Seoul Metropolitan Government Ordinance on Support for the Cultural Lifestyle of Low-Income Youth

Article 1 (Purpose)

Article 2 (Definitions) 1. “Low-income youth” refers to youth aged nine (9) to twenty-four (24) from households in the lower-middle income bracket and beneficiaries under Article 2, Paragraphs 2 and 10 of the National Basic Living Security Act.
2. “Cultural activities” refer to the activities falling under each of the following categories.
(a) Activities involving watching or purchasing cultural programs such as performances, movies, books, and albums
(b) Activities using cultural facilities such as museums and exhibitions

Article 3 (Duties of the Mayor) (1) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall actively strive to promote cultural lifestyle support policies for low-income youth and increase their enjoyment of culture.
(2) The Mayor shall discover various cultural lifestyle-related programs so that low-income youth can enjoy a cultural lifestyle according to their individual tastes.
(3) The Mayor shall secure the necessary budget to effectively carry out the duties pursuant to Paragraphs 1 and 2.

Article 4 (Relationship with Other Ordinances)

Article 5 (Establishment of a Basic Plan, etc.) (1) In order to systematically and continuously support a cultural lifestyle for low-income youth, the Mayor shall establish a basic plan for supporting cultural lifestyles for low-income youth in Seoul Metropolitan City (hereinafter referred to as the “basic plan”) every five (5) years.
(2) The basic plan shall include the following.
1. Basic goals and direction of support for cultural lifestyles of low-income youth
2. Fact-finding survey and analysis of the cultural lifestyles of low-income youth
3. Programs and support projects related to cultural lifestyles for low-income youth
4. Improvement of laws and systems related to the cultural lifestyles of low-income youth
5. Procurement of financial resources to support the cultural lifestyles of low-income youth
6. Other necessary matters regarding support for the cultural lifestyles of low-income youth
(2) The Mayor shall establish and implement an implementation plan every year in accordance with the basic plan pursuant to Paragraph 1.
(3) When establishing the basic plan and implementation plan according to Paragraphs 1 and 2, the Mayor shall endeavor to collect the opinions of low-income youth.

Article 6 (Support Projects) (1) The Mayor may promote the following support projects to revitalize the cultural life of low-income youth.
1. Support projects for the discovery and dissemination of programs related to cultural lifestyles
2. Expansion and support projects for the use of facilities related to cultural lifestyles
3. Support for exchanges related to cultural activities and association activities
4. Provision of information and educational support related to cultural lifestyles
(2) In order to promote cultural lifestyles for low-income youth, the Mayor may support all or part of the transportation costs and other expenses associated with cultural life within the scope of the budget.

Article 7 (Establishment of a Committee) (1) The Mayor may establish the Seoul Metropolitan Government Low-Income Youth Cultural Lifestyle Support Committee (hereinafter referred to as the “Committee”) to provide advice on policies to support the cultural lifestyles of low-income youth.
(2) The Committee shall provide advice on the following matters.
1. Establishment, implementation, and amendment of the basic plan and implementation plan pursuant to Article 5
2. Analysis and evaluation of the basic plan, implementation plan, and progress results
3. Implementation of support projects pursuant to Article 6
4. Other matters determined by the Mayor regarding support for the cultural lifestyles of low-income youth

Article 8 (Organization of the Committee, etc.) (1) The Committee shall be composed of no more than fifteen (15) appointed members and ex officio members, including one (1) Chairperson and one (1) Vice Chairperson.
(2) The Chairperson and Vice Chairperson of the Committee shall be elected from among the members.
(3) The commissioned members shall be commissioned by the Mayor from among those with extensive knowledge and experience in cultural lifestyles for low-income youth, and the ex officio members shall be appointed by the Mayor from among public officials at the Director level or higher departments related to supporting cultural lifestyles for low-income youth.

Article 9 (Operation of the Committee, Etc.) (1) The Chairperson shall represent the Committee and oversee the affairs of the Committee.
(2) When the Chairperson is unable to perform their duties due to unavoidable reasons, the Vice Chairperson shall perform the duties on their behalf. When both the Chairperson and Vice Chairperson are unable to perform their duties, a member designated in advance by the Chairperson shall perform the duties on their behalf.
(3) The Committee meetings shall begin when a majority of registered members are present and resolved by the vote of a majority of the members present.
(4) Stipends, including travel expenses, may be paid to commissioned members attending the Committee within the scope of the budget.

Article 10 (Term of Office of Members) (1) The term of office of a commissioned member shall be two (2) years, and the term of office of an ex officio member shall be the period of service in the relevant position.
(2) The term of office of a commissioned member may be extended only once. However, the term of office of a supplementary member shall be the remaining term of office of the predecessor.

Article 11 (Duties of the Chairperson) (1) The Chairperson shall represent the Committee and oversee the affairs of the Committee.
(2) When the Chairperson is unable to perform their duties due to unavoidable reasons, the Vice Chairperson shall perform the duties on their behalf. When both the Chairperson and Vice Chairperson are unable to perform their duties, a member designated in advance by the Chairperson shall perform the duties on their behalf.

Article 12 (Establishment of a Cooperative System) The Mayor should endeavor to establish a cooperative system with relevant organizations and groups to ensure the smooth implementation of policies to support the cultural lifestyles of low-income youth.

Article 13 (Enforcement Rule)

This Ordinance shall enter into force on the date of its promulgation.
