Article 1 (Purpose) The purpose of this Ordinance is to promote a high-value-added convergence tourism industry and contribute to the revitalization of the local economy by regulating matters necessary for fostering and supporting wellness tourism in Seoul Metropolitan City.
Article 2 (Definition)
Article 3 (Duties of the Mayor) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall develop comprehensive policies to foster wellness tourism and prepare administrative and financial support measures for the same.
Article 4 (Relationship with Other Ordinances)
Article 5 (Promotion and Support of Wellness Tourism Projects)
(1) The Mayor may promote the following projects to enhance wellness tourism.
1. Development of wellness tourism programs and related goods and contents
2. Establishment and improvement of wellness tourism infrastructure
3. Wellness tourism promotion and raising of awareness
4. Domestic and international exchange cooperation and network establishment for wellness tourism
5. Hosting and participating in domestic and international wellness tourism fairs
6. Regional linkage and resident income generation project for wellness tourism
7. Consulting, fact-finding survey, and research projects for wellness tourism
8. Other matters recognized and deemed necessary by the Mayor to promote wellness tourism
(2) The Mayor may provide subsidies to corporations or organizations carrying out business under Paragraph 1 within the scope of the budget in accordance with the Seoul Metropolitan Government Ordinance on the Management of Local Subsidies.
Article 6 (Designation of Seoul Wellness Tourism, Etc.)
(1) The Mayor may designate representative facilities and tourism products of Seoul Metropolitan City as Seoul wellness tourism. In such cases, the period of time is three (3) years.
(2) The Mayor may designate a separate organization to effectively carry out the designation pursuant to Paragraph 1.
(3) The Mayor may provide domestic and international promotion and marketing support to those who operate or sell facilities and tourism products pursuant to Paragraph 1.
(4) The Mayor may cancel the designation of a person designated under Paragraph 1 if any of the following applies. However, in the case of subparagraph 1, the designation must be canceled.
1. When designated by fraud or other improper means
2. When a person performs any of their business in violation of any of the terms and conditions of the designation
3. If the person does not meet the designation criteria pursuant to Paragraph 6
(5) In cases of cancellation of designation pursuant to Paragraph 4, the Mayor shall conduct a hearing.
(6) The Mayor shall separately determine the criteria, procedures, and operation of designation and cancellation of designation for Seoul wellness tourism.
Article 7 (Establishment and Composition of the Wellness Tourism Advisory Committee, Etc.)
(1) In order to efficiently promote the wellness tourism business, the Mayor may establish a Seoul Metropolitan City Wellness Tourism Advisory Committee (hereinafter referred to as the "Committee") to deliberate or provide advice on the following matters.
1. Establishment of policies to promote and support wellness tourism
2. Designation and operation of Seoul wellness tourism according to Article 6
3. Conducting and utilizing wellness tourism fact-finding surveys
4. Other matters recognized and deemed necessary by the Mayor to promote wellness tourism
(2) The Committee shall be composed of no more than ten (10) members, including one (1) Chairperson, and the Chairperson shall be elected from among the members. In such cases, the number of members of a specific gender shall not exceed six-tenths (6/10) of the number of commissioned members of the Committee.
(3) The members of the Committee shall be appointed or commissioned by the Mayor from among the following persons, and the Director in Charge of Tourism Affairs shall be an ex officio member.
1. Members of the Seoul Metropolitan City Council recommended by the Seoul Metropolitan City Council
2. Persons with extensive professional knowledge or experience in wellness tourism
(4) If the Chairperson is unable to perform their duties due to unavoidable reasons, a member designated by the Chairperson shall perform their duties.
(5) The term of office for Committee members shall be two (2) years, but they may be reappointed for a limited number of terms. However, the term of office of a member who is a public official shall be the period of their tenure in that position, and the term of office of a member newly appointed due to the resignation of a member, etc. shall be the remaining period of the term of office of the previous member.
Article 8 (Operation of the Committee)
(1) The Committee meetings shall be classified into regular meetings and special meetings.
(2) Regular meetings shall be convened at least once a year, and special meetings shall be convened by the Chairperson when the Chairperson deems it necessary or when requested by at least one-third (1/3) of the members.
(3) The meetings shall be opened with the attendance of a majority of the members, and resolutions shall be passed with the approval of a majority of the members present.
(4) The Committee shall have one (1) administrative secretary for its affairs, and the administrative secretary shall be the Director in Charge of Tourism Affairs.
(5) When necessary for the performance of its duties, the Committee may invite relevant experts to attend to hear their opinions or request necessary cooperation, such as the submission of materials and opinions, from relevant organizations and entities.
(6) Members attending Committee meetings may be paid stipends and travel expenses within the scope of the budget in accordance with the Seoul Metropolitan Government Ordinance on Payment of Committee Stipends and Travel Expenses.
(7) Other matters deemed necessary for the operation of the Committee shall be determined by the Chairperson after deliberation by the Committee.
Article 9 (Entrustment of a Project) In order to efficiently promote wellness tourism, the Mayor may entrust part of the work stipulated in this Ordinance to a specialized corporation or organization in accordance with the Seoul Metropolitan Government Ordinance on the Administrative Work to the Private Sector.
Article 10 (Establishment of a Cooperative System) The Mayor shall strive to build a continuous cooperative system with wellness tourism-related companies and private organizations to promote wellness tourism and build a public-private network.
