SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON SAFE HOMECOMING

Article 1 (Purpose) The purpose of this Ordinance is to prescribe measures necessary to shape environments for citizens’ safe homecoming and to ensure that citizens are free from the fear of all criminal victimization to return home safe at night.

Article 2 (Definition) The definitions of the terms used in this Ordinance shall be as follows:
1. "Safe homecoming" refers to citizens’ to returning home safely without fear of criminal victimization or accidents.
2. "Safe homecoming scout" refers to a worker, etc. whose role is to accompany a woman, youth, child, etc. who wishes to be accompanied to ensure they get home safely.
3. "Safety lighting" refers to a lighting installation that provides appropriate visual information enabling a pedestrian to navigate the streets safely and comfortably at night.
4. "Safety facility" refers to closed-circuit television, safety lighting, security lighting, alarm bells, directional signs or any other facilities that are installed to improve conditions in an area vulnerable to crime.
5. "Safety app" refers to mobile systems that support safe homecoming and real-time closed-circuit television control duties.

Article 3 (Responsibilities of the Mayor) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall make efforts for safe homecoming conditions.

Article 4 (Selection of Vulnerable Areas) The Mayor shall consider the following areas as a priority when taking measures for citizens’ safe homecoming conditions:
1. Areas where incidents and accidents are, or are expected to be, frequent occurrences;
2. Residential areas with high concentrations of one-person households;
3. Alleyways near schools and in residential areas where children and youths require protection;
4. Areas suggested by related organizations that work with children, youth, or women, or by residents’ associations.

Article 5 (Support Projects) (1) The Mayor may implement the following projects for safe homecoming conditions:
1. Deployment of safe homecoming scouts and safety apps;
2. Installation of safety facilities such as safety lighting;
3. Education and promotion of safe homecoming conditions;
4. Other projects deemed necessary by the Mayor.
(2) The Mayor shall formulate specific plans of action for the projects provided under paragraph (1), such as the recruitment of dedicated personnel and the payment of performance incentives.

Article 6 (Establishment of Cooperative System) The Mayor may establish collaborative systems with the relevant institutions and organizations under the Mayor’s jurisdiction, such as police stations and offices of education, for the efficient operation of the projects in Article 5 above.

Article 7 (Maintenance) The Mayor shall manage safety facilities installed to ensure safe homecoming conditions for their efficient maintenance.

This Ordinance shall enter into force on the date of its promulgation.
