Seoul Metropolitan Government Ordinance on Healthy Family Support

Chapter 1. General Provisions Article 1 (Purpose)


Article 2 (Definitions) The definitions of terms used in this Ordinance shall be in accordance with the provisions of the Framework Act on Healthy Families (hereinafter referred to as the “Act”) and the Enforcement Decree of the same Act (hereinafter referred to as the “Decree”).

Article 11 (Set up and Functions) Chapter 3. Seoul Metropolitan City Health Family Support Center

(1) The Seoul Metropolitan City Health Family Support Center (hereinafter referred to as the “Center”) shall be established in accordance with Article 35 of the Act. <Amended on May 14, 2015 and Jan. 5, 2017>
(2) The Center shall perform the following functions. <Amended on May 14, 2015>
1. Development of healthy family education, counseling for family problems, and family life culture activities for citizens
2. Survey of needs and program development for city-level family support services
3. Provision of business support and evaluation and family-related information for autonomous Gu health family support centers
4. Other projects deemed necessary by the Seoul Metropolitan City Mayor (hereinafter referred to as “Mayor”) to provide family support services

Article 12 (Organization) (1) The Center shall have a center director and the necessary teams to carry out the healthy family project, including a family counseling team, a family education team, and a family culture team.
(2) Center staff, excluding the center director, must work full-time, and there must be at least four (4) staff members. <Amended on May 14, 2015>
(3) The Mayor shall determine the qualifications and duties of the center director and staff members according to Article 1. <Amended on May 14, 2015 and Jan. 5, 2017>


Article 13 (Operating Committee) (1) If necessary for business operations of the Center, an operating Committee may be formed and operated.
(2) The Operating Committee shall be composed of no more than twelve (12) members, including the Chairperson. The Chairperson shall be the center director, and the members shall be public officials and persons with extensive knowledge and experience in relation to healthy family business, appointed by the chairperson.
(3) Other matters necessary for the operation of the Operating Committee shall be determined by the Chairperson with the approval of the Mayor. <Amended on Jan. 5, 2017>


Article 14 (Support for the Center)

Article 15 (Entrustment of Operations) (1) In order to operate the Center efficiently, the Mayor may entrust performance and operation to a private institution falling under any of the provisions of Article 6 of the Enforcement Decree of the Act. <Amended on May 14, 2015 and Jan. 5, 2017>
(2) The consignment period according to Paragraph 1 shall be five (5) years, but the contract may be renewed only once if deemed necessary by the Mayor. <Amended on Jul. 20, 2021>
(3) Other regulations related to civil outsourcing shall be governed by the Seoul Metropolitan Government Ordinance on the Establishment and Operation of Social Welfare Facilities. <Amended on Jan. 5, 2017 and Jul. 20, 2021>
