SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE CONSERVATION, MANAGEMENT AND UTILIZATION OF UNESCO WORLD HERITAGE SITES
Article 1 (Purpose)
The purpose of this Ordinance is to contribute to the preserving of the common assets of mankind and the enhancement of citizens' cultural pride by prescribing matters necessary for the conservation, management, and utilization of World Heritage in Seoul under the Special Act on Conservation, Management and Utilization of World Heritage and Convention for the Protection of the World Cultural and Natural Heritage.
Article 2 (Fundamental Principle)
The fundamental principle of this Ordinance is to preserve and manage World Heritage, properly utilize them within the scope of not compromising their value, and pass them on to future generations in good condition since World Heritage is an asset of outstanding universal value, authenticity, and integrity that shall be jointly preserved by all mankind and handed down to future generations.
Article 3 (Definitions) 1. The term "World Heritage" refers to heritage registered on the World Heritage List of the United Nations Educational, Scientific and Cultural Organization (hereinafter referred to as "UNESCO") in accordance with the Convention for the Protection of the World Cultural and Natural Heritage (hereinafter referred to as the "World Heritage Convention");
Article 4 (Duties of the Mayor)
(1) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall establish and promote policies for the conservation, management, and utilization of World Heritage, and shall endeavor to provide necessary administrative and financial support.
Article 5 (Scope of Application)
This Ordinance applies to World Heritage and Tentative List (hereinafter referred to as "World Heritage, etc.") located in Seoul Metropolitan City. However, World Heritage under Article 33 of the Cultural Heritage Protection Act is excluded.
Article 6 (Relationship with Other Ordinances)
Except for cases where there are special provisions in other ordinances regarding the conservation, management, and utilization of World Heritage, the provisions of this Ordinance shall be followed.
Article 7 (Establishment and Implementation of Action Plan for Each World Heritage)
(1) The Mayor shall establish an action plan for each World Heritage (hereinafter referred to as the "action plan") every five years, reflecting the contents of the comprehensive plan and the application for World Heritage registration under Article 12 of the Act.
Article 8 (Establishment and Implementation of Annual Project Plan)
The Mayor shall establish and implement an annual project plan in order to efficiently promote the project under Article 9 according to the action plan.
Article 9 (Projects for Conservation, Management and Utilization of World Heritage)
(1) The Mayor may promote the following projects for the conservation, management, and utilization of World Heritage:
Article 10 (Efforts to Restore Lost or Damaged Sections of World Heritage)
(1) The Mayor shall endeavor to restore the original form through research, excavation, and restoration of lost or damaged sections of the World Heritage, etc.
Article 11 (Organization and Operation of Seoul World Heritage Conservation Council)
(1) The Mayor may organize and operate the Seoul World Heritage Conservation Council (hereinafter referred to as the "Council") for each World Heritage to discuss the following matters:
Article 12 (Entrustment)
In order to professionally and efficiently carry out the projects under Article 8 and Article 9 (1), the Mayor may, in accordance with the Seoul Metropolitan Government Ordinance on the Administrative Work to the Private Sector, entrust the relevant work to institutions, corporations or organizations with expertise in the field of World Heritage.
Article 13 (Establishment of Cooperation System)
(1) The Mayor shall establish a cooperative system with central administrative agencies, other local governments, and related corporations and organizations for the conservation, management, and utilization of World Heritage.
Article 14 (Award)
The Mayor may select and reward persons or organizations that have made significant contributions to the conservation, management, and promotion of World Heritage and Tentative List.
