Seoul Metropolitan Government Ordinance on Support for Prevention of Criminal Injury, etc. for Socially Vulnerable People

Article 1 (Purpose)

Article 2 (Definitions) 1. “Crime victim” refers to a person defined in Article 3, Paragraph 1, Item 1 of the Crime Victim Protection Act.
2. “Person at risk of crime” refers to a person who has not currently been directly victimized by a crime, but for whom there is considerable reason to believe that they may be a victim.
3. “Socially vulnerable persons” refers to any of the following individuals:
(a) Women, children, youth, the elderly, and people with disabilities
(b) Single-person households and single-person store operators whose living environment is vulnerable to crime
(c) Foreigners and multi-cultural family members who are vulnerable in terms of language and information
(d) Other persons recognized by the Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) as being vulnerable to crime
4. “Safety items” refer to items that can increase self-defense capabilities or allow one to request external help in an emergency.

Article 3 (Responsibilities of the Mayor)

Article 4 (Relationship with Other Ordinance) Unless there are special provisions in other Ordinances regarding the support project for safety items, the provisions of this Ordinance shall apply.

Article 5 (Establishment of a Project Plan) 1. Strategy, goals, and direction of support projects
2. Promotion plan for support projects and performance of projects from the previous year
3. Inspection of the status of support project implementation and performance evaluation plan
4. Procurement methods of necessary financial resources for the promotion of support projects
5. Matters concerning the target and method of support projects
6. Any other matters deemed necessary for the support project

Article 6 (Targets of Safety Item Support Projects, Etc.) (1) The Mayor may provide citizens with safety items within the scope of the budget.
(2) Those eligible for support for safety items for crime prevention are those who have an address or residence in the City as of the date of application or are affiliated with a workplace or school located in the city. However, priority must be given to the following persons, and support cannot be provided in duplicate with other local governments.
1. Crime victims
2. Individuals concerned about being a crime victim
3. Socially vulnerable persons
(3) The Mayor may separately determine the specific support contents, criteria, procedures, etc. pursuant to Paragraphs 1 and 2.

Article 7 (Establishment of Cooperative Relationships) (1) The Mayor may establish a cooperative system with the central government, Seoul Metropolitan Police Agency, Seoul Metropolitan Office of Education, other local governments, and related corporations and organizations to ensure smooth support of safety items.
(2) The Mayor may enter into a business agreement for information exchange and cooperation to establish a cooperative system pursuant to Paragraph 1.

Article 8 (Confidentiality) Any person who has engaged or is engaged in work related to the support of safety items pursuant to this Ordinance shall not disclose any secrets learned during the course of their duties and shall comply with the Personal Information Protection Act.

This Ordinance shall enter into force on the date of its promulgation.
