Article 1 (Purpose) The purpose of this Ordinance is to protect the human rights of children and youths and ensure that they grow up healthily in a safe environment by regulating matters necessary for preventing sexual exploitation of children and youths and supporting children and youths who are victims of sexual exploitation.

Article 2 (Definitions) 1. “Children/youths” refers to persons under the age of nineteen (19).
2. “Sexual exploitation of children and youths” refers to an act of seeking mental, material, economic, social, or other benefits by unfairly exploiting children and youths sexually, including Articles 11 through 15 and Article 15-2 of the Act on the Protection of Children and Youth against Sex Offenses.
3. “Child/youth victim of sexual exploitation” refers to a child/youth victim of child/youth sexual exploitation.

Article 3 (Rights of Children and Youth) (1) Children and youths have the right to be protected from all forms of sexual exploitation.
(2) Children and youths who are victims of sexual exploitation must be protected as victims regardless of whether compensation was received, consent was given, coercion was involved, or the relationship with the perpetrator.

Article 4 (Responsibilities of the Mayor) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall make an active effort to prevent the sexual exploitation of children and youths and support victims.

Article 5 (Promotion of Projects, Etc.) (1) The Mayor may promote the following projects to prevent sexual exploitation of children and youths and support victims of sexual exploitation.
1. Support for counseling and protection, medical care, legal services, case management, etc. for children and youths who are victims of sexual exploitation
2. During investigations and trials of sexually exploited children and youth, appointing the presence of a counselor belonging to a counseling facility under Article 46 of the Act on the Protection of Children and Youth against Sex Offenses or a support center for children and youth victims of sexual trafficking under Article 47-2 of the same Act, and support for linking with related organizations
3. Support for counseling and education for guardians, family members, teachers, and other related persons of children and youths who are victims of sexual exploitation
4. Support for independence, including education and academic support, career and employment support, self-reliance stipend, and housing support for children and youths who are victims of sexual exploitation
5. Online and offline monitoring to prevent sexual exploitation of children and youths and promotion of citizen surveillance and reporting
6. Raising awareness through education, research, publicity, campaigns, etc. to prevent sexual exploitation of children and youths
7. Other projects deemed necessary to prevent sexual exploitation of children and youths and to support children and youths who are victims of sexual exploitation
(2) If the child or youth victim of sexual exploitation requests an extension of the support period in cases of support under subparagraphs 1 through 4 of Paragraph 1, and the director of a counseling facility under Article 46 of the Act on the Protection of Children and Youth against Sex Offenses or a support center for child or youth victim of sexual trafficking under Article 47-2 of the same Act approves, the support period may be extended to up to twenty (20) years of age.
(3) Notwithstanding Paragraph 2, the Mayor may provide support up to the age of twenty-four (24) for sexually exploited children and youths who are intellectually disabled as defined in Article 6, Attached Table 1 of the Enforcement Decree of the Act on Welfare of Persons with Disabilities, borderline intelligent as defined in Article 2, Paragraph 1 of the Seoul Metropolitan Government Ordinance on Support for Lifelong Education for Borderline Intelligence Persons, and special education recipients with emotional or behavioral disorders, communication disorders, or learning disabilities as defined in Article 10 of the Enforcement Decree of the Act on Special Education for Persons with Disabilities.
(4) The Mayor shall separately determine the necessary matters regarding the subject, method, content, procedure, etc. of the business pursuant to Paragraph 1.

Article 6 (Subsidy for Expenses) The Mayor may, within the scope of the budget, subsidize the expenses of individuals, organizations, corporations, autonomous Gus of Seoul Metropolitan City, etc. engaged in business or activities under each subparagraph of Article 5, Paragraph 1.

Article 7 (Entrustment of Affairs) In order to effectively promote the prevention of sexual exploitation of children and youths and support for victims, the Mayor may entrust all or part of the business stipulated in Article 5, Paragraph 1 to a social welfare corporation, non-profit corporation, or non-profit organization.

Article 8 (Cooperation between Related Organizations, Etc.) The Mayor shall work closely with other local governments, boards of education, prosecutors' offices, police agencies, and related corporations and organizations to prevent sexual exploitation of children and youths and support victims.

Article 9 (Duty to Maintain Confidentiality) Any person who has engaged or is engaged in work related to preventing sexual exploitation of children and youths and supporting victims pursuant to this Ordinance shall not disclose any secrets learned during the course of their duties unless there are special provisions in laws or other Ordinances.

本条例自公布之日起施行。
