Article 1 (Purpose) The purpose of this Ordinance is to contribute to raising citizens' awareness and preventing the risk of narcotic drug use by prescribing necessary measures to improve the culture of misusing or abusing narcotic terms in product names.

Article 2 (Definition) The term "narcotics" used in this Ordinance refers to narcotic drugs, psychotropic substances, and cannabis as defined in the Narcotics Control Act.

Article 3 (Duties of the Mayor) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") may devise policies to improve the culture of misusing or abusing narcotic product names.

Article 4 (Relationship with Other Ordinances) Unless there are special provisions in other ordinances on improving narcotic product name usage culture, the provisions of this Ordinance shall apply.

Article 5 (Formulation and Implementation of Plan) (1) The Mayor may formulate and implement an improvement plan (hereinafter referred to as the "improvement plan") to systematically improve narcotic product name usage culture.
(2) The improvement plan shall include the following:
1. Basic direction for the improvement plan on narcotic product name usage;
2. Major policies to improve narcotic product name usage culture;
3. Matters concerning the budget and support necessary to implement the improvement plan;
4. Other matters the Mayor deems necessary.

Article 6 (Fact-finding Research) (2) The Mayor may entrust the fact-finding research under paragraph (1) to specialized institutions or organizations.
(3) Details such as the methods and procedures of the fact-finding research under paragraph (1) shall be determined by the Mayor.

Article 7 (Projects) 1. Development and distribution of educational material and education to improve awareness of narcotic product name usage;
2. Campaigns to improve narcotic product name usage culture;
3. Providing information to improve narcotic product name usage culture;
4. Other projects the Mayor deems necessary to improve narcotic product name usage culture.
(2) The Mayor may entrust all or part of the projects to specialized institutions, organizations, etc. to efficiently carry out projects in accordance with paragraph (1).

Article 8 (Cooperative System)
