for tourism-vulnerable groups who are constrained in their tour activities.

Article 2 (Definitions) The terms used in this Ordinance are defined as follows: <Amended on Mar. 27, 2023>
1. The term "tourism-vulnerable group" refers to a person in accordance with Article 41 (3) of the Enforcement Decree of the Tourism Promotion Act (hereinafter referred to as the "Act");
2. The term "vulnerable tourist" refers to a person who experiences difficulty in tour activities due to restrictions in movement and access to information about facilities due to disability, old age, pregnancy, etc.;
3. The term "barrier-free tourism" refers to tour activities that do not cause inconvenience in accessing, using, or moving around tourist attractions, tourism products, and tourism services.

Article 3 (Duties of the Mayor) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall endeavor to promote tourism activities of tourism-vulnerable groups and create policies to support tourism activities and create a tourism environment necessary for this purpose. <Amended on Mar. 27, 2023>






Article 4 (Tourism Support Master Plan) (1) The Mayor shall formulate and implement a tourism support master plan (hereinafter referred to as "master plan") for tourism-vulnerable groups which includes the following:
1. Matters concerning goals and strategies for tourism support;
2. Matters concerning the identification of policy tasks and implementation plans for tourism support;
3. Matters concerning securing of financial resources for tourism support;
4. Matters concerning the expansion of tourism infrastructure and the improvement of the tourism environment;
5. Matters concerning the development of and public relations activities for tourism products;
6. Other matters the Mayor deems necessary for supporting tour activities for tourism-vulnerable groups.
(2) The master plan of paragraph (1) may be included in the comprehensive tourism promotion plan in accordance with Article 6 of the Seoul Metropolitan Government Ordinance On Tourism Promotion. <Amended on Mar. 27, 2023>






Article 5 (Support for Tour Activities of Persons with Disabilities) (1) The Mayor shall formulate policies necessary to support tour activities for promoting the tour activity rights of persons with disabilities in accordance with Article 47 (3) of the Tourism Promotion Act.
(2) To promote the rights of persons with disabilities to take trips and to enjoy tour activities, the Mayor may render necessary support, such as subsidizing expenses incurred in performing projects for facilitating the tour of persons with disabilities and by organizations in facilitating the tour activities of persons with disabilities.






Article 5-2 (Support for Barrier-Free Tourism) The Mayor may provide necessary support to improve the physical environment for barrier-free tourism, promote mobility, and discover and foster tourism contents.

Article 6 (Facilitation of Private Participation) The Mayor shall endeavor to facilitate the private sector's participation to ensure the support of tourism activities of tourism-vulnerable groups in a seamless way, for instance, by increasing the participation of volunteer citizens.






Article 7 (Budgeting) The Mayor may budget and subsidize tour activities for tourism-vulnerable groups.






Article 8 (Official Commendation) The Mayor may grant an official commendation to any individual or organization that has made an outstanding contribution to the support of tourism activities for tourism-vulnerable groups, in accordance with the Seoul Metropolitan Government Ordinance on Official Commendation. <Amended on Mar. 27, 2023>






Article 9 (Enforcement Rule) Matters necessary for enforcing this Ordinance shall be prescribed by rule of the Seoul Government. <Amended on Mar. 27, 2023>
