SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON SUPPORT FOR MULTI-CHILD FAMILIES

Article 1 (Purpose) The purpose of this Ordinance is to set forth the matters necessary to support multi-child families in order to address issues associated with the low birth rate and to create social conditions conducive to raising children.

Article 2 (Definition) Under this Ordinance, "multi-child family" refers to a family that is rearing two or more children whom they have sired themselves or adopted (Provided, however, that at least one of the children is aged 18 years or younger). <Amended on Dec. 29, 2023>

Article 2-2 (Relationship to Other Ordinances of Seoul Government) Except where otherwise provided in other ordinances, all assistance and support for multi-child families shall be governed by this Ordinance.

Article 3 (Responsibilities of Mayor) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall establish and promote policies designed to assist and support multi-child families with regard to housing, education, employment, business start-ups, cultural and leisure activities, and shall endeavor to reduce the such families' difficulties in raising their children.


Article 4 (Eligibility for Support) The Mayor may provide support to multi-child families who reside within Seoul Metropolitan City and whose resident registration is listed with Seoul Metropolitan City (hereinafter referred to as the "City").

Article 5 (Support for Multi-Child Families) The Mayor may implement the following matters within the available budget to support multi-child families: <Amended on May. 22, 2023>
1. 1. Exemption from or reduction of such fees as admission fees and usage fees for multi-child families who use the City's public facilities;
2. Support for the supply of housing and housing stability;
3. Support for childrearing, childcare, and education, etc.;
4. Support for health care, medical treatment, welfare, and transportation costs, etc.;
5. Discounts on public utilities;
6. Other matters deemed necessary by the Mayor to assist multi-child families.

Article 6 (Operation of Policy Advisory Group for Multi-Child Families) The Mayor may operate a policy advisory group for multi-child families to receive advice and recommendations on important matters pertaining to the development and implementation of policies for supporting multi-child families.

Article 7 (Fact-Finding Surveys) (1) The Mayor may conduct a fact-finding survey to identify and analyze the status of multi-child families and demand for the relevant policies.
(2) The Mayor may entrust the implementation of a fact-finding survey under paragraph (1) to a corporation, specialized institution, etc.

Article 8 (Enforcement Rule) Matters necessary for the enforcement of this Ordinance shall be prescribed by the enforcement rules of the Seoul Metropolitan Government.

This Ordinance shall enter into force on the date of its promulgation.
