SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE ESTABLISHMENT AND OPERATION OF THE EXTERNAL COOPERATION FUND

Article 1 (Purpose) The purpose of this Ordinance is to establish the Seoul Metropolitan City International Development Cooperation Fund to promote mutual exchange and cooperation between Seoul Metropolitan Government and foreign local governments, and to determine the matters necessary for its management and administration.

Article 2 (Definition) In this Ordinance, the term “foreign local government” refers to the following institutions with which the Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) deems there is a need to promote mutual exchange and cooperation in order to raise the international profile of Seoul:<Amended on Sep. 29, 2025>
1. A foreign local government;
2. A public institution under, or relating to, a foreign local government;
3. An international organization relating to international development cooperation or international exchange.

Article 3 (Establishment of the Fund) The Mayor shall establish the Seoul Metropolitan City (hereinafter referred to as the “City”) International Development Cooperation Fund (hereinafter referred to as the “Fund”) in order to secure and supply the funds necessary for the achievement of this Ordinance’s purposes.

Article 4 (Duration of the Fund) The duration of the Fund shall be until Dec. 31, 2028: Provided, however, that the Ordinance may be amended to extend the duration if there is a need to retain the Fund after the lapse of the duration period.

Article 5 (Financial Resources of the Fund) The Fund shall be created with the following financial resources:
1. Money transferred from general accounts;
2. Proceeds from the management of the Fund;
3. Money and valuables donated by corporations, organizations, or individuals;
4. Other revenues.

Article 6 (Uses of the Fund) The uses of the Fund shall be as follows: <Amended on Sep. 29, 2025>
1. Program expenses necessary for the promotion of exchange and cooperation with foreign local governments;
2. Relief expenses for a disaster faced by a foreign local government;
3. Expenses required for the management and administration of the Fund.

Article 7 (Fund Administration) The manage the Fund efficiently, public officials shall be appointed as fund administration officers as follows: Provided, however, that to enhance transparency in the execution of fund program expenses, the accounting officer of the relevant public agency, as designated under the Seoul Metropolitan Government Rules on Accounting Administration, shall serve as the Fund Administration Officer responsible for handling acts causing expenditure (including contracting) and payment orders.

1. Fund Management Officer: Global City Policy Officer
2. Assistant Fund Management Officer: International Cooperation Officer
3. Fund Treasurer: Director in charge of Fund Management

Article 8 (Establishment and Functions of the Fund Management Deliberation Committee) The Seoul Metropolitan City International Development Cooperation Fund Management Deliberation Committee (hereinafter referred to as the “Committee”) shall be established to deliberate the following matters on the administration and management of the Fund:
1. Matters on the Fund’s management plan;
2. Determination of programs for Fund expenditures and the size of such expenditures;
3. Analysis of the Fund management performance and settlement;
4. Other matters deemed necessary by the Mayor for the efficient management and administration of the Fund.

Article 9 (Organization of the Committee) (1) The Committee shall be composed of 10 or fewer members including one Chairperson, and the gender ratio shall be considered in the composition.
(2) The Chairperson of the Committee (hereinafter referred to as the "Chairperson") shall be elected by and from among the members.
(3) The members of the Committee (hereinafter referred to as the “members”) shall be appointed or commissioned by the Mayor from among the following persons:
1. Ex officio member: A director-level public official in charge of the Fund
2. Commissioned member
(a) An employee of a corporation or organization related with local governance, international exchange and cooperation, or international development assistance;
(b) A person with expertise and experience in local governance, international exchange and cooperation, or international development assistance;
(c) Members of the Seoul Metropolitan City Council.
(4) A commissioned member’s term of office shall be two years, and may be renewed only once.
(5) The Chairperson represents the Committee and is in overall charge of the Committee’s duties.
(6) If the Chairperson is unable to perform his or her duties due to an unavoidable cause, a member designated in advance by the Chairperson shall perform the Chairperson’s duties by proxy.
(7) A secretary shall handle the Committee’s affairs; and the Assistant Fund Management Officer shall serve as the secretary.

Article 10 (The Dismissal, Exclusion, Challenge, and Recusal of Members) The dismissal, exclusion, challenge, and recusal of members shall be governed by Articles 8-2 and 9 of the Seoul Metropolitan Government Ordinance on the Establishment and Operation of Various Committees.

Article 11 (Operation of the Committee) (1) A meeting of the Committee (hereinafter referred to as a “meeting”) shall be convened when requested by the majority of the members on the register, or when deemed necessary by the Chairperson.
(2) The Chairperson shall notify the members of a meeting’s schedule, agenda, etc. at least 15 days ahead of the meeting: Provided, however, that the foregoing shall not apply in the event of an urgent or unavoidable cause.
(3) A meeting shall be opened by the attendance of the majority of the members on the register, and shall make a resolution by the affirmative vote of a majority of the attending members.
(4) Other matters necessary for the operation of the Committee shall be determined by the Chairperson after a resolution of the Committee.

Article 12 (Compensation) Members who attend a meeting may be paid compensation and travel costs within the available budget as determined by the Seoul Metropolitan Government Ordinance on the Payment of Committee Compensation and Travel Costs: Provided, however, that the foregoing shall not apply where a public official attends a meeting in direct relation to their duties.

This Ordinance shall enter into force on the date of its promulgation.
