Article 1 (Purpose) The purpose of this Ordinance is to contribute to the preserving of the common assets of mankind and the enhancement of citizens' cultural pride by prescribing matters necessary for the conservation, management, and utilization of World Heritage in Seoul under the Special Act on Conservation, Management and Utilization of World Heritage and Convention for the Protection of the World Cultural and Natural Heritage.

Article 2 (Fundamental Principle) The fundamental principle of this Ordinance is to preserve and manage World Heritage, properly utilize them within the scope of not compromising their value, and pass them on to future generations in good condition since World Heritage is an asset of outstanding universal value, authenticity, and integrity that shall be jointly preserved by all mankind and handed down to future generations.

Article 3 (Definitions) 1. The term "World Heritage" refers to heritage registered on the World Heritage List of the United Nations Educational, Scientific and Cultural Organization (hereinafter referred to as "UNESCO") in accordance with the Convention for the Protection of the World Cultural and Natural Heritage (hereinafter referred to as the "World Heritage Convention");
2. The term "tentative list" refers to a list of heritages that have been submitted to UNESCO for inscription after being judged worthy of being inscribed on the World Heritage List in accordance with Article 11 (1) of the World Heritage Convention;
3. The term "World Heritage Site" refers to an area designated by the head of the Cultural Heritage Administration in accordance with Article 10 of the Special Act on Conservation, Management and Utilization of World Heritage (hereinafter referred to as the "Act") by dividing it into a World Heritage area and a buffer zone.

Article 4 (Duties of the Mayor) (1) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall establish and promote policies for the conservation, management, and utilization of World Heritage, and shall endeavor to provide necessary administrative and financial support.
(2) The Mayor shall make active efforts to register outstanding heritage in Seoul as World Heritage.
(3) The Mayor shall ensure that citizens, interested parties, and related experts can actively participate in the establishment and implementation of World Heritage-related policies.

Article 5 (Scope of Application) This Ordinance applies to World Heritage and Tentative List (hereinafter referred to as "World Heritage, etc.") located in Seoul Metropolitan City. However, World Heritage under Article 33 of the Cultural Heritage Protection Act is excluded.

Article 6 (Relationship with Other Ordinances) Except for cases where there are special provisions in other ordinances regarding the conservation, management, and utilization of World Heritage, the provisions of this Ordinance shall be followed.

Article 7 (Establishment and Implementation of Action Plan for Each World Heritage) (1) The Mayor shall establish an action plan for each World Heritage (hereinafter referred to as the "action plan") every five years, reflecting the contents of the comprehensive plan and the application for World Heritage registration under Article 12 of the Act.
(2) The action plan shall include the following matters:
1. Basic direction and goal;
2. Implementation of the project;
3. Measures to activate citizen participation;
4. Measures to vitalize tourism within the World Heritage Site;
5. Measures to improve the quality of life of residents in the World Heritage Site;
6. Measures to vitalize education and promotion;
7. Measures to Promote Cooperation between Related Institutions and Organizations;
8. Financing;
9. Other measures the Mayor deems necessary for the conservation, management, and utilization of the relevant World Heritage and support for residents.

Article 8 (Establishment and Implementation of Annual Project Plan) The Mayor shall establish and implement an annual project plan in order to efficiently promote the project under Article 9 according to the action plan.

Article 9 (Projects for Conservation, Management and Utilization of World Heritage) (1) The Mayor may promote the following projects for the conservation, management, and utilization of World Heritage:
1. Conservation and management and academic research and investigation of World Heritage, etc.;
2. Establishment and utilization of oral histories and living and cultural materials for World Heritage, etc.;
3. Education, promotion, and public awareness improvement using world heritage, etc.;
4. Excavation and investigation of cultural heritage to be registered as a World Heritage;
5. Projects to promote resident participation in environmental cleanup in World Heritage Sites and to improve the quality of life of residents;
6. Other support projects the Mayor deems necessary.
(2) The Mayor may subsidize all or part of the expenses necessary to promote the project under Paragraph 1 within budgetary limits pursuant to the Seoul Metropolitan Government Ordinance on the Management of Local Subsidies.

Article 10 (Efforts to Restore Lost or Damaged Sections of World Heritage) (1) The Mayor shall endeavor to restore the original form through research, excavation, and restoration of lost or damaged sections of the World Heritage, etc.
(2) The Mayor shall actively cooperate in cases where a management agency or general office pursuant to Article 62 of the Cultural Heritage Protection Act requests cooperation in relation to the restoration of lost or damaged sections of World Heritage belonging to the country.
(3) The Mayor shall reflect matters necessary for preserving the surrounding area landscape, such as the lost or damaged World Heritage, in the metropolitan plan, the master plan for urban and residential environment improvement, etc.

Article 11 (Organization and Operation of Seoul World Heritage Conservation Council) (1) The Mayor may organize and operate the Seoul World Heritage Conservation Council (hereinafter referred to as the "Council") for each World Heritage to discuss the following matters:
1. Matters concerning the establishment and review of action plans;
2. Matters concerning the establishment and implementation of annual project plans;
3. Matters concerning the designation, change, and cancellation of World Heritage Sites;
4. Requests made to the World Heritage Committee pursuant to Article 8 of the World Heritage Convention;
5. Matters concerning the implementation of restoration and construction projects that may have a significant impact on the outstanding universal value of World Heritage;
6. Other matters determined by the Mayor to be necessary for the conservation, management, and utilization of World Heritage.
(2) The council shall consist of up to 10 members, including one chairperson, and the members shall be commissioned or appointed by the Mayor from among the following persons:
1. Members of the Seoul Metropolitan Council;
2. Representatives of local residents;
3. Experts with extensive knowledge and experience in World Heritage who have worked in the fields of architecture, urban planning, tourism, environment, and cultural properties;
4. Public officials in charge of World Heritage-related affairs;
5. Other persons deemed necessary by the Mayor.
(3) Other matters necessary for the composition and operation of the Council shall be in accordance with Articles 9 through 12 of the Enforcement Decree of the Special Act on Conservation, Management and Utilization of World Heritage.

Article 12 (Entrustment) In order to professionally and efficiently carry out the projects under Article 8 and Article 9 (1), the Mayor may, in accordance with the Seoul Metropolitan Government Ordinance on the Administrative Work to the Private Sector, entrust the relevant work to institutions, corporations or organizations with expertise in the field of World Heritage.

Article 13 (Establishment of Cooperation System) (1) The Mayor shall establish a cooperative system with central administrative agencies, other local governments, and related corporations and organizations for the conservation, management, and utilization of World Heritage.
(2) The Mayor may, if necessary, conclude business agreements, etc. to establish a cooperative system pursuant to paragraph (1).

Article 14 (Award) The Mayor may select and reward persons or organizations that have made significant contributions to the conservation, management, and promotion of World Heritage and Tentative List.

This Ordinance shall enter into force on the date of its promulgation.
