SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE DEVELOPMENT OF INTELLIGENT ROBOTS AND PROMOTION OF THEIR DISTRIBUTION

SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE DEVELOPMENT OF INTELLIGENT ROBOTS AND PROMOTION OF THEIR DISTRIBUTION

Article 1 (Purpose) The purposes of this Ordinance are to promote the development and distribution of intelligent robots in Seoul Metropolitan City under the Act on the Development of Intelligent Robots Promotion of Their Distribution, and to contribute to the organized development of the related industries, the improvement of citizens’ quality of life, and the stimulation of the local economy.

Article 2 (Definition) Under this Ordinance, the term “intelligent robot” refers to a mechanical device (including the software required to operate it) that perceives the external environment by itself, discerns particular circumstances, and moves voluntarily.

Article 3 (Responsibilities of the Mayor) (1) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall build the social infrastructures required to ensure that intelligent robots can be developed and distributed in a way that enhances the safety and convenience of citizens.
(2) The Mayor shall secure the budget required to facilitate the development and distribution of intelligent robots; and shall establish and implement comprehensive effective policies to that end.

Article 4 (Relationship to Other Ordinances) Except as otherwise provided in other ordinances, the development and distribution of intelligent robots shall be governed by this Ordinance.

Article 5 (Formulation and Implementation of Comprehensive Plans) (1) The Mayor shall formulate a comprehensive plan every five years (hereinafter referred to as a “comprehensive plan”) in order to achieve in an efficient manner the purposes of this Ordinance regarding the development and distribution of intelligent robots.
(2) Each comprehensive plan shall cover the following matters:
1. The basic direction and medium- and long-term goals of the development and distribution of intelligent robots;
2. Strategies and projects to promote the development and distribution of intelligent robots;
3. Matters concerning the laying of foundations for the development and distribution of intelligent robots;
4. Other matters deemed necessary by the Mayor for the development and distribution of intelligent robots.
(3) The Mayor shall formulate and promote an annual implementation plan to implement the comprehensive plans. In this event, the performance of the implementation plan shall be assessed on an annual basis and the results shall be considered in the next year’s implementation plan.

Article 6 (Support Projects, Etc.) (1) The Mayor may promote the following projects to stimulate the development and distribution of intelligent robots:
1. Projects for the research, development, and substantiation of intelligent robot-related technologies;
2. Projects to stimulate the establishment and growth of intelligent robot enterprises;
3. Projects to nurture and train experts in intelligent robots and robotics;
4. Projects for holding and promoting events such as intelligent robot-related exhibitions;
5. Other matters necessary to promote the development and distribution of intelligent robots.
(2) To ensure the efficient promotion of the types of projects provided under the foregoing paragraph (1), the Mayor may entrust all or a part of such a project to a relevant institution, organization, etc.
(3) The Mayor may, within the available budget, subsidize all or a part of the project costs of a relevant institution, organization, etc. when it is implementing a project as provided under paragraph (1).

Article 7 (Fact-Finding Surveys) The Mayor may conduct a fact-finding survey relating to intelligent robots if necessary for the formulation and implementation of policies aimed at stimulating the development and distribution of intelligent robots.

Article 8 (Establishment of the Intelligent Robot Advisory Committee) (1) The Mayor may establish a Seoul Metropolitan Government Intelligent Robot Advisory Committee (hereinafter referred to as the “Committee”) to dispense advice on stimulating the development and distribution of intelligent robots.
(2) The Committee shall advise on the following matters:
1. Matters concerning the formulation and modification of comprehensive plans under Article 5;
2. Matters concerning support projects under Article 6;
3. Other matters deemed necessary by the Mayor

Article 9 (Composition of Committee and Term of Office) (1) The Committee shall be composed of no more than fifteen (15) members, including the Chairperson and the Vice-Chairperson.
(2) The Chairperson and the Vice-Chairperson shall be elected by and from among the members.
(3) A director-level public official of Seoul Metropolitan Government whose duties pertain to the development of intelligent robots and the promotion of their distribution shall serve as an ex officio member, while commissioned members shall be commissioned by the Mayor from among the following persons in consideration of the gender ratio:
1. A representative or expert of an institution or organization relating to intelligent robots;
2. A member of the Seoul Metropolitan Council;
3. A person who otherwise has extensive knowledge and experience of intelligent robots.
(4) The Committee shall be operated on a non-permanent basis, and the members’ terms of office shall be deemed to have been concluded by dismissal upon the conclusion of a meeting.

Article 10 (Operation of the Committee) (1) The Chairperson shall represent the Committee and assume overall charge of the Committee’s duties, while the Vice-Chairperson shall perform the Chairperson’s duties by proxy in the event that the Chairperson is unable to perform his or her duties due to unavoidable causes.
(2) A meeting shall be opened by the attendance of the majority of the members on the register, and shall make a resolution by the affirmative vote of a majority of the attending members.

Article 11 (Compensation, Etc.) Members who attend a meeting may be paid compensation and travel costs within the available budget as determined by the Seoul Metropolitan Government Ordinance on the Payment of Committee Compensation and Travel Costs.

Article 12 (Establishment of Cooperative Systems) The Mayor may establish cooperative systems with relevant universities, research institutes, institutions, organizations, etc. to ensure that the development and distribution of intelligent robots is stimulated and promoted effectively.

This Ordinance shall enter into force on the date of its promulgation.
